This is a request for the construction of an auto dismantling yard
located at the northeast corner of Talbert Avenue and Gothard Street.
John Cope gave a brief background report on what has transpired on
this application, stating that the applicant agreed to a continuance
to allow time for the Industrial Land Use Study which is scheduled
for a joint City Council/Planning Commission meeting on February 22,
1977.
The public hearing was opened. There was no one to speak on this
application and the public hearing was closed.

Al Montes addressed the Commission and provided a general description
of the proposed items and outlined the background information.
The public hearing was opened.
Lorraine Faber addressed the Commission, stating that she was a
past president of the Multi -Story Committee and felt some concern
because such committee had not been reactivated. She expressed
concerns regarding the development policy statements contained in
the proposed Multi -Story Policy Plan. She further stated that
certain development provisions in the proposed multi -story ordinance
should be revised.
Ed Kerins addressed the Commission, stating that he generally
concurred with the concerns expressed by Lorraine Faber. He
further discussed the previous efforts to establish a citywide
residential multi -story ordinance, and in general he felt that
the development standards previously considered were more adequate
than the proposed amendments to the existing multi -story ordinance.
Leonard Wright expressed concerns over public notification and
questioned if there is a need to notify all residents in the City.
He also inquired about the provisions for minimum site area,
separation between buildings, and visual open space.
The public hearing was closed.

NEGATIVE DECLARATION NO. 77-10
The Pacifica Community Plan is a proposed specific plan governing
20 acres of land generally bounded by Main Street on the north,
Florida Street on the east, approximately -660 feet north of
Garfield on the south, and Huntington Street on the west.
Included in the plan are development provisions and standards for
new office/professional uses, medical buildings, residential care
facilities, and residential multi -story structures intended for
senior citizens use.

Al Montes gave a brief presentation of the subject matter and gen-
erally discussed the background information in relation to the
Multi -Story Policy Plan and Multi -Story Ordinance.
The public hearing was opened.
Mark Porter addressed the Commission and spoke in favor of the
general concept of locating senior citizen housing within close
proximity.to the medical facilities. However; he questioned the
application of the specific plan process in accomplishing this.
He felt that the parking requirements were not sufficient to
accommodate the total_ amount of residential units -planned in the
area.
Leonard Wright addressed the Commission -and spoke in favor of the
proposal and the suitability of the location for senior citizen
housing.
Lance Jacot addressed the Commission and" "stated' that' he' agreed
with statements made by Mark Porter. He did not feel that using
the specific plan for this use was appropriate.and felt that it
would have environmental impacts. -He questioned the need for
senior citizen housing to be high rise.
Tom Sanhamel, the builder, addressed the Commission andexplained
his previous experience in the develoEment of senior citiz-en high rise
structure.' -He -stated that based on his experience in senior
citizen high rise that it was generally recognized that senior
citizens do not generate as great a demand for parking as that of
a typical apartment structure.
Mike Rogers, Council on Aging, spoke in favor of the project and
indicated that many -of the elderly that he has spoken with want
this type of project"in the community.
Ed Kerins addressed the Commission and.generally favored the idea
of providing elderly housing units. He felt that the environ-
mental impacts of a project of this -nature were significant. He
further stated that the City should -provide some parking conditions
which would apply to the -project should it.become necessary to
convert it to standard residential --use:

B. G. Williams questioned the need of high rise for senior citizens and
ug q,sted that pperhaps focal developers could satisfy senior citizen
iou ing at a 1 qer density.
Lorraine Faber addressed the Commission and questioned the adequacy
of the Negative Declaration prepared on the proposed=project, and
suggested that because of the revisions to the specific plan the
Negative Declaration also should be revised to reflect these changes
She further commented on the specific plan proposal and submitted
a copy of the ordinance to staff with her suggested changes.

Bob Zinngrabe addressed the Commission and outlined his interest
in concept proposals to improve the subject area. He described
to the Commission the features and amenities he believed would
be'included in the high rise proposals. He stated that he
recognized the potential impacts to the utilities and parking
facilities and believed that he could alleviate these problems
by working with the City.:'.

PLOT PLAN AMENDMENT NO. 76-11

Subdivider: Conrad Cornfeldt & W. M. Rogers
Plot Plan Amendment No. 76-11 is a request to permit a minor plot
plan amendment to a previously approved Planned Residential
Development located on the east side of Pacific Coast Highway
and north of Anderson Street.
Revised Tentative Tract No. 5813 is a request for a one lot sub-
division located south of Pacific Coast Highway approximately
130 ft. north of Anderson Street.
John Cope addressed the Commission and stated that the staff had
met with representatives of the developer and it was the mutual
conclusion that it would be appropriate to continue to March 1,
1977 so that they could get together with State agencies for
dedication of the public open space and access areas.

