Mayor Wieder called the adjourned regular meeting of the City Council of the City of
Huntington Beach to order at 6:15 P.M., due to lack of a quorum.
ROLL CALL
Present: Bartlett, Coen, Gibbs, Siebert, Shenkman, Wieder
(Siebert arrived at 7:20 P.M.)
Absent: Pattinson
Mayor Wieder introduced all department heads.
RESOLUTION NO. 4398 - ADOPTED - COASTAL COMMISSION - ATTENDANCE AUTHORIZED
Ed Selich, Acting Planning Director, commented on the need to adopt a resolution
relative to postponement of the California Coastal Commission action on Draft Regula-
tions and recommended that Council authorize City representatives to attend the
Coastal Commission meeting on January 12, 1977, in San Francisco. Councilwoman
Gibbs stated that she would.be -i.n San Francisco on that date.
The Clerk was directed to give Resolution No. 4398 a reading by title -- "A RESOLUTION
OF THE CITY COUNCIL OF THE CITY OF HUNTINGTON BEACH REQUESTING THE CALIFORNIA COASTAL
COMMISSION TO POSTPONE ACTION UPON DRAFT REGULATIONS FOR COASTAL COMMISSIONS AND TO
CONSIDER SUGGESTED MODIFICATIONS: TO PROCEDURAL MATTERS RELATED TO THE CALIFORNIA
COASTAL ACT OF 1976.
On motion by Bartlett, second Shenkman, Council authorized Councilwoman Gibbs and
Ed Selich to represent the City at the Coastal Commission meeting in San Francisco
on January 12, 1977; and adopted Resolution No. 4398, after reading by title and
waiving further reading, by the following roll call vote:
AYES: Bartlett, Coen, Gibbs, Shenkman, Wieder
NOES: None
ABSENT: Pattinson, Siebert
BUDGET RETREAT - STAFF PRESENTATION
Following Mayor Wi,eder's comments on "Team Building," the Mayor turned the meeting
over to Floyd belsito, City Administrator. Mr. Belsito introduced the Budget Team
and Erich Matthews gave a basic explanation of "Zero Base Budgeting." He stated
that it was an evaluation process and that the starting point would be no more than
80% of the previous year's budget.(minimum funding budget levels). He further
stated that this could reduce the budget and allow funding for larger programs.
Mr. Matthews informed Council that the programs would be prioritized and the Finance
Department would compile revenue estimates.

Darrel Cohoon gave a graphic presentation, further detailing the "Zero Base Budget-
ing" process, which divides the City�s programs into various levels of service and
prioritizing those levels to determine which will be budgeted and which will not.
He explained that the concept to be used would consist of developing discrete packages
and ranking decision packages. Mr. Cohoon displayed and explained the four Funding/
Service levels and presented examples of decision packages.
The City Administrator commented on the possible need of outside help to monitor the
budget process. It was discussed and determined that the budget staff would request
such aid if and when necessary. Mr. Belsito presented a budget calendar to Council.
Discussion was held regarding a public hearing in the formulation stages of budget
preparation. The City Administrator was directed to plan for such a hearing in
February, with Bill Reed giving ample press release.
GOALS AND OBJECTIVES
Floyd Belsito presented overall goals as related to departmental goals and objectives.
He then presented a draft of "Goals for the City." The City Administrator distributed
copies of the "Goals per Policy Plan" adopted in January, 1974. A viewgraph of
staff recommended goals was presented to Council along with sub -program goals broken
down into five categories.
Considerable discussion was held on the recommended goals presented by staff.
Council consolidated the goals as follows:
GOALS
January, 1977
1. Adopt realistic goals and objectives by establishing priorities based on
City needs and create long-range fiscal plan of implementation.
(a) Maintain cost effective and efficient public service.
(b) Maintain fiscal integrity on an on -going basis.
(c) Achieve a balanced tax based through proper planning, zoning,
and land development within the City.
2. To provide for the housing, educational, recreational, social, and cultural
needs of the citizens of Huntington Beach.
3. Insure safety and welfare for all citizens.
4. To achieve and maintain an efficient, effective, and reliable complement
of civic services on an equitable basis for all individuals, residents,
and businesses in all sections of Huntington Beach.
5. To achieve and maintain a total environment in the City to make Huntington
Beach a desirable place to live.
On motion by Wieder, second Siebert, Council adopted the foregoing goals submitted
by the City Administrator and consolidated by Council. Motion carried unanimously.

Staff and Council studied the sub -program goals submitted by staff. The sub -program
goals were grouped as follows:
I. Economic Base of City
II. Insure Public Safety and Welfare
III.. Environmental and Cultural
IV. Management and Financial
V. Public Works
Council discussed and expressed their preferences on goals numbered 1, II, and III.
Goals numbered IV and V were deferred to 5:30 P.M., January 17, 1977.
Mayor Wieder expressed her appreciation to the City Administrator and staff for their
input into the meeting.
On motion by Bartlett, second Shenkman, the meeting was adjourned to 5:30 P.M.,
January 17, 1977. Motion carried.
