John Cope stated that the applicant had requested a continuance
on the application to allow property owners to attend the
meeting as well as to finalize their presentation to the
Commission. He stated that their request was for a con-
tinuance tb July 19, 1977, and that the staff concurred with
this request.

Bryan Austin addressed the Commission and briefly reviewed the
background of the Precise Plan of Street Alignment. He indicated
that the staff had conducted a survey with 600 of the responses
favoring the closure.
The public hearing was opened. .There was no one present to speak
on this precise plan of street alignment, and the public hearing
was closed.

PETITION CONCERNING MAIN STREET CLOSURE
Chairman Slates noted that the Commission had been furnished copies
of a petition from residents in the Main Street area concerning
the traffic on Main Street. He stated that he would have to abstain
since he resided on Main Street.

SET CLOSURE OF MAIN AT UTICA FOR PUBLIC HEARING BY THE FOLLOWING

At this time the staff reported that the Department of Public Works
would be proposing a plan for resolution of the sewer problem in
the vicinity of Warner Avenue to the City Council at its June 20th
meeting, and further recommended to the Planning Commission that
further action be postponed on the following tract maps until
July 6. The staff also indicated that each of the subdividers had
been informed of the recommendation and they concurred with a con-
tinuance.

This is a request for a 10 unit Planned Residential Development
located at the southeast corner of Warner Avenue and Leslie Lane.

GENERAL PLAN AMENDMENT NO. 77-1
Chairman Slates stated that each item would be reviewed, discussed,
and after public testimony, voted on individually.
Area 2.1 - South of Ellis Avenue, west of Huntington Street
Applicant: Classic Development Corporation
This is a request to redesignate the area from industrial to high
density residential. Staff's recommendation is to redesignate 7.14
acres medium density residential.
The public hearing was opened.
Steve Densler, representing Classic Development, spoke in favor of
the change of designation and stated that they would like to proceed
with development.
Gordon Offstein addressed the Commission and discussed $175,000 of
government funds allocated for expansion of this corridor.for in-
dustrial use.
Frank Buccella expressed concern over low quality industrial use in
the area.
The public hearing was closed.

density residential. Staff's recommendation is to redesignate 4.87
acres low density residential.

Applicant: Frank Buccella & Planning Department
This is a request to redesignate this area from industrial to
medium density residential. Staff's recommendation is to redesig-
nate 38.7 acres medium density residential.
The public hearing was opened.
John Silver addressed the Commission and spoke in favor of re-
taining the industrial designation.
Mr. Jacobsmeyer, owner of property across the railroad tracks
and stated that his use of the property which included operating
heavy equipment was totally incompatible.with medium density resi-
dential.
Steve Gibson concurred with Mr. Jacobsmeyer.
Frank Buccella spoke in favor of the redesignation.
The public hearing was closed.

Barry'Spegel spoke in opposition to increasing the density in the area.
He felt it might result in an increased crime rate.
Robert Corregon felt that it would be advantageous to go'to medium
density.
Alexander Crosby spoke in favor of the medium density designation.

Marshall Papke addressed the Commission.and stated that he preferred
that it remain an industrial area.
Marie Buckland addressed the Commission and spoke in opposition to
residential use in the area.

site was ugly and should be developed.
Lorraine Faber, representing Home Council, spoke in opposition to
low density residential.
Gretchen Kritchman spoke in favor of the redesignation.
Dan Bergie spoke in favor of low density residential.

and stated that he felt changing the land use at this time would be
inappropriate.

ON MOTION BY BOYLE AND SECOND BY PARKINSON ZONE CASE NO. 77-311B"
WAS APPROVED WITH THE FOLLOWING FINDINGS BY THE FOLLOWING VOTE:
1. The proposed interim zoning will insure comprehensive planning
on the properties, which is necessary as a result in the change
of their development status.
2. The proposed interim zoning will allow an opportunity to analyze
the sites for the most -appropriate long range zoning based on
the unusual size, shape, and orientation of the sites which
resulted from the deletion of the freeway rights -of -way.

ON MOTION BY SHEA AND SECOND BY NEWMAN TENTATIVE TRACT 9907 WAS
APPROVED WITH THE FOLLOWING CONDITIONS BY THE FOLLOWING VOTE:
1. The map received and dated May 20, 1977 shall be the approved layout.
2. One 15 gallon street tree shall be required for each 50 ft. of lot
frontage for the local street and one 20 inch box tree per lot for
the arterial highways.
3. Graham Street shall be constructed at existing 84 ft. width having
a 4 ft. wide meandering sidewalk on the east side of the street
section.
4, The portions of the cul-de-sac on Engineer Drive that lie within the

stated that he would available for answering any questions the Com-
mission might have.

ON MOTION BY SHEA AND SECOND BY NEWMAN TENTATIVE TRACT NO. 9388 WAS
APPROVED WITH THE FOLLOWING FINDINGS AND CONDITIONS OF APPROVAL BY
THE FOLLOWING VOTE:
FINDINGS:
The Planning Commission of the City of Huntington Beach does hereby
find that the proposed subdivision, along with its design improvements
is consistent with General and Specific Plans for the area in that:
1. The proposed subdivision of this 1.8+ acre parcel of land zoned
R2, which allows 15 units per gross acre, is proposed to be con-
structed having only 12.7 units per gross acre.
2.The General Plan has set forth provisions for this type of land
use as well as setting forth objectives for implementation for this
type of housing.

