HomeMy WebLinkAbout1976-06-16MINUTES Civic Center, Room B-8 Huntington Beach, California Wednesday, June 16, 1976 Mayor Wieder called the adjourned regular meeting of the City Council of the City of Huntington Beach to order at 7:00 P.M. ROLL CALL s 0 Present: Bartlett, Pattinson, Siebert, Wieder Gibbs (7:15 P.M.) Shenkman (7:20 P.M.) Absent: Coen CONTINUATION OF POLICE DEPARTMENT BUDGET The Police Chief presented a report pertaining to the questions and areas of concern expressed at the June 11, 1976 Council meeting. A report was presented on training, administrative vice and organized crime units. Discussion was held regarding matters pertaining to accounting aspects of the proposed budget. Discussion was also held regarding the personnel structure of the Special Operation Division of the Police Department. The deletion from the budget of school resources officers was discussed by Council. Councilwoman Gibbs suggested that perhaps officers on disability might be asked to volunteer services in this area and discussion was held. AERO PROGRAM The Aero Program was reported on by Captain Burkenfield. The helicopters effect on lowering the city's crime rate was discussed. ADDITION OF FIVE SWORN POLICE PERSONNEL APPROVED A motion was made by Shenkman, second Bartlett, that the Council consider the. addition of five sworn personnel in the Police Department. Motion carried. v ✓ CONTINUATION OF LIBRARY BUDGET Discussion was held between the Library Director and.the Council regarding aspects of the proposed library budget. The transfer of $8000 overage in the Public Works Department to the Libarary Department for pump operation was discussed, with decision on the matter deferred. Mayor Wieder requested that the City Attorney present a ruling as to how the Recreation & Parks and the Library Departments are affected relative to Charter requirements if the city's assessed evaluation increases. 5 Page #2 - Council Minutes - 6/16/76 EMPLOYMENT OF ATTORNEY IN POLICE DEPARTMENT The Council then discussed the possibility of employing an attorney in the Police Department to establish a Consumer fraud Division. REFUSE FEE ORDINANCE TO BE PROPOSED A motion was made by Siebert, second Shenkman, to institute a $2.30 per month rubbish fee to generate $980,000 to pay for once per week collection. The motion failed to pass by the following roll call vote: AYES: Gibbs, Siebert NOES: Bartlett, Pattinson, Shenkman, Wieder ABSENT: Coen. A motion was made by Shenkman, second Pattinson, to initiate a $2.95 monthly charge for twice per week refuse collection. The City Attorney reported on the provisions of the City's current contract with Rainbow Disposal Company. The motion was then withdrawn. A motion was made by Shenkman, second Pattinson, to initiate a $2.65 per month charge for twice weekly refuse collection. The motion was passed by the following vote: AYES: Bartlett, Pattinson, Shenkman, Wieder NOES: Siebert, Gibbs ABSENT: Coen On motion by Shenkman, second Pattinson, Council directed the City Attorney to prepare an ordinance for presentation to Council at the June 21, 1976 Council meeting. Motion carried. A motion was made by Pattinson, second Shenkman, that all senior citizens be exempt from payment of said refuse collection fee. Following discussion the motion was withdrawn. The Council then instructed the staff to study the matter of senior citizen exemption for incorporation into said ordinance. f ✓ OIL BARREL TAX A motion was made by Shenkman, second Pattinson, to increase the oil barrel tax by 1C (one cent) in order to generate $150,000. In response to a question by Council the Business License Supervisor answered questions relative to the feasibility of increasing city business license fees. Councilman Bartlett suggested that perhaps the matter could be referred back to staff to review the matter with the Chamber of Commerce and other parties which the increase Page #3 - Council Minutes - 6/16/76 The motion was passed by the following roll call vote: AYES: Pattinson, Gibbs, Siebert, Shenkman, Wieder HOES: Bartlett ABSENT: Coen On motion by Pattinson, second Gibbs, Council directed the City Attorney to prepare such an ordinance for the June 21, 1976 Council meeting. Motion carried. V INCREASE IN 'TRANSIENT OCCUPANCY TAX On motion by Pattinson, second Siebert, Council directed the City Attorney to prepare an ordinance increasing the Transient Occupancy Tax to 6%. Motion carried. A motion was made by Gibbs, second Shenkman, that Council approve $5,000 for the Community Concert Band. Councilman Shenlaian suggested that each Council person submit to staff by Friday, the items they would like placed for inclusion in the budget and which could be discussed at the June 21, 1976 Council meeting. The motion was then withdrawn. FUNDING FOR DOWNTOWN REDEVELOPMENT On motion by Shenkman, second Pattinson, Council directed that $200,000 from the Contingency Fund be designated for downtown redevelopment. The motion was passed by the following roll call vote: AYES: Bartlett, Pattinson, Gibbs, Siebert, Shenkman, Wieder NOES: None ABSENT: Coen A motion was made by Pattinson, second Gibbs and carried unanimously to delete the following programs: Refuse Contract Appraiser Fees Civic Promotions (Dues & Memberships) Man In Washington Program Planning Department Temporary Salaries Fire Department Dress Uniforms JOINT MEETING BETWEEN THE CITY COUNCIL AND THE RECREATION & PARKS COMMISSION Mayor Wieder stated that a joint meeting would be held between the City Council and the Recreation and Parks Commission regarding park acquisition and development and park maintenance costs. The City Administrator reported on park acquisition and suggested that staff be directed to review the City's Master Plan of Parks. Discussion was then held regarding estimated income 7/1/76 to 6/30/77 and Proposed Development Projects, 1976-77. .. 297 Page #4 - Council Minutes - 6/16/76 It was requested by the Recreation and Parks Chairman that Agenda item #4 (Huntington Central Park - Future Development) be discussed at another meeting. Discussion was held by Council regarding the request from the Park Huntington Home Owner's Association regarding the development of the Hawes Elementary School Parksite, Accommodation for Little League organizations at undeveloped park sites was also discussed by the Council and staff.
