BOARD MEMBERS PRESENT: PALIN, LIPPS, CROSBY CITY STAFF PRESENT: MEL OTT REGULAR AGENDA ITEMS: ADMINISTRATIVE REVIEW NO. 77-101 (Cont. from 6/15/77) Applicant: Eugene B. Zwick To permit construction of a 9,000 square foot industrial building pursuant to Section 9511 of the Huntington Beach Ordinance Code, located on the northwest corner of Argosy Drive and Graham Street in a 100-M1-A-20,000, Restricted Manufacturing District. This request is covered by Environmental Impact Report No. 73-16, adopted by the City Council on March 18, 1974. Mr. Zwick, the applicant, & Mr. Penkoff, adjoining property owner, were present at the meeting. Secretary Palin outlined the proposal to Board members. Mr. Palin stated that this application was filed in conjunction with a tentative parcel map. He further stated that the Board's decision of approval of the tentative parcel map had been appealed, however, the appeal was incorrectly directed to the Planning Commission, thereby delaying the hearing of the tentative parcel map by the City Council. Mr. Palin further stated that he had received notification on this date that the appeal had been cancelled by the appellant. Board discussed proposed plans with the applicant. It was the Board's desire to view photographs of the proponent's current operation depicting the place of the actual assembly and manufacture of his products. Various curb cut alternatives were discussed as well as proper circulation and open space for the proposal. It was suggested to the applicant that he alter the building to meet City setback requirements, thereby allowing him greater flexibility for parking purposes. It was the consensus of the Board to continue this application for one week to allow the applicant time to present photographs of his current operation and to alleviate existing circulation problems. -1- BZA 6/29/77 Board of Zoning Adjustments Wednesday, June 29, 1977 Page 2 ON MOTION BY PALIN AND SECOND BY LIPPS, ADMINISTRATIVE REVIEW NO. 77-101 WAS CONTINUED TO JULY 6, 1977 BY THE FOLLOWING VOTE: AYES: Palin, Lipps, Crosby NOES: None ABSENT: None TENTATIVE PARCEL MAP NO. 77-25 Applicant: Joseph C. Truxaw and Associates To permit the consolidation of two (2) lots into one lot pursuant to Section 9921 of the Huntington Beach Ordinance Code located on the north side of System Drive, approximately 118 feet east of Chemical Lane in a 100-M1-A-20,000, Restricted Manufacturing District. This request is covered by Environmental Impact Report No. 73-16, adopted by the City Council on March 18, 1974. The applicant was not present. Board discussed the proposal and found same to be within Ordinance Code Requirements. Secretary Palin stated that during a telephone conversation with the applicant, the applicant stated that he had received the proposed conditions of approval in the mail and concurr with same. ON MOTION BY PALIN AND SECOND BY LIPPS, TENTATIVE PARCEL MAP NO. 77-25 WAS APPROVED WITH THE FOLLOWING CONDITIONS BY THE FOLLOWING VOTE: CONDITIONS OF APPROVAL: A. TO BE COMPLETED PRIOR TO USE OR OCCUPANCY OF SAID PARCEL FOR ANY PURPOSE: 1. The tentative parcel map received by the Planning Department on June 16, 1977 shall be the approved layout. 2. A parcel map shall be filed with, and approved by, the Department of Public Works, and recorded with the Orange County Recorder. 3. Compliance with all applicable City Ordinances. 4. A copy of the recorded parcel map shall be filed with the Planning Department. AYES: Palin, Lipps, Crosby NOES: None ABSENT; None -2- BZA 6/29/77 Board of Zoning Adjustments Wednesday, June 29, 1977 Page 3 ADMINISTRATIVE REVIEW NO. 77-110 Applicant: Jarrard Development To permit construction of a 15,500 square foot office building pursuant to Section 9401 of the Huntington Beach Ordinance Code located at the southeast intersection of Main and Florida in an R5, Office -Professional District. This request is covered by Negative Declaration No. 77-78. Chairman Lipps opened the public hearing on the negative declaration. Bob Jarrard and Warren Lortie were present at the meeting. There being no one to