This -is a request for a change of zone from R2-PD to R2.on property
located at the northeast corner of Florida and Adams.
John Cope gave a brief background report on the requested change of -
zone. He further stated that the staff-hadTbeen- working
with the applicant to come up with the most efficient use of
the property and that the -staff, is a result -of these meetings
recommended approval of Zone Case No. 77-1. However, he stated
that the staff recommended that if approval was granted the
second reading of the Ordinance should be held up pending approval
by the Board of Zoning Adjustments of -a Use-Permit-for-ah --
integrated apartment--cWplex.

B. G. Williams, applicant, addressed the Commission and expressed
his appreciation for staff assistance.

ON MOTION BY BOYLE AND SECOND BY SHEA ZONE CHANGE NO. 77-1 WAS
APPROVED WITH THE FOLLOWING CONDITION AND FINDINGS BY THE FOLLOW-
ING VOTE: -
FINDINGS:
1. The requested change of zone will implement a medium density
designation on the property and is therefore in conformance
with the Land Use Element designation.
2. The R2 zoning will result in land uses enumerated in the
General Plan.
3. The R2 zoning will provide for development alternatives that
are best suited for the property based on its size and con-
figuration and orientation to adjacent uses.

Planning Commission recommended that the City Council delay the second

the Board of Zoning Adjustments of a Use Permit for an integrated
complex.

Applicant: Bruce E. Miller, D.D.S.
This is a request to permit the installation of overhead power
lines at the northwest corner of Talbert Avenue and Bell Circle.
John Cope presented an overview -of -the -staff report_.__

Dr. Miller addressed the Commission and stated that he would be
willing to go underground with his utilities when the rest of
the area did so. He discussed the problems with going underground
at the present time.

ON MOTION BY BOYLE AND SECOND BY SHEA CONDITIONAL EXCEPTION NO. 77-2
WAS DENIED FOR THE FOLLOWING REASONS BY THE FOLLOWING VOTE:
1. The petition and accompanying information submitted by the
applicant has not established exceptional circumstances or
conditions that do not generally apply to the surrounding
properties.
2. The requested exception is not necessary for the preservation
of property rights.

This is a request to develop a day care center on the east side
of Beach Boulevard approximately one-half block north of Yorktown.
John Cope addressed the Commission and stated that while the pro-
posed project had been previously approved in February 1975,
the approval status legally expired on February 5, 1976. This
was caused by delays encountered in financing the project.

ON MOTION BY SHEA AND SECOND BY BOYLE-CONDITIONAL USE -PERMIT NO. 77-2
WAS APPROVED WITH THE FOLLOWING FINDINGS AND CONDITIONS BY THE
FOLLOWING VOTE:
FINDINGS:
1. The proposed use will provide a much needed service to the City of
Huntington Beach.
2. The proposed use is compatible with the existing surrounding uses.
3. The proposed plan is in substantial conformance with the applicabl
provisions of the Huntington Beach Ordinance Code.
CONDITIONS OF APPROVAL:
1. The -conceptual -plot plan received January 28, 1977 shall be the
approved layout.
2. Soil reports as required by the Department of Building and Community
Development and the Department of Public Works shall be submitted
to such -departments prior to the issuance -of building permits.
3. The water and sewer systems shall be approved by the Department of
Public Works.
4. Fire safety systems shall be as required and approved by the Fire
Department.
5. No structures, other than those shown on the approved plot plan, shall
be constructed.
6. If the developer proposes to provide air conditioning, the
insulation in ceilings and exterior walls shall be a minimum
of R-19 and R-11, respectively. If no air. conditioning is
to be provided, the insulation in ceilings and exterior walls
shall be a minimum of R-13 and R-7, respectively.
7. All building spoils, such as unusable lumber, wire, pipe, and
other surplus or unusable material, shall be disposed of at an
offsite facility equipped to handle them.

8. Calculations for footings and structural members to withstand
anticipated g-factors shall be submitted to the City for review.
9. Redwood slats shall be inserted into the chain link fencing located
on the north and south property lines.
10. The outdoor playground facilities shall only be used during the
hours of 8:00 a.m. and 5:00 p.m.
11. Care at the facilities shall be limited to children with an age of
six and under.
12. Prior to the issuance of building permits, a landscape plan depicting
plant types, size, location, and method of irrigation shall be sub-
mitted to the Planning Department for approval. Said plan shall in-
corporate large bushy type plants for planting along the east property
line.

would be hooked up, Fountain Valley or Huntington Beach. He was
advised that Public Works would be taking care of this.

