Secretary Selich introduced and welcomed Deputy City Attorney Dark Travis to the Commission and Staff. At th`-iis time Chairman Slates turned the meeting over to Commissioner Parkinson. ORAL COMMOjNICATIONS : None SCHEDULED ITEMS: CONDITIONAL USt PERMIT NO. 77-8/NEGATIVE DECLARATION NO. 77-17 Applicant: Ken Thompson _ In Conjunction With TENTATIVE PARCEL MAP NO. 77-5 Applicant: Ye Dock Master, Inc. and John Stanko Conditional Use Permit No. 77-8 is a request for modification of an existing boat marina on the south side of Davenport and west side of Edgewater. Tentative Parcel Map No. 77-5 is a request to permit a 3 lot division of land on the southwest corner of Edgewater Lane and Davenport Drive. Acting Chairman Parkinson opened the public hearing after having advised the audience that the staff recommended a continuance to the July 19, 1977 meeting at the--juest of the applicant. There was no one present to speak on the applications and the public hearing was closed. In Conjunction With TENTATIVE TRACT NO. 9580 Applicant: W & B Builders, Inc. Conditional Use Permit No. 76-26 is a request for 370 condominium units on 37+ acres of land at the southwest corner of Atlanta and Beach Boulevard. John Cope stated that the applicant had concurred with a request for a continuance to allow time for completion of the final EIR. Acting Chairman Parkinson opened the public hearing. There was no one present to speak on these applications, and the public hearing was closed. ON MOTION BY BOYLE AND SECOND BY NEWMAN CONDITIONAL USE PERMIT 76-26, ENVIRONMENTAL IMPACT REPORT 77-1, AND TENTATIVE TRACT NO. 9580 WERE CONTINUED TO JULY 6, 1977, WITH CONCURRENCE OF APPLICANT BY THE FOLLOWING VOTE: AYES: Parkinson, Finley, Gibson, Slates, Shea, Boyle NOES: None ABSENT: Shea CONDITIONAL USE PERMIT NO. 77-12 Applicant: Southern California ACRO Team, Inc. This is a request to permit a gymnastics school in an existing industrial building located at 5822 Research Drive. Dave Eadie stated that he had no information to add to that contained in the staff report. The public hearing was opened and closed, with no one present to speak on this application. Planning Commission Tuesday, June 21, 1977 Page 3 FINDINGS: 1. The proposed site is adequate for the requirements of the use. 2. The proposed use is compatible with the surrounding uses. 3. The location and nature of the use will not interfere with normal traffic movements in an industrial park. CONDITIONS: 1. The site and floor plans dated June 6, 1977 shall be the approved layout. 2. The operational functions and schedule of training sessions shall be limited to that which is described jy the applicant in Attachment 2. 3. .The use shall be reviewed six months from date of occupancy for review of compatibility with surrounding uses. 4. Signing for the use shall be limited to a total of 6 square feet. ATTACHMENT 2 DESCRIPTION OF PROPOSED PROJECT The Southern California Acro Team, Inc. (SCATS) proposes to use the existing facility at 5822 Research Drive, Huntington, Beach- as a training facility for women's gymnastics. This building is approximately three years old and is located in a light industrial area adjacent to Marina High School, The building is in very good condition. The Southern California Acro Team gymnastics program consists of an Academy providing beginning and intermediate level training and a competitive team for advanced gymnasts. Members of the competitive team are selected from the Academy by the coaching staff. Academy classes are limited to sixtv--Lour members per session. Sessions are for two hours and are held week days after school from 4:00 p.m, to 6:00 p.m. and 6:30 p.m. to 8:30 p.m. and 1:30 p.m to 3:30 p.m. Competitive team workouts are within the 1:30 p.m. to 9:30 p.m. time period on weekdays. A maximum of twenty-five competitive team members work out at one time. SCATS has operated this type program over the last three years. Expe--ience has shown that all gymnasts travel to and from the train- ing facility via carpools. The average carpool has 2 - 3 girls. Hence the forty-five space parking lot of the proposed building is more than adequate. The proposed gymnastic training facility would serve members in northern Orange County and southern Los Angeles County. -3- 6/21/77 - PC Minutes: H.B. Planning Commission Tuesdayr June 21, 1977 Page 4 The apparatus used in women's gymnastics dictates certain require- ments in the facility used. The minimum ceiling height is seventeen feet. Support columns must be at least forty-five feet apart.' A floor space of approximately twenty thousand square feet is required. These requirements are occasionally