HUNTINGTON BEACH PLANNING COMMISSION

TUESDAY, AUGUST 24, 1976 - 7 P.M.
COMMISSIONERS PRESENT: Parkinson, Finley, Gibson, Slates, Shea,
Newman, Boyle
COMMISSIONERS ABSENT: None
SCHEDULED ITEMS:
CODE AMENDMENT NO. 76-9(B) OVERSIZE VEHICLES
Bryan Austin addressed the Commission and stated that he had
received a communication from David Miller, a member of the Citizens
RV Committee requesting that the Commission be presented with a
legislative kit for use by community groups fighting adoption of
anti -RV parking laws. The document was given to the Commission.
Mr. Austin stated that proposed on -street ordinance, Alternative 4,
prohibits the parking of all motor vehicles in excess of 25 feet
in length and commercial vehicles in excess of 90 inches in width
on city streets. Alternative4 also addresses the concerns of the
RV owners and issues that staff felt important -as well as those of
a number of homeowners.
Chairman Slates stated that he had received a memo from Mr. Gabrielle
concerning the proposed ordinance.
Captain Payne addressed the Commission and stated that after review
of the proposed ordinance he felt that the Police Department could
work with it. Noted that he would like to see a provision for
special permits to be issued to enable friends with RV'-s to park their
motor home in front of a house for some period of time.
The public hearing was opened on Code Amendment 76-9(B), Oversize
Vehicle On Site Parking Regulations, and comments were solicited
by the Chairman on the on street oversize vehicle parking regulations
recommended by the staff.
T. B.,Smith, Co -Chairman of the Citizens Committee,addressed the
Commission and complimented the staff on the on site provisions
contained -in -Code Amendment 76-9(B). He also expressed general
concurrence with the staff's recommended on street regulations.
The only change he felt should be made was to change Exhibit B,
Alternative 4, line 23, concerning width of vehicles from 90 inches
to 96 inches.
L. Lewton requested clarification of -the front yard setbacks.

Don Jones addressed the Commission and complimented the staff on the
proposed Code Amendment." He stated that he would hope that'good'-'.-
publicity 'would.precede this Code Amendment prior to public hearing
before the City Council.
Martha Baird addressed the Commission and stated that approximately
95% of'the RV's in'Huntington Beach were in excess�of-90 inches in
width.
Bryan Austin stated that the 90 inch width, as referred to in Exhibit B
Alternative 4,,did not apply to,recreational vehicles. .
The public hearing was closed.

Discussion among the Commission indicated the desire to regulate over-
size vehicles in residential areas only. There was a discussion on
an interpretation of residential areas and insofar as streets are con-
cerned.' Staff was directed to work with the_-Attorney's office to• develop
a definition of residential district for inclusion in the on street.

A MOTION WAS MADE. BY SHEA AND SECONDED BY PARKINSON TO APPROVE'CODE
AP'IENTMENT 76-9, EXHIBIT B, ALTERNATIVE 41 AND ADD TO LINE 12"IN A
RESIDENTIAL DISTRICT ANY....." AND CHANGE LINE 23 FROM NINETY TO NINETY-
SIX.

THE MOTION FAILED
At this time the Chairman polled the Commission.on the change from
ninety to ninety-six inches in width as referred to on page 1, line 23,
of Exhibit B.
Commissioners Parkinson, Finley, Slates, Newman and Boyle were opposed
to the change from ninety to nine -six inches. Commissioners Shea
and Gibson were in favor of the change.
ON MOTION BY SLATES AND SECOND BY BOYLE CODE AMENDMENT 76-9(B) WAS
APPROVED AND ALTERNATIVE 4, OVERSIZE VEHICLE PARKING REGULATIONS ON
STREET, WITH AMENDMENTS ON LINE 12 AND LINE 19 WAS RECOMMENDED TO THE
CITY COUNCIL BY THE FOLLOWING VOTE:

Chairman Slates called a five minute recess at 8:30 P.M.
The meeting reconvened at 8:35 P.M. At this time Chairman
Slates announced that Commissioners Finley and Boyle had been
appointed to serve on the Transportation Committee.
DRAFT OF PROPOSED REDEVELOPMENT PLAN FOR HUNTINGTON BEACH
DOWNTOWN REDEVELOPMENT PROJECT
Ed Selich addressed the Commission and stated that there was
one change to the proposed Redevelopment Plan which had previously
been submitted to the Commission for their review. This change
is the old civic center site. The Redevelopment Agency wanted
it to be indicated on the redevelopment plan map as commercial
with mixed use development. He noted that the Planning Commission
must make a report and recommendations concerning the redevelop-
ment plan's conformity to the General Plan; and that it may
recommend approval or disapproval of the plan. He noted further
that the Commission must make its report and recommendation with
the Agency within 30 days after the plan is submitted to it
for consideration, and that failure to report will mean waiver of
the Planning -Commission's recommendation. Secretary Selich
stated that the public hearing is scheduled for September 23, 1976
at a joint meeting of the Redevelopment Commission and City
Council.
It was the consensus of the Commission that they should discuss
what the report,should contain.
Chairman Slates felt that the project area is too large. He was
particularly concerned about traffic circulation. He expressed
concern about Standards for Development on page 11 and 12,
Incompatible Uses on page 13, and Development on page 23.
Acting Secretary Selich explained the role of the Redevelopment
Commission, stating that it would be an advisory body to the
City Council. He further stated that the Redevelopment Agency
is the City Council.
There was a discussion on an accountability clause being included
in the Planning Commission's report.
Acting Secretary Selich stated that the City -is not responsible
as a government agency for the debts incurred by the Redevelop-
ment Agency. -
There was concern expressed over the statement that the schools
will not be overloaded, although it was noted that the high
school's problem will be mitigated by the Ocean View School.
Commissioner Finley questioned -the impact on the school and ex-
pressed concern of financing of school district.
This was continued to the August 31, 1976 meeting.

BEACH, CALIFORNIA RECOMMENDING APPROVAL OF PRECISE PLAN OF STREET
ALIGNMENT NO. 76-4 TO PROVIDE ACCESS TO'VARIOUS PARCELS OF LAND
NORTH OF UTICA AND WEST OF FLORIDA.

GENERAL PLAN AMENDMENT 76-2,. ENVIRONMENTAL IMPACT REPORT 76-4;

Emilie-Johnsonladdressed the'Commission and gave a brief intro
duction to the General'Plan, noting that it combines the nine
mandatory -elements into one comprehensive statement of City
policies and programs to serve,as a guide for future development.
She then turned the discussion over to Tom Moseley.
Tom Moseley addressed the Commission and discussed consistency
between zoning and the General Plan.
Rich Barnard addressed the Commission and discussed the procedure
for amending the General Plan. He noted that the General Plan
cannot be amended more than three times each calendar year.
Ed Selich stated'that-the General Plan is scheduled for Planning
Commission -public -hearing on September 8, 1976.