FINDINGS:
1. The proposed subdivision of this 1.74 acre parcel of land zoned
R2 (which allows 14.5 units per gross acre) is proposed to be con-
structed having only 11.49 units per gross acre.
2. The General Plan has set forth provisions for this type of land• -use
as well as setting forth objectives for implementation for this type
of housing.
3. The property was previously studied for this intensity of land use
at the time the land use designation for medium density residential
was placed on said property.
4. The lot size, depth, frontage, street widths, and all other design
and improvements features of the proposed subdivision are proposed
to be constructed in compliance with standard plans and specifications
on file with the City, as well as in compliance with the State Map
Act and supplementary City Subdivision Ordinance._
CONDITIONS OF APPROVAL:
1. The Tentative Map received and dated January 28, 1977 shall,be the

3. The water shall be through the City of Huntington Beach's water system.

Fifteen (15) gallon trees shall be planted within the parkway along
the westerly side of the church site, forty-five feet (451) on cente
Drainage for the subdivision shall be approved by the Department of
Public [Yorks prior to the recordation of a final map. This system
shall be designed to provide for siltation and erosion control both
during and after construction of the project.

11. If the developer proposes to provide air conditioning, the insulation
in ceilings and exterior walls shall be a minimum of R-19 and R-11,
respectively. If no air conditioning is to be provided, the in-
sulation in ceiling, and exterior walls shall be a minimum of R.-13
and R-7, respectively.
12. All building spoils such as unusable lumber, wire, pipe, and other
surplus and unusable material shall be disposed of at an off -site
facility equipped to handle them.
13. Natural gas and 220V electrical shall be stubbed in at locations of
clothes dryers. Natural gas shall be stubbed in at the locations of
surface units, cooking facilities, water heaters, and central heating
units.
14. Use of energy saving lighting shall be incorporated into all interior
and exterior areas of the project.
15. Crime prevention techniques shall be designed into the project (e.g.,
single cylinder locks, etc.).
16. A low volume head shall be used on all spigots- and/or water faucets.
17. All holding tanks for restroom facilities shall be equipped for a
capacity of 3-1/2 gallons if such facilities are available at time of
construction.

Applicant: Initiated by Planning Department
This is a proposal which will provide for the alignment of two 54 ft.
local streets, south of Warner Avenue to Los Patos Avenue located
between Warner Avenue and Los Patos and more specifically known as
Green Street, located approximately 660 ft. west of Bolsa Chica Street
and Lynn Street located approximately 1320 ft. west of Bolsa Chica
Street.
Jim Patin outlined the information contained in the staff report. A

Shirley A. Strachan addressed the Commission and -spoke against the
plan, stating that she felt the area was more suitable for small truck
farming. She further stated that she felt an Environmental Impact
Report should be required and that there may be archaelogical materials
on the site.
She was advised by the staff that a Precise Plan of Street Alignment
does not require an Environmental Impact Report.

ON MOTION BY SHEA AND SECOND BY GIBSON PRECISE PLAN OF STREET ALIGN
MENT 77-1 WAS APPROVED BY RESOLUTION NO. 1192 WITH THE FOLLOWING
FINDINGS BY THE FOLLOWING VOTE:
1. The proposed Precise Plan of Street Alignment will provide needed
access to the development between Warner and Los Patos Avenues.
2. The proposed Precise Plan of Street Alignment provides a more
efficient and safe circulation system.
3. The proposed Precise Plan of Street Alignment will provide a
mechanism for the City to require and accept dedication and im-
provements.

Applicant: Curtis-Hermansen
This is a request for a 32 lot subdivision located north of Los Patos
between Green and Lynn. The subject property is presently zoned R1,
low density residential. The properties to the north are zoned R2
and R3 and are vacant at this time. The property to the west across
Lynn Street and east across Green Street are zoned R1 and vacant at
this time. Property to the south is zoned R1 and mostly vacant at
this time.
Jim Palin addressed the Commission and discussed the staff report.

The public hearing was opened on Negative Declaration 76-123.
Shirley A. Strachan stated that she did not know there was a Negative
Declaration posted.and requested that an Environmental Impact Report
be prepared. She felt that a Negative Declaration was inappropriate.

schools.

Tentative Tract Map No. 9586 filed on December 15, 1976, is a request
to subdivide approximately 2.3 acres of land into an 8 lot medium
