Mayor Wieder called the adjourned regular meeting of the City Council of the City of Huntington Beach to order.at 7:15 P.M. ROLL CALL Present: Bartlett, Coen, Siebert, Shenkman, Wieder Absent: Pattinson, Gibbs �. JOINT MEETING - CITY COUNCIL AND DEPARTMENT HEADS DEPARTMENT HEADS Floyd Belsito Alicia Wentworth Dick Harlow Bill Back Frank Arguello Earle Robitaille Bill Reed Raymond Picard Bill Hartge John Behrens Vincent Moorhouse Norm Worthy Don Bonfa Walter Johnson Warren Hall Ed Thompson The meeting was .ailed at the request of the department heads to discuss with the Council the Executive Management Team, their purpose, their future, and role. Mayor Wieder reported on the meeting with the representatives of the Junior Chamber of Commerce and Councilman Bartlett with regard to evaluating the 4th of July parade. A survey of the community will be made as to whether they wished to pursue the parade next year, and if so, in what manner it should be handled. The City Administrator stated that he had prepared a proposal for the next meeting packet with reference to the parade. Fire Chief Picard addressed Council as spokesman for the department heads stating that they had met previously in an attempt to set up dialogue with department heads. Chief Picard stated that he felt there was a need to set tenor for the entire team _ effort with Council and department heads working together in the best interests of the City. He stated that it is necessary to know what style management is expected and also a need for leadership from the Council. Chief Picard stated that he believed that the general policy for the city should be directed through the City Council, and the operating policy should be directed by the City Administrator for a total city effort of team management. ` The Meyers-Milias-Brown Act enacted January 1, 1969 was discussed. Mr. Ed Thompson explained that the law allowed employees to organize and join organizations to bargain with their employer. It also gave employees the choice of joining or not joining and participating with any ,association. . 342 Page #2.- Council Minutes - 7/8/76 The background of the. Management Employees Organization (MEO) was explained by Chief Picard. He stated that.it was to give department heads and assistant department heads representation. It was suggested that a committee be formed consisting of three councilpersons, three department heads and the City Administrator. Mayor Wieder suggested that the future of the Executive Management Team be reviewed. Chief Picard spoke at length regarding the events which had occurred in the past ten years relative to city management. He felt that prior management of the City had caused the breakdown of middle management, council management and team management and that at the present time, speaking for the department heads as a group, he felt that there should be some written direction as to where management now stands, and where they are going. Councilman Shenkman spoke at length stating that he wished to speak from a consultants standpoint and asked the department heads to separate labor negotiations from what he had to say. Councilman Shenkman stated that he felt he was one of seven members of a Board of Directors, City Administrator as President, Mayor Wieder, Chairman of the Board, with equal rights among all seven members, and the Department Heads as the Executive Committee that meets with the Chief Executive (Administrator), who reports to the Board of Directors (Council). He felt that this should be a workable philosophy, and the department heads were those persons whom he could make an evaluation or judgment on from feedback from the Administrator. He stated that he believed that all officers should be evaluated once a year by the City Administrator and that a bargaining unit is not necessary for department heads. Councilman Shenkman stated that he would like to see each person evaluated regularly and continue to work together as an executive committee. Chief Picard stated that the department heads thought of themselves as Vice Presidents or Program Managers. Councilman Siebert stated that he felt that with the new city administrator,.he had a president who will lead the senior officers and will be involved in team problem solving. Each Council member and department head spoke on his own behalf as to his feelings regarding thf: Council -Department Head relationship. All were in agreement in theory of City Management as set forth by Councilman Shenkman. MISCELLANE{?US ITEMS y. Capacity Team Building Mayor Wieder informed all present that Mr. Lou Garcia would be in Huntington Beach on August 9, 1976, 'to present the League of California Cities Capacity Team Building Final. Report. Council Retreat Mayor Wieder announced tentative dates for a Council -Department Head .retreat as Saturday and Sunday, September 11 and 12, 1976, at a location to be announced at. a later date. Councilman She.nkman left the meeting at this time. �I I i Page #3 - Council Minutes - 7/8/76 Human Services - Senior Outreach The City Administrator expressed the importance of the Senior outreach Grant. Program and the need for immediate action for second year funding in the amount of $26,.800. On motion by Bartlett, second Coen, Council moved to continue the Senior Outreach Program. Motion carried by the following roll call vote: AYES: Bartlett, Coen, Siebert, Wieder NOES: None ABSENT: Pattinson, Gibbs, Shenkman Mayor Wieder announced that the Human Resources meeting would be held Wednesday July 14, 1976, in Oakland, to be represented by Councilwoman Gibbs. On motion by Bartlett, second Coen,Council authorized Councilwoman Norma Gibbs to attend the Human Resources meeting in Oakland on July 14, 1976.. Motion carried. PCTA Notice of Public Hearing The Acting City Administrator announced a public hearing to be held August 2, 1976 of the Public Cable Television Authority with Council. y:. Jim Bentson. Attornev, Request to Address Council The Acting. City Administrator informed Council of Jim Bentson's request to be heard July 19, 1976. He informed Mr. Bentson that inasmuch as the matter was in litigation, it was inappropriate to speak on the subject. Bicentennial Commission Appointment On motion by Siebert second Bartlett, Council appointed Sal Sallman and Steve Pressley to the Bicentennial Commission. Motion carried. ADJOURNMENT On motion by Wieder, second.Bartlett, the adjourned regular meeting of the City of Huntington Beach was adjourned to Tuesday, July 13, 1976 at 6:30 P.M., in Room B-8, Civic Center to interview applicants for the Planning Commission.
