MINUTES

Monday, February 14, 1977
Mayor Pro Tempore Pattinson called the adjourned regular meeting of the City
Council of the City of Huntington Beach or order at 6:00 P.M.
ROLL CALL
Present: Bartlett, Pattinson, Coen, Gibbs
(Siebert arrived 6:25 P.M.) - (Shenkman.arrived 6:55 P.M.)
(Wieder arrived 7:20 P.M.)
Absent: None
EXECUTIVE SESSION CALLED
Mayor. Pro Tempore Pattinson called an -Executive Session of Council to discuss
litigation and personnel matters.
RECESS - RECONVENE
The Mayor Pro Tempore called a recess of Council. During this time Councilmen Siebert,
Shenkman, and Mayor Wieder arrived at the meeting. The meeting was then reconvened by
Mayor Wieder. w
PUBLIC HEARINGSr
THIRD YEAR ENTITLEMENT HOUSING & COMMUNITY DEVELOPMENT PROGRAM AND HOUSING•
ASSISTANCE PLAN & NEGATIVE DECLARATION #77-3 - USE OF GENERAL REVENUE SHARING FUNDS
Mayor Wieder announced that this was the day and hour set for public hearings for
the purpose of considering the Third Entitlement Year Community Development Program
and Housing Assistance Plan and the recommended programs for funding under the Housing
and Community Development Act of 1974. Specifically, to consider the expenditure
$1-.245 million of Third Year Community Development Projects funds; and for the purpose
of receiving written and oral comments on the possible uses of General Revenue Sharing
funds made available under the State and Local. Fiscal Assistance Act of 1972 as
amended by the State and Local Fiscal Assistance Amendments of 1976. Funds to be
considered include all funds provided to the City of Huntington Beach under said act
received before June 30, 1978, and not allocated prior to January 1, 1977. The
hearings were held concurrently by the Council.
The Clerk informed Council that all legal requirements for publication and posting
on each hearing had been met.
RECESS - RECONVENE
General discussion was held by Council and prior to opening the hearings the Mayor
called a brief recess of.the Council. She then reconvened the meeting.
The City Administrator presented an overview of the intent of the hearings and the
format of the proceedings. He introduced Steve Kohler, City Housing & Community
Development Specialist, who presented an introduction to HCD legislation, a review

of the first and second year progress, items for re -programming, the Third Year
Ilousingti and Community Development Housing Assistance Plan, and third year procedures
and i-Q.coimnendations of the Citizens Committee and the Planning Commission. A
viewgraph or the IICD project recommendations of the Citizens Advisory Committee,
PlanninF,, Commission, and Department heads was displayed.
'I'1►r r;ity Administrator listed the priorities of the Housing Community Development,
an roco mtiended by Department heads.
Discussion was held on items such as the proposed Oceanview Community Swimming
Pool and the Recreation & Parks Director reported on the matter, referring to his
memorandum dated February 14, 1977. Senior Citizens' Housing, Public Cable
Television Authority Tower.with restroom at Bartlett Park, near Newland House,
Oakview Day Care Center, Handicapped Mobility projects, Lake Street Fire Station,
and Street Lighting Replacement were also reviewed.
The idea of assigning a Council Liaison member to the Citizens' Advisory Committee
for next year's funding was discussed.
Darrel Cohoon, Senior Administrative Analyst, presented a review of the Revenue
Sharing; Plan between the City and the Federal Government. He reviewed the immediate
funding; items and made a presentation on future projects.

RECT.SS - RECONVENE
Mayer Wieder called a recess of the meeting at 8:55 P.M., and reconvened the meeting
at 9:10 P.M.
Ruth Pickrel, representing Huntington Manor, Huntington Mobile Estates and the
Delaware Apartments, City, presented an informal petition listing approximately
I81 signatures and photographs urging Council to fund the drainage system in the
area of Garfield and Delaware. She suggested that the pool for the handicapped
he separated to allow a higher water temperature from the rest of the pool, which
she believed would conserve energy.
Lilian Myketuck, City, addressed Council regarding the proposal for low cost dental
care which she believed was already provided to the community.
Mr. Guinn Hodges, representative of the Orange County Fair Housing Council addressed
Council and referred to provisions of the Fair Housing regulations. He informed
Council of their activities and the manner in which they serve the community.
William White, City, representing the Police Explorers Post No. 563, made a request
to Council for the sum of $9,000.00 to be used to purchase two small compact vehicles
to reinstitute vacation patrol checks.
Colleen Clements, Senior at Huntington Beach High School, addressed Council, and
described her class project which is to install chimes in the Huntington Beach Tower
She stated that the total amount necessary to complete the project would be $7,000.
and requested that the City match funds.