met in light industrial buildings. Existing available commercial and educational facilities do not meet these criteria. The Southern California Acro Team was founded in 1963 and is chartered by the Federal Government as an athletic educational non-profit organization. SCAT gymnasts have represented the United States in competitions worldwide. Four SCAT gymnasts, Wendy Cluff, Dagmar Hintnaus, Cathy Rigby, and Leslie Wolfsberger, have competed in the Olympics. The Southern California Acro Team is one of the most suc- cessful and well known gymnastics clubs in the United States and would be an asset to the city of Huntington Beach. Lichter This is a request for a change of zone from C4 to R2 on property located on the northwest corner of Blaylock Street and B Street, 440 ft. east of Beach Boulevard. There was a discussion among the Commission concerning the traffic problems in the area. Acting Chairman Parkinson opened the public hearing on Zone Change 77-9. A vugraph of the area was presented. Harriett Greenwood 'addressed the Commission and stated that she felt her property, Lot 13, Tract 298, should be iicluded in the proposed zone change. Keith Roberts, a resident on Blaylock, stated that he represented about 49% of Marina Pacifica. He addressed the traffic problems offering the suggestion that B Street could be a one-way street running north, and A Street could be one-way running south with stop signs on Blaylock at both A and B Street. Chairman Slates requested that the staff review the west side of A Street. The public hearing was closed. Commission discussion ensued. -4- 6/21/77 - PC Minutes: H.B. R. Larson Tentative Parcel Map No. 77-20, in conjunction with Conditional Exception No. 77-04,is a request to create 3 parcels of land from 4 existing parcels, each proposed parcel having a width of 58 feet in lieu of the required 60 feet for interior lots and 65 feet for exterior lots. Acting Chairman Parkinson opened the public hearing on the Con- ditional Exception and Negative Declaration. A vugraph was presented. There being no one present to speak on these applications, the public hearing was closed. Commission discussion ensued. ON MOTION BY GIBSON AND SECOND BY SLATES NEGATIVE DECLARATION 77-6 WAS APPROVED BY THE FOLLOWING VOTE: AYES: Parkinson, Finley, Gibson, Slates, Newman, Boyle NOES: None ABSENT: Shea ON MOTION BY GIBSON AND SECOND BY SLATES CONDITIONAL EXCEPTION NO. 77-04 WAS APPROVED WITH THE FOLLOWING FINDINGS AND CONDITION BY THE FOLLOW- ING VOTE: FINDINGS: 1. This is an exceptional circumstance wherein strict application of the zoning ordinance in this instance poses a .limiting factor in d esi,7n of development on the property in view of the narrowness -vi depth of the existing lots, and the potential for an exterior lot size that would not be desirable after ultimate street improve- ment. Granting of the conditional exception is necessary to allow the property to develop in parity with similar building types in like zoning districts. Granting of the conditional exception is con- sistent with a similar case in the area wherein exceptional cir- cumstances had been demonstrated. 3. As the development potential of the site is consistent with the intensity of the area, the exception request will not be materially detrimental to the public health, safety, and welfare of or in- jurious to the land, property, or improvements in the immediate vicinity. 4. The applicant has indicated his desire to develop under the terms and conditions of the zoning ordinance in good faith. CONDITION: 1. The reduced lot widths approved under this exception request shall be reflective of Tentative Parcel Map No. 77-20 as amended. Chairman Slates suggested maps be updated to indicate development of property after 15 years. There was a discussion on amending the conditions and findings. Planning Commission Tuesday, June 21, 1977 Page 7 WARNER-GOLDENWEST REDEVELOPMENT PROJECT: CONSISTENCY FINDING Monica Florian addressed the Commission stating that the staff requested that the Planning Commission determine that the proposed Redevelopment Plan for Warner-Goldenwest Redevelopment Project Area is in conformance with the City's General Plan and adopt Resolution No. 1198. Acting Chairman Parkinson opened the public hearing. There was no one present to speak on this. He then closed the public hearing. REGULATIONS" This Code Amendment allows for the in-:.allation of overhead cable TV lines where such overhead facilit°us exist in developed residential areas. Acting Chairman Parkinson opened the public hearing. There being no one present to speak on this Code Amendment, he closed the public hearing.