address the Board in relation to this project, the public hearing was closed. The Board reviewed the information con- tained in the request for exemption. ON MOTION BY PALIN AND SECOND BY CROSBY THE BOARD, HAVING FOUND THAT THE PROPOSED PROJECT WILL NOT HAVE A SIGNIFICANT ADVERSE EFFECT UPON THE PHYSICAL ENVIRONMENT, ADOPTED ND 77-78 BY THE FOLLOWING VOTE: AYES: Palin, Lipps, Crosby NOES: None ABSENT: None The applicant presented his proposal to the Board. He further indicated his desire to work with Public Works to design proper curbs and gutters for the project. Secretary Palin stated that the statistical information for the project submitted was in conformance with ordinance code require- ments. The proponent was informed by the Board that a tentative parcel map must be filed prior to occupancy to facilitate the lot consolidations proposed. ON MOTION BY PALIN AND SECOND BY LIPPS ADMINISTRATIVE REVIEW NO. 77-110 WAS APPROVED WITH THE FOLLOWING CONDITIONS, BY THE FOLLOWING VOTE: CONDITIONS OF APPROVAL: A. TO BE COMPLETED PRIOR TO ISSUANCE OF BUILDING PERMITS: 1. The conceptual plot plan and elevations received June 13, 1977 shall be the approved layout. In its approval action, the Board of Zoning Adjustments considered the following issues relating to the conceptual plan: -3- BZA 6/29/77 Board of Zoning Adjustments Wednesday, June 29, 1977 Page 4 • Traffic circulation and drives; . Parking layout; . Lot area; . Lot width and lot depth; Type of use and its relation to property and improvements in the immediate vicinity; . Past administrative action regarding this property. 2. In accordance with the City's standards and requirements, an additional 20 ft. radius at the intersection of main and Florida shall be dedicated. 3. All applicable fees shall be paid prior to issuance of building permits. B. TO BE COMPLETED PRIOR TO FINAL INSPECTION: 1. Florida Street and Kartron Avenue shall be improved to the center line of such right-of-way. Said improvement shall include curbs, gutters, sidewalks, paving, street trees, street lights, street signs, street drainage, underground installation of community antenna television facilities, and sewer and water main extensions, in full compliance with the City standards and requirements except that Kartron will not be approved as a public half street section with standard parkway width. C. GENERAL CONDITIONS: 1. A tentative parcel map shall be filed and approved parcel map shall be recorded prior to occupancy. 2. An encroachment permit shall be approved and a parkway maintenance agreement shall be approved for the landscaping to be installed within the right-of-way on Kartron prior to a final release of the development. 3. All building spoils, such as unusable lumber, wire, pipe, and other surplus or unusable material, shall be disposed of at an offsite facility equipped to handle them. 4. Use of energy -saving lighting, such as high pressure sodium vapor lamps, should be considered in parking lots and recreation areas. 5. Crime prevention techniques should be applied to the design aspects of the project (e.g., single -cylinder locks, etc.). 6. Low -volume heads shall be used on all spigots and water faucets: 7. Hoffman/William E. Andersson To permit the construction of two (2) single-family dwellings pursuant to Section 9354.16 of the Huntington Beach Ordinance Code located on the southwest corner of 17th Street and Orange Avenue in the Townlot Specific Plan Area One, Section B. This application is a categorical exemption, Class III, California Environ- mental Quality Act, 1970. Mr. Andersson, the applicant, was present. Secretary Palin reviewed the statistical data of the proposal and found same to be within Ordinance Code conformance. The applicant was informed that it was necessary to have a minimum five foot side walkway area on site for access to the main entry of each lot. Conditions of approval were discussed. ON MOTION BY PALIN AND SECOND BY CROSBY ADMINISTRATIVE REVIEW NO. 77-114 WAS APPROVED WITH THE FOLLOWING CONDITIONS BY THE FOLLOWING VOTE: CONDITIONS OF APPROVAL: A. TO BE COMPLETED PRIOR TO ISSUANCE OF BUILDING PERMITS: 1. The conceptual plot plan and elevations received June 20, 1977 shall be the approved layout. In its approval action, the Board of Zoning Adjustments considered the following issues relating to the conceptual plan: Traffic circulation and drives; Parking layout; Lot area; Lot width and lot depth; Type of use and its relation to property and improvements in the immediate vicinity; Past administrative action regarding this property. 