Mayor Wieder called the adjourned regular meeting of the City Council of the City
of Huntington. Beach to order at 7:00 P.M.
ROLL CALL
Present: Bartlett, Pattinson, Wieder, Shenkman
Siebert - (arrived at 7:.20 P.M.)
Absent: Coen, Gibbs
H b 4TH OF JULY PARADE.TO PROCEED
Mayor Wieder brought Council up-to-date on the status of the July 4th parade,
citing the reasons which prompted the cancelling of the parade and the events which
had transpired since.that time which had resulted in a decision that the parade could
proceed.
The Police Chief reported on the matter, and discussion was held between the Council
and Staff.
A motion was made Ly Shenkman, second Pattinson, that based on the guarantees of Chief.
of Police Earle W. Robitaille and Acting City Administrator Floyd G. Belsito that
adequate security for crowd control will be provided for the Huntington Beach 4th of
July parade, the City Council direct that the parade .go on as scheduled. The.

was passed by the following roll call vote:
AYES: Bartlett, Pattinson, Siebert, Shenkman, Wieder
NOES: None
ABSENT: Coen, Gibbs
STUDY SESSIONS AND RETREATS
Mayor Wieder requested that the Acting City Administrator, beginning in August,
schedule some study sessions and retreats between the Council and Department Heads for..
the purpose of determining priorities relative to the preparation of the Zero
Base Budget. She also recommended that meetings be held between the Council and
the leaders of City employee associations.
EXECUTIVE SESSION CALLED
Mayor Wieder called an Executive Session of Council -at 7:48 P.M. to -discuss personnel
negotiations.

Mayor Wieder called a recess of the Council at 7:48 P.M.

RECONVENE
Mayor Wieder reconvened the adjourned meeting of the City Council at 8:40 P.M.. with
Coen, Siebert and Gibbs recorded absent.
JOINT MEETING - CITY COUNCIL - HUNTINGTON BEACH PUBLIC FACILITIES CORPORATION (PFC)
Mayor Wieder announced that the Council would conduct a joint meeting with the Huntington
Beach Public Facilities Corporation. PFC members.in attendance were: Ruth.Bailey, Dudley
Boyce, Larry Curran, Jerry Sapp and Ray Bunker.
Discussion was held between the Council and Public Facilities Corporation members
regarding the items for discussion as suggested by the. PFC Directors.
Discussion was held regarding the manner in which communications between the City Council
and PFC could be improved.
,Mayor Wieder spoke regarding the Council liaison appointments to the various boards and
commissions, including the PFC. Councilman Shenkman commented on the possibility of the
City acquiring the PFC bonds by submitting the issue on the ballot,.thus retiring the PFC.
The Finance Director reported on the PFC's financial status. Councilman Shenkman
suggested that the PFC contact the firm of O'Melveny & Myers regarding the restructuring
of.the investment procedure.
The Director of Public Works reported on the history of the architecture of the develop-
ment wing in the Civic Center and the Civic Center plan checking procedure.
The Council, Staff and PFC members then discussed City Attorney's Opinion No. 76-26
relative to the current underground pipe corrosion problem at the Civic Center,and
regarding who is responsible for the maintenance of the Civic Center and Central Library.
Deputy City Attorney Georges reported on the matter. The Huntington Beach Public Facili-
ties Corporation motion was read to Council as follows:
Mr. Bunker made motion that the PFC recommend to the City Council that the corrosion
problem is a normal maintenance problem and that under the sub -lease agreement, it is
the responsibility of the City to correct it. Motion was seconded by Mr. Sapp and
unanimously approved.
The PFC then referred to Section 2 of the -sub -lease which referred to maintenance and
construction, and the Director of Public Works reported on the matter.
Mrs. Lorraine Faber, representative of the Home Council, addressed Council regarding
the past agreement between the City and the'Project Engineer.
Discussion was held between the Council and PFC regarding the background of the soils
testing. Councilman Shenkman spoke regarding available alternatives to selling the
bonds.
Mrs. Faber addressed Council regarding the requisitions for off -site improvements around
the Civic Center and stated that she believed a legal opinion. was necessary. Deputy.
City Attorney Georges reported on the matter stating his opinion that it was not within
the City's purview.
The PFC reported on the actions they were taking regarding the funding of the cost of
the Emergency Operation Center.

ADJOURNMENT
on motion by Bartlett, second Wieder, the adjourned regular meeting..of the City
council -of the City of Huntington Beach adjourned. Motion carried.