Conrad Epley, representative of Bushard School Citizens' Advisory Committee, addressed
Council and reaffirmed the need .for a recreation/community center at the Bushard
Center.
Emma .lean Breckenredge, representative of the Braille Institute in Anaheim, addressed
Council and spoke in appreciation of the judo lessons and other assistance given their
members by the Boys Club of Huntington Beach.
Pat Downey, Director of the Boys Club of Huntington Beach, addressed Council regarding
their proposed facility stating that upon completion, the Boys Club would assume
responsibility and liability.,
Bob Zinnegrabe, City, addressed Council, and stated that he was in support of the
oldtown drainage .project. -
William Weiler, Chairman of the Oakview Center Advisory Committee, addressed Council,
and requested funding for the Oakview outreach proposal and day care center. He
invited a member of Council to sit on the Oakview Center Board of Directors.
Mike Rodgers, representative of Council on Aging, requested support of the needs of
the Senior Citizens. .
Howard Soloman, City, representative of the. Huntington Beach Playhouse, spoke on
the need to acquire a new playhouse, stating that the Playhouse was self-sustaining
and that it would be.a one-time expenditure on the part of the City.
Don MacAlister, member of the Huntington Beach Union High School District; Board
of Trustees, addressed Council in support of funding for the proposed swimming pool.
Claude Arn, Chairman of the Citizens Committee. For Construction of a Community
Swimming Pool, addressed Council and concurred with Mr. MacAlister.
Ralph Duran, City, addressed Council regarding the need fora park in the Motown
area of the City.
Dean Albright, City, spoke in favor of projects to aid senior citizens, and suggested
that a swimming pool be built on City property, as he believed it would prove more

Jim Merin, representative of the HCD Citizens' Advisory Committee, informed Council
of the Committee's deliberations,stating that a clearly evidenced need, was housing
for senior citizens.
An informal petition listing approximately 309 signatures of senior citizens who were
unable to attend the meeting due to transportation problems, was submitted in support
of their needs.
Ruth Love, representative of the Senior Citizen Center, spoke regarding the need for
Senior Citizens housing assistance and.working with the Section 8 Housing Program
Assistance Program.
Ruth Finley., Planning Commission representative to the Citizens Advisory Committee,
City, addressed Council in support of the rehabilitation loans program...
Dale Coogan, Superintendent'of Ocesnview School District, reported on the assistance
they .could provide for the Oak view Day Center.
Nancy Claxton, Supervisor of Child Care for the Orange County. Department of .Education,
addressed Council and stressed the need for the Oakview Day Care Center.

Iliscussion was held between Council and staff as to the liabiiity and the question
of instirnnce involved in the proposed day care center.

Vrcd Ebert, Vista Volunteer, addressed Council and gave his views in support of
low and moderate income housing development, the Oakview Day Center Facility, and
the need for bilingual. staff at the Oakview Center.
Th(,re being; no one further present to speak on the hearings, and there being no
pretests filed either oral or written, the hearings were closed by the Mayor. Mayor
Wieder directed the City Administrator to designate a time at the February 28, 1977
meeting for all.imformation received to be broken down, tabulated, and comparisons
made, together with rec9mmendatiTs for programs requiring only one-time funding.
ANNUAL POLICE LUNCHEON CHAMBER OF COMMERCE
Mayer Wieder announced -that the Chamber of Commerce would be holding their Annual
Police Luncheon on April 18, 1977 and that the guest speaker would be Attorney
General Evelle J. Younger.
LOW & MODERATE INCOME HOUSING - DOWNTOWN AREA
Councilman Pattinson requested staff to, investigate the designation of downtown
property for low cost and moderate income housing.
AT CL;NDANCE AT SEMINAR AUTHORIZED - PATTINSON
Councilman Pattinson requested Council permission to attend a seminar regarding
downtown redevelopment and design which will be held during the time he will be in
the east.
A motion was made by Pattinson, second Bartlett, to grant permission for Councilman
Pattinson to attend the forthcoming seminar on downtown redevelopment and design,
to be held in New York on March 14, 15, and 16, 1977. Motion carried.unanimously
with Councilman Pattinson abstaining. /
LOTJA VS. CITY - CITY ATTORNEY INSTRUCTED
On motion by Coen, second Pattinson, Council authorized the City Attorney to
represent the Personnel Director relative to litigation - Lolli vs, City. Motion
carriers unanimously.
On motion by Coen, second Pattinson, Council approved the City Attorney's request
to file suite in the City Attorney's discretion,,against the City's insurance carrier
to determine their liability relative to pending litigation - Lolli vs, City. Motion
carried unanimously.
ANTI -RECESSIONARY FUNDING � ✓
A motion was made by Coen, second Wieder, that staff be authorized to proceed
with the miring of a right-of-way agent for a one year term, with costs to be
derived from federal anti -recessionary funding; and further, that a portion of said
funds be designated for tree replacement.
On motion by Shenkman, second Pattinson, Council tabled action on the anti -
recessionary funding uses until such time as the City Administrator brings the
matter back for Council consideration. The motion passed.by the following vote:
AYES: Bartlett, Pattinson, Shenkman, Wieder
NOES: Coen, Gibbs, Siebert

RE'SCHEDULINC OF CITY COUNCIL MEETING ✓
The Mayor announced that due to an anticipated lack of a quorum at the March 7, 1977
Council meeting, Council would meet on the following Monday, March 14, 1977.
ATTENDANCE AT LEAGUE OF CITIES CONGRESSIONAL CONFERENCE MEETING AUTHORIZED
On motion by Shenkman, second Bartlett, Council authorized Mayor W ieder, Councilman
Pattinson, Councilwoman Gibbs, and the City Administrator to attend the National
League of Cities Congressional Conference in Washington, to be held March 5th through
March 9th, 1977. Motion carried by the following vote;
AYES: Bartlett, Pattinson, Coen, Gibbs, Shenkman, Wieder
NOES: Siebert
ABSENT: None
CITY ATTORNEY - FORTHCOMING COUNCIL MEETING
The City Attorney informed Council that he would be unable to attend the Council
meeting of February 22, but that he would arrange for one of his deputies to represent
him.
ADJOURNMENT
On motion by Pattinson, second Bartlett, the regular meeting of the City Council
of the City of Huntington Beach adjourned. Motion carried unanimously.
