ROLL CALL Present: Bartlett., Pattinson, Coen,.Gibbs, Shenkman. (Siebert - 7 25 P.M.), (Wieder 7:35 P.M.) Absent: None: REPRESENTATION ON RECREATION AND PARKS COMMISSION Mayor Pro Tempore Pattinson reported on the legalopinion which he had received from the City Attorney stating that it would be valid to.limit the voting of school representatives to the Commission to only joint powers matters. Dis- cussion was held by the Council. INTERVIEWS FOR RECREATION AND PARKS COMMISSION Mayor Pro. Tetnpore Pattinson .stated that the Council would interview applicants for the Recreation and Parks Commission._ The applicants interviewed.were: William H. Osness, Eon Wright, Jean Ratajczak, Rudy Lozano and Frank Costa. JOINT MEETING -- CITY COUNCIL AND RECREATION & PARKS COMMITTEE The Councilthen held .a joint meeting with the Recreation and Parks Commission. Commissioners present were Charles Osterlund, Ocean View. School.District; Joe Costa, Westminster School Districtq.Norma Vander Molen, Huntington. Beach City School District; Lee Mossteller and Don MacAllister. Discussion was held .regarding the City Attorney's opinion relative to.limiting the voting of school representatives. Commissioners Mossteller and.Costa stated reasons why they.di.d not believe such an arrangement would be workable. .General discussion was held.regarding the relationahip of the Recreation and Parks Commission to the City.Council and the role of the. Recreation and Parks Commission. The Council and Commissioners then discussed the procedure:by which park priorities are made. Each Commissioner presented a brief oral resume to the Council regard- ing:their occupations and community interests. On motion by Pattinson, second Bartlett,.Council removed the membership at large` of the Recreation and Parks Commission. Page #2 - Council Minutes - 7/26/76 SHERATON BEAC9 INN Discussion was held by Council regarding the meeting of the Council Committee which had been appointed to review the. Sheraton Beach Inn situation. The Council indicated that they had received copies of the Committee's report. A motion was made by Shenkman, second Pattinson, that the Committee report's recommendation be implemented. The City Attorney stated that he believed before action was taken, that the principals. should be'given notice and an opportunity to address council on the matter. Councilmen Shenkman and Pattinson withdrew their motion based on the -City Attorney's recommendation and the Council ordered the matter be placed on the Council meeting agenda of 8/2/76. SENATE SUB -COMMITTEE HEARINGS - SANTA ANA RIVER FLOOD CONTROL PROJECT Mayor Wieder announced that as the Chairman of the Santa Ana River Flood Control Protection Agency, she would be attending the Senate sub -committee hearings in Washington, D.C., August 2 through August 4, 1976, when.the Senate will consider the Santa Ana River Flood Control Project where funds will be requested from the Senate Committee for development of Plant 6 for San Bernardino, Riverside and Orange Counties .for flood control protection. CITY ATTORNEY OPINION MUESTED - CANT CHARTER AMENDMENT On motion by Siebert, second Bartlett, Council requested the City Attorney to prepare an opinion regarding the legality of the CANT.Charter Amendment Petition relative to the adequacy of signatures. Motion carried. CAPACITY BUILDING REPORT Mayor Wieder stated that on August 9, 1976 Mr. Lou Garcia from the League of Cities would be in Huntington Beach for. a meeting on the Capacity'Building Report.' ADJOURNMENT On motion by Pattinson, second Wieder, the adjourned meeting of the City Council of the City of Huntington Beach adjourned. Motion carried. ATTEST: Alicia M.
