Mayor Wieder called the adjourned regular meeting of the City council of the City
of Huntington Beach to order at 6:30 p.m. She announced that this meeting had
been scheduled for the purpose of conducting a joint meeting with the'Plaming
Commission to interview applicants and mare appointments to the'Planni issi;on.

Present: Bartlett, Pattinson, Coen, Shenkman, Wieder
Siebert (arrived,at 7:10 p.m.) Gibbs (arrived at 8:50 p.m.)

Present: Parkinson, Bazil, Finley, Slates, Shea, Kerins, Boyle
INTERVIEWS
Mayor Wieder explained the procedure Council planned to follow in interviewing
Planning Commission applicants. She stated that specific questions would be
posed to each and that the score rating would run from 6-1 on each question.
The following applicants were interviewed:
Paul Courtland Susan.Newman
Jim Larkin Charles Gibson
Lloyd Granger Mary Aileen Matheis
Daryll Brose failed to appear for the interview.

JOINT MEETING WITH PLANNING. COMMISSION
The Mayor explained the procedures for conducting the Planning Commission
interviews and spoke regarding the Commission's role with the City Council.
A letter was presented to the Council by :Ruth Finley and discussion was held.
The Mayor read a legal opinion from the City Attorney relative to appointments
and removal of members .of City boards and commissions.
A motion was made by Pattinsonf second Shenkman, to ask thecommissioners. as a
whole,.for their resignation.
Discussion was held between Council and staff.
A motion was made by'Pattinson, second Shenkman, to amend the previous motion and
to direct removal of all planning commissioners as based on the City Attorney opinion
which had been provided .for Council.

The motion was passed by the following roll call vote:
AYES: Bartlett, Pattinson, Siebert, Shenkman, Wieder
NOES: Coen
ABSENT: Gibbs.
A motion was made by Pattinson, second Shenkman, that Council select six names from
the provided list plus the names of the immediate past commissioners, totaling a
list of thirteen and rank them in numerical order of preference. Motion carried.
The selection of commissioners was deferred until the arrival of Councilwoman Gibbs.
The Council reported on the precedure which would be followed in the future to
appoint persons to boards, councils, and commissions. Applicants would be rated
numerically on various questions with the top rated applicants being chosen for
appointment.
The former planning commissioners then presented their views and.opinions relative
to the questions which had been used to evaluate the other applicants interviewed
earlier in the meeting.
Councilwoman Gibbs arrived at the meeting.
APPOINTMENTS TO PLANNING COMMISSION
The tally of the vote was announced as follows:
Brian Parkinson - term to expire - 6-30-77
Joseph Boyle 6-30-78
Susan Newman 6-30-78
Ruth Finley 6-30-79
Prim Shea 6-30-79
Roger Slates 6-30-80
Charles Gibson 6-30-80
On motion by Pattinson, second Coen, Council appointed the aforementioned persons to
the Planning Commission. Motion carried.
