Applicant: The Buccola Company -
To permit the construction of a 90,000 square foot shopping
center pursuant to Section 9430.2 of the Huntington Beach Ordinance
Code, located at the southwest corner of Garfield Avenue and Beach
Boulevard in a C2, Community Business District.
The Chairman informed the Board that Negative Declaration No.'76-24
was granted for this request_ on April 20, 1976, by the Environmental
Review Board.
No one was present at the meeting to represent the application.
Secretary Cope noted that the Board members have received a copy
of the revised plan for this project; Bruce Crosby presented a list
of suggested conditions which the Department of Public Works
would like to impose on the plan. Board review ensued, including
discussion of the above items as well as the need for a signing
program to be approved by the City. Bruce Crosby informed the
Board that the City would be'vacating portions of 17th Street in
the near future.

CONDITIONS OF APPROVAL:
A. TO BE COMPLETED PRIOR TO ISSUANCE OF BUILDING PERMITS:
1. The conceptual plot plan and elevations received June 29,
1976, shall be the approved layout.
In its approval action, the Board of Zoning Adjustments considered
the following issues relating to the conceptual plan:
• Traffic circulation and drives;
• Parking layout;
. Lot area;
• Lot width and lot depth;
• Type of use and its relation to property and improvements in the
immediate vicinity;
. Past administrative action regarding this property.
2.
The following plans shall be submitted to the Secretary of
the Board:
Landscaping and irrigation plan complying with Article 979
of the Huntington Beach Ordinance Code and landscaping
specifications on file in the Department of Public Works..,
Rooftop mechanical equipment screening plan. Said plan
shall indicate screening of'all rooftop mechanical equip-
ment and shall delineate the type of material proposed to
screen said equipment.
3.
Soil and compaction reports shall be submitted by a
certified soils engineer. Said reports shall be submitted
to the Department of Building and Community Development
and shall be subject to approval.by that Department.
4.
Fire protection systems, including automatic sprinkler
systems, standpipe systems, fire hydrants, fire alarm
systems, and any other required fire protection and detec-
tion devices or systems shall comply with the specifications
of the Huntington Beach Fire Code. Plans for -such systems
and devices shall be submitted -to the Fire Department and
shall be subject to approval by the Departments'of Fire
and Public Works.
5.
The developer shall.participate in the local drainage

assessment district.
6.
All applicable fees shall be paid prior to -issuance of build-
ing permits.

B. TO BE COMPLETED PRIOR TO FINAL INSPECTION:
1. Seventeenth Street, Garfield Avenue, and Beach Boulevard
shall be improved to the centerlines of such rights -of -way.
Said improvement shall include curbs, gutters, sidewalks,
paving, street trees, street lights, street signs, street
drainage, and sewer and water main extensions, in full
compliance with the City of Huntington Beach street stand-
ards and requirements.
C. GENERAL CONDITIONS:
1. A sign program for the entire center shall be submitted to
the Board of Zoning Adjustments for review and approval
prior to the issuance of any sign permits.
2. South of the most northerly drive on 17th Street, the street
shall be sixty (60) feet in width.
3. On the easterly half of 17th Street, from the northerly
driveway south, the curb and gutter will be twenty-four (24)
feet east of centerline with a six (6) foot parkway.
4. South o-F the driveway to the intersection to the north,
there will be a transition in the street width to a total
width of sixty-three (63) feet, which will carry over to
the intersection of Garfield and 17th.
5. In the above -noted street section from the northerly drive-
way north, the curb on the easterly side will be twenty-
nine (29) feet east of centerline with a four (4) foot
sidwalk.
6. No parking shall be permitted on the east side of 17th Street.
This is to be accomplished by painting the curb red or
signing or both, to the satisfaction of the Traffic Engineer.
7. On the west of 17th Street across the street from the north-
erly access point to the project, the curb will also be
painted red for no parking.
8. Removal of existing traffic striping and all new striping
and related traffic line painting shall be performed at the
developer's expense.
9. All building spoils, such as unusable lumber, wire, pipe,
and other surplus or unusable material, shall be disposed
of at an offsite facility equipped to handle them.
10. Attempts should be made to minimize the impact of the south -
and west -facing elevations of the project.

11. Special attention should be paid to effective -buffering of the
site from -the --westerly residentia-l-development-=by such means
as berming, walls, landscaping, etc.

Applicant:. Stanley McGaffey
To permit the construction of an enclosed patio encroaching one foot
six inches (1'6") into'the required exterior side yard, in lieu of
Section 9103.3 of the Huntington Beach Ordinance Code, located at the
southeast corner-of-Sunridge Drive and Crestview Lane in an R-1, Low
Density Residential District.

The Chairman opened the public hearing. Mr._McGaffey was present at
the meeting: There being no one present -to speak4f_or or against the
proposed project, the public hearing was closed. -
Pat Spencer reported that the Department of,Building-and Community
Development has investigated the site and has found that the -rear yard`
encroachment, on the original application is not applicable, as the
patio at that location is,a screened enclosure which is allowed by
code. The Department feels,that the total encroachment is very minimal,
and is located only within the last quarter of the subject -site.
ON MOTION BY SPENCER AND SECOND BY CROSBY CONDITIONAL EXCEPTION NO.
76-23 WAS APPROVED WITH THE FOLLOWING -FINDINGS; BY THE FOLLOWING VOTE:

ADMINISTRATIVE REVIEW NO. 76-71
Applicant: Robert M. Tepper
To permit the construction of a 14,300 square foot addition -to
an existing shopping center pursuant to Section 9450 of the
Huntington Beach Ordinance Code, located at the southwest
corner of Goldenwest Street and Edinger Avenue in a C2, Community
Business District.
The Chairman informed the Board that Negative Declaration No. 76-53
was granted for this request by the Environmental Review -Board on
June 29, 1976.
Nick Armejo was present to represent the application.
Board discussion centered on the orientation of the building to
the site and its effects on parking and circulation. The members
found concerns with the narrow strip behind the shops and a sug-
gestion was made to move the buildings back to eliminate the
strip; however, exiting from the adjacent Zody's store and desired
rear exits from the addition precluded that possibility. Also
discussed was the relationship of the addition to existing stores
in the center in regard to architectural treatment and color.

1. Goldenwest Street shall be improved to the centerline of
such right-of-way. Said improvement shall include curbs,
gutters, sidewalks, paving, street trees, street lights,
street signs, street drainage, and sewer and -water main
extensions, in full compliance with the City of Huntington
Beach _street standards -,and requirements.
C. GENERAL CONDITIONS:
1. If the developer -proposes to provide air conditioning, the
insulation in ceilings and exterior walls shall be a minimum
of R-19 and R-11, respectively. If no air conditioning is
to be provided, the insulation in ceilings and exterior walls
shall be a minimum.of R-13 and R-7, respectively.
In commercial and industrial projects, the "U" value of the
structure shall offer the equivalent thermal insulation
characteristics. -and may be calculated -using ASHRAE methods.

CONDITIONAL EXCEPTION NO. 76-28 (In Conj./AR 76-82)
Applicant: Weiser Company
To permit the reduction in the off-street parking from the required
1900 spaces to approximately 1540 spaces, a reduction in the
required landscaped area from approximately 109,000 square feet to
approximately 50,000 square -feet, and to allow a six (6) foot
masonry wall in lieu of the permitted forty-two (42) inches as the
maximum height, located on 42 acres at the northeast corner of
McFadden Avenue and Graham Street in the MI -A District (Restricted
Manufacturing).
The Chairman informed the Board that this request is a Cateqorical
Exemption, Class V, California Environmental Quality Act, 1970.
The Chairman opened the public hearing. Leo Shamidan was'present
to represent the application; he addressed the Board to -explain
his company's reasons for requesting the above exceptions.
Mr. Croan, operator of a business in the park, addressed the Board
in opposition to the granting of the reduced parking, noting that
others in the area had been required to comply with code require-
ments.
John Heil of Kaiser -Aetna addressed the Board, questioning the reduc-
tion in landscaping and the sidewalk requirements for the proposed
project.
There being no other persons to speak for -or against the project,
the public hearing was closed.
The Board reviewed the application. The location of the wall was
discussed in relation to screening of the site and the need to
provide security for the project. Secretary Cope noted that there
was a need for flexibility in design of the wall, with staggering
and screening to improve the street scene.
The area of the buildings to be devoted to warehousing was reviewed
as it affects the need for parking space for the use. Mr. Shamidan
said that a central warehousing unit of 220,000 square feet would
be provided, with smaller areas scattered throughout the project
as needed. It was -also noted that the day -vs- night. provisions of
the code would apply.to this use.

ON MOTION BY COPE -AND SECOND BY CROSBY CONDITIONAL EXCEPTION NO.
76-28 WAS APPROVED WITH THE FOLLOWING FINDINGS BY THE FOLLOWING VOTE:
FINDINGS OF THE BOARD:..--
1. The reduction in offstreet parking is -justified for the following
reasons:,
a.
The -special use nature of:the-proposed project allows for
predictable parking needs,.as opposed to the standard parking
requirements of spec industrial buildings located in the
industrial park.
b.
Approximately 220,000 square feet of the floor space area is
designated -as permanent storage areas,.which reduces the
-overall--parking-needs of the facility by.25 percent.
c.-
Due to the -special use nature of -the proposed project, differ-
ent sections of.the building may -be -used at different times
of the day, allowing joint night-vs-day.use of the parking
facilities provided.
2. The
height of +-he proposed wall will provide for better security
for
this"industrial plant, as,well as-providing,better screening
of the 'large -parking lot -from the abutting street scenes.
3. The
reduced landscaping, concentrated in long lineal runs as
indicated,
will provide effective screening of the buildings
and
provide for aesthetic treatment of the street scene.

Applicant: Weiser Company
To permit construction of a,950,000 square foot industrial building
which will provide for the assembly and manufacture of various metal
products. The complex will consist -of general administrative office
areas, assembly and manufacturing areas, storage and shipping areas,
off-street parking, and landscaped areas pursuant to Section 9511 of
the Huntington Beach Ordinance Code, located on acres at the north-
east corner of McFadden Avenue and Graham Street in the M1-A District
(Restricted Manufacturing).
The Chairman informed the Board that this request is covered by
Environmental Impact Report No,.76-16, adopted by the City Council on
March 18, 1974. The specific project was granted exemption from

further environmental review by the Department of Environmental.
Resources under NOtice of Exemption No. 76-31 on June 23, 1976.
Leo Shamidan was present to represent the application.
The Board reviewed the phasing proposed for construction of this
facility, with Secretary Cope expressing concern in regard to the
520 foot lineal run of the the Phase II building shown on Graham
Street. He cited the need for special architectural treatment or
landscaping to soften the impact of this long run on the street
scene.
Mr. Shamidan indicated that all street improvements, fencing, and
probably most of the landscaping will be installed along with
construction of the Phase I portion of the project.
Also reviewed were the fencing and screening for the site.

suant to Section 9482.1.5 of the Huntington Beach Ordinance
Code, located at the southwest corner of Adams Avenue and Magnolia

The Chairman informed the Board that this request is a Categorical
Exemption, Class I, California Environmental Quality Act, 1970.
Glen Sapp and Ken Redfern were present at the meeting.
The Board reviewed the application, and the applicant was made
aware of the recent revision to the service station standards.

suant to Section 9384.16 of the. Huntington -Beach Ordinance Code, located
on the west side of 16th_Street approximately- 100 feet north of Orange
Avenue in the Townlot Specific Plan Area One, Section B.
Alex Rogers was present at the meeting.
The Chairman informed -the Board that -this request is a Categorical
Exemption, Class III, California Environmental Quality Act, 1970.
Secretary Cope.pointed out -that -the garage area will have to be widened
by six (6) inches, which can be accomplished by deleting one parking
space off the alley. He suggested that one space be made a 12-foot
width with a three foot walkway from the alley or the garage area to
the unit, the trash area relocated, and provision made to keep the
laundry room door free.

twelve feet (121) in width with a three (3) foot walkway
provided abutting said space from the garage to the
unit area, permitting deletion of the northern parking
space and providing better access to the trash area and
the laundry room.
A plan delineating said modifications shall be submitted to
the Secretary of the Board. If such plan complies with the
modifications outlined by the Board, said plan shall be ap-
proved and made a permanent part of the administrative file.

The Chairman opened the public hearing. Rex Hoover was present
at the meeting to represent the application.
Secretary Cope, noting that the plan presented differs from the
originally approved site plan in landscaped areas, changes in the
wall, locations of Courts 12 and 13, and permanent seating around
the center court, suggested that this item be continued to permit
the request to be amended to include all the changes, not just
the addition of the tennis college building. At the applicant's
request the Board considered approval of this portion of the .

The Chairman informed the Board that this request is covered by
Environmental Impact Report, adopted by the City on September 11, 1973.

Jean Sprague, resident of adjacent residential property, addressed the
Board, pointing out problems that have arisen as a result of live-
aboards on boats in the marina. She asked that any approval be condi-
tioned to require pump -out stations.
There being no•other persons to speak for or against the proposed
project, the public hearing was closed.
Board discussion ensued. Secretary Cope informed Mrs. Sprague that
the yacht club in question has no jurisdiction over the waterway and
the problem would have to be handled in some other manner. The Board