2. In accordance with the City's standards and requirements, an ad- ditional two and one half feet (2-1/21) of right-of-way on the Alley shall be dedicated, also, an additional 20 ft. radius at the intersection of 17th Street and Orange Avenue shall be dedicated. 3. A minimum of a 5 foot side walkway area shall be provided on site for access to the main entry on each lot. 2. A three foot (3') wide maintenance easement shall be recorded prior to occupancy of each unit to provide access of the owner of lot 25 over and across lot 27 to maintain the wall of the garage constructed at zero setback on the common property line between said lots. Sjelin To permit the construction of two (2) single-family dwellings pursuant to Section 9354.16 of the Huntington Beach Ordinance Code located on the west side of 17th Street, approximately 50 feet south of Orange Avenue in the Townlot Specific Plan Area One, Section B. This application is a categorical exemption, Class III, California Environmental Quality Act, 1970. Mr. Sjelin, the applicant, was present. Board discussed the proposal. Secretary Palin reviewed the statistical data of the proposal and found same to be within Ordinance Code con- formance. The applicant was informed that it was necessary to have a minimum five foot side walkway area on site for access to the main entry of each lot. Conditions of approval were discussed. ON MOTION BY PALIN AND SECOND BY LIPPS, ADMINISTRATIVE REVIEW NO. 77-115 WAS APPROVED WITH THE FOLLOWING CONDITIONS BY THE FOLLOWING VOTE: CONDITIONS OF APPROVAL: A. TO BE COMPLETED PRIOR TO ISSUANCE OF BUILDING PERMITS: 1. The conceptual plot plan and elevations received June 20, 1977 shall be the approved layout. AYES: Palin, Crosby, Lipps NOES: None ABSENT: None MISCELLANEOUS: SPECIAL EVENT NO. 77-8 Applicant: Lamps, Factory Outlet To permit a parking lot sale on July 30th, and 31st, 1977 from 10:00 a.m. to 5:00 p.m. located at 17424 Beach Boulevard, Huntington Beach, California. Board discussed proposal and found same to be within Ordinance Code conformance. Conditions of approval were discussed. ON MOTION BY PALIN AND SECOND BY CROSBY, SPECIAL EVENT NO. 77-8 WAS APPROVED WITH THE FOLLOWING CONDITIONS, BY THE FOLLOWING VOTE: CONDITIONS OF APPROVAL: 1. The plot plan received June 27, 1977 shall be the approved layout. 2. The applicant shall obtain all necessary electrical permits. 3. An on -site inspection by the Fire Department shall be required. AYES: Palin, Crosby, Lipps NOES: None ABSENT: None -7- BZA 6/29/77 Board of Zoning Adjustments Wednesday, June 29, 1977 Page 8 ADMINISTRATIVE REVIEW NO. 77-119 Applicant: Jarrard Development To permit the construction of two (2) single family dwellings pursuant to Section 9354.16 of the Huntington Beach Ordinance Code located on the west side of 20th Street, approximately 100 ft. south of Olive Avenue in the Townlot Specific Plan, Area One, Section B. This application is a categorical exemption, Class III, California Environmental Quality Act, 1970. Mr. Jarrard, the applicant, and Ms. Prim Shea were present to represent the application. Board discussed proposal with the applicant. Mr. Jarrard, the applicant, stated that the City's square foot calculation for floor area was w incorrect. He stated hat -thee bridge connection was being counted as habitable living area. Conditions of approval were discussed. It was the Board's con - census that the length of the gross floor area has been broken by the variation in setback of the open space area beneath the bridge connection to afford_ variation in setback in aesthetic treatment. ON MOTION BY PALