C014MISSIONERS PRESENT: Parkinson, Finley, Gibson, Slates, Shea, Newman, Boyle COMMISSIONERS ABSENT: None NOTE: A TAPE RECORDING OF THIS MEETING IS ON FILE IN THE PLANNING DEPARTMENT OFFICE DISCUSSION ITEMS: GENERAL PLAN DOCUMENT Monica Florian addressed the Commission and stated that the . _ General Plan document combined all the Elements into one document which included concepts disct,Gse- o✓er the past three years. She then turned the presentation over to Emilie Johnson. Ms. Johnson discussed Open Space and Conservation, Seismic Safety and Noise policies. Rich Barnard discussed the Circulation policies for development. Ms. Johnson then gave a presentation on the Scenic Highways policies. Torn Moseley discussed the Housing and Land Use policies. He also gave a presentation.on-Coin the General'Plan Rich Barnard discussed the amendment procedure. At the termination of the a!)t.)ve presentations the Commission reviewed the document page by page and directed staff to make amendments as requested. The Staff was directed to make the suggested amendments and place on an adjourned meeting stud .:ssion November 9, 1976, for further review, prior to pu:_yic hearing on November 16, 1976. LAND USE ELEMENT AMENDMENT NO. 76-3 "B" Bill Holman and Tom Moseley reviewed the areas of concern and Commission discussion ensued. Page 2 Minutes: H.B. Planning Commission Wednesday, October 27, 1976 MISCELLANEOUS Acting Secretary Selich suggested two alternative ways to handle development in the Seacliff area. One was to do a General Plan Amendment each time they were seeking to develop a portion of Seacliff and the other was to rewrite the Planned Community Section of the General Plan and keep the planned community concept in the area. The Commission directed staff to rewrite the planned community designation in such a manner as to allow the Commission to proceed in the Seacliff area without having a General Plan Amendment each time a portion is developed.