3. The,property was previously -_studied for this intensity of land use,
-,at the time the land use designation for medium density residential
was placed on subject_property.
4. The lot size, depth, frontage, street widths, and all other design
improvements features of- _the -proposed subdivision are proposed to
be constructed in compliance with standard plans and specifications
on file with the City, as well.._as--in compliance with the State Map
Act' -and -supplementary City Subdivision Ordinance.
CONDITIONS OF APPROVAL:
1. The -Tentative Map received and dated May 19, 1977 shall be the approved
layout.
2. The map'shall be designed to a street section in conformity with the
section in existence -at the time of recordation of -the final map.
3. Vehicular access rights shall be dedicated to the City of Huntington
Beach on Lake Street except at street intersections.
4. Detailed site plans shall be_ submitted to the -Planning Department
for review --prior to the 'issuance of Building Permits. Said site
plans shall take into consideration -variation in the front yard
setback, alter the front entrance -by relocation to the side of the
unit, and to reduce the.size of the windows facing onto Lake Street.
S. Drainage -for the subdivision shall be approved by the Department
of Public Works prior to the recordation of a final map. This
system shall be designed to provide for siltation and erosion
control. -both --during and -after construction.of the project.-
6. If the developer proposes to provide air conditioning, the in-
sulation in ceilings and exterior walls shall be a minimum of
R-19 and R-11 respectively. If -no air conditioning -is to be pro-
vided, the insulation in_ceilings-and exterior walls shall be a
minimum of R-13 and R-7, respectively.
7. All building spoils such as unusable lumber, wire, pipe, and other
surplus and unusable material shall be disposed of at an offsite
facility equipped to handle them.
8. Natural gas and 220V electrical shall be stubbed in at locations of
clothes dryers. Natural gas shall be stubbed in at locations of
cooking facilities, water heaters, and central heating units.
9. The structures on subject property, whether attached or detached
shall be constructed in compliance with the state acoustical
standards set forth for all units that lie within the 60 CNEL
contours of the property.

10. Low volume heads shall be used on all spigots and water faucets.
11. All holding tanks for restroom facilities shall be equipped for
capacity of 3-1/2 gallons, if such facilities are available at
the time of construction.
12. In addition to those street trees required by the Huntington
Beach Ordinance Code, the developer shall be required to plant
a minimum of two on -site trees per lot for each mature tree
removed. The size of such on -site trees shall be a minimum of
24 inch box specimens.

PRECISE PLAN OF STREET ALIGNMENT NO. 77-2
This is a proposal to precisely align Saybrook Lane, a secondary
arterial street, between Heil Avenue and Edinger Avenue. The street
is proposed to be an eighty foot right-of-way.
The public hearing was opened. There was no one present to speak
on this plan and the public hearing was closed.
Commission discussion ensued.
ON MOTION BY NEWMAN AND SECOND BY PARKINSON PRECISE PLAN OF STREET
ALIGNMENT NO. 77-2 WAS APPROVED WITH THE FOLLOWING FINDINGS BY THE
FOLLOWING VOTE:
1. The alignment is necessary to implement the secondary street
classification of Saybrook Lane.
2. The alignment will provide for the safe and orderly flow of
northerly traffic to Edinger Avenue and prevent potential
traffic problems on the surrounding local and private street
systems.

ON MOTION BY BOYLE AND SECOND BY NEWMAN THE SIGNING FOR CONDITIONAL
USE PERMIT.NO. 76-4 WAS APPROVED.WITH THE FOLLOWING CONDITIONS BY
THE FOLLOWING VOTE:
1. The freestanding sign shall contain a monument type base of
masonry construction with-a.minimum dimension of seven.feet.
2. The wall sign shall be modified to reflect a maximum sign area
of 55 sq. ft. as permitted by the Huntington Beach Ordinance
Code.

COMMISSIONERS' COMMENTS:
Connissioner Shea:, with the concurrence of other members of the Com-
mission, requested the staff to prepare a letter to City Attorney
Don Bonfa requesting that John O'Connor remain on the staff as
legal advisor.- He indicated -.that- this --in no way -reflected on
Mark Travis'- ability, but rather.that-for many years the staff and
Commission had enjoyed an exceptionally good working relation with
Mr. O'Connor and would like zo retain him.
Commissioner Boyle stated that he would be moving from this area
and for that reason is resigning from the Commission effective
June 30, 1977.
Commissioner Parkinson stated that he would be resigning from the Com-
mission after June 30, 1977, as his work required an extensive amount
of travel under his new job responsibilities.

STAFF'S COMMENTS:
Secretary Selich stated that the following items had been set for
public hearing on June 21, 1977: Downtown Redevelopment Boundaries
and Warner-Goldenwest finding of consistency.
Secretary Selich announced the promotions of Monica Florian to
Assistant Planning Director, John Cope to Senior Planner, and
Tom Moseley to Associate Planner,
Secretary Selich requested the Commission to set a deadline for
developers submittal of information required in staff reports for
Monday at 5:00 p.m. eight days prior to the meeting of the Planning
Commission. The Commission concurred with this request.
ON MOTION BY BOYLE AND SECOND BY NE`VMAN STAFF WAS DIRECTED TO PRE-
PARE POLICY 77-3 REQUIRING A DEADLINE OF 5:00 P.M. EIGHT DAYS PRIOR
TO PLANNING COMMISSION MEETING BY THE FOLLOWING VOTE:
