You are hereby notified that a Special Meeting of the City Council/Redevelopment
Agency of the City of Huntington Beach, California, is called for and will be
held in the Council Chamber of the Civic Canter, at the hour of 7:00 P.M. on
Monday, October 11, 1976, for the purpose of holding a joint public hearing with
the Commanity Redevelopment Commission to consider and act upon the proposed
Redevelopment Plan for the Huntington Beach Downtown Project Area, and to con-
sider and act upon the Final Environmental Impact Report for the Redevelopment
Plan for the Huntington Beach Downtown Project Area.

The Clerk read the Call for Special Meeting which had been received and consented
to by a majority of the City Council prior to 7:00 P.M., on Sunday, October 10, 1976,
for the purpose of holding a joint public hearing with the Community Redevelopment
Commission,to consider and act upon the proposed Redevelopment Plan for the
Huntington Beach Downtown Project Area, and to consider and act upon the Final
Environmental Impact Report for the Redevelopment Plan for the Huntington Beach
Downtown Project Area.

ROLL CALL - REDEVELOPMENT COMMISSION
Present: Greenbaum, Milkovich, Perez, Garofalo, Bazil, Klinge,
Absent: Granger
Mayor Wieder announced that in order to receive all testimony the hearing would
be continued to October 28, 1976 and that no decision would be made at this meeting.
The Mayor made the following documents part of the record
1. Affidavit of publication of notice of public hearing
2. Certificate of mailing of notice, with letter, to property owners
3. Certificate of mailing of notice, with letter, to taxing agencies
4. Notices of special meeting of City Council, Redevelopment Agency,
and Redevelopment Commission
The Mayor declared the public hearing open.
The Mayor spoke regarding the procedures which would be followed to conduct the
public hearing.
Considerable discussion was held as the number of persons arriving for the public
hearing exceeded the capacity of the Coun-il Cbamber and adjoining room facilities.
A motion was made by Siebert, second Gibbs, that the public hearing proceed and
not be deferred to a I ter date. Following discussion, the motion was passed by
the following roll tali vote.
AYES: Bartlett, Pattinson, Gibbs, Siebert, Shenkman
NOES: Coen, Wieder
ABSENT: None
Mayor Wieder stated the following procedure:
1. Staff to present evidence and testimony in support of the Redevelopment
Plan for a two-hour period.
2. Written comments to be received.
3. Receive evidence and oral testimony from persons in the audience.

Mr. Edward Dilkes, attorney, 11340 W. Olympic Blvd., representing "Save Our Seaside"
addressed council and gave reasons why he believed the hearing should be rescheduled.
Following discussion it,was determined to proceed with the public hearing with
a duplication of the staff report to be presented during the continuation of the
hearing on October 28, 1976.
The Acting Planning Director stated that in addition to himself, the following
members of the City staff would provide testimony: Monica Florian, Senior Planner,
Planning Department; Steven Kohler, Associate Planner, Planning Department; Pat
Spencer, Assistant Director, Department of Building and Community Development;
Raymond Picard, Fire Chief; Michael Zambory, City Engineer; Earle Robitaille, Police
Chief; Jerry Rodgers, Urban Projects Inc.; Aaron Clemons, Urban Projects, Inc.; and
Douglas Shulberg, Urban Projects, Inc.
The Court Reporter administered the oath to the aforementioned persons. She then
administered the oath to those members of the audience who had indicated their desire
to testify.
Mr. Robert Bazil, Chairman of the Redevelopment Commission, presented a report on
Exhibit No. 1 (Report to the Huntington Beach City Council on the Redevelopment Plan)
and Exhibit No. 2 (Proposed Redevelopment Plan For Huntington Beach Downtown.
Redevelopment Project).
Deputy City Attorney Amsbary read disclosure statements into the records which had
been submitted by Councilman Ted Bartlett, Planning Commissioner Prim Shea and
Redevelopment Commission Chairman Robert Bazil. He stated that Councilman Pattinson
had indicated that from time to time he had business in the area, however.Mr. Pattinson
had been informed that it would tot affect his participation, He stated that he had
received a communication from the Fair Political Practice Commission stating that
members of the Project Area Committee were not required to file disclosure statements.
Mr. Joseph Coombs, Redevelopment Agency Counsel, stated that the Community Redevelopmeni
Law provides for disclosure of interest relative to property, but does not disqualify
a member from voting or participating, however he and the City Attorney had recommended
that Chairman Bazil and Councilman Bartlett make their disclosure and refrain from
participation in the proceedings. Chairman Bazil and Councilman Bartlett then stated
their disclosures for the record.
Mr. Coombs then made a presentation on the nature of the proceedings.
Councilman Pattinson stated that as a result of his attendance at the recent Urban
Land Institute semina-r and conference he no longer believed in development of that
high of intensity for the area. The Acting Planning Director then reported on the
plan which would be considered at this hearing.
The Acting Planning Director made a presentation on the report required by California
State Redevelopment Law. He then presented a general review of the background of the
redevelopment plan.
Monica Florian, Senior Manner reported on the land use of the area. Charles Spencer,
Assistant Director of Building ana Community Development presented a report on the
present building conditions in the project area as it relates to earthquake and fire
conditions Fire Chief Picard, referring to charts and maps, reported on the area's

fire incidence, fire and non -fire calls and dollar loss in comparison to other areas
of the City. Michael Zambory, City Engineer, reported on the area's storm drains,
sanitary sewers, alley and lighting conditions and water system. Chief Picard presented
slides of the downtown area which showed symptoms of possible structure deficiencies
and the parking conditions in area A: He then displayed similar slides of Areas B & C.
RECESS - A recess of the proceedings was called at 8:45 with the meeting reconvened
at 9:00 P.M.
Police Chief. Robitaille reported on'the area's crime incidence and traffic density as
compared with other areas in the city.
Fire (71;ief Picard reported on the medical aid incidence in the area. Steve Kohler,
Associate Planner, presented a report on the social conditions in the project area.
Senior Planner Florian 'reported on the project area's economic conditions. Mr. Jerry
Rogers, representing Urban Projects, Inc., consultant, reported on the economic aspects
and financial feasibility of the project. He also reported on tax increment financing.
The Acting Planning Director presented a brief overview of the redevelopment plan,
including the relocation plan, the report of the Planning Commission, recommending
approval but suggesting certain.refinements, the Project'Area Committee's report which
recommended approval of the plan, citizen participation in the proposed plan citing
various meetings which had been held, method of publicity given on the plan, report
on the Final Environmental Impact Report, Redevelopment Plan Summary and Owner
Participation Rules.
The Acting Planning Director then requested that the following documents and materials
be made a part of the record.

addressed the Cnunr l and Commissioners on behalf of the organization and himself. He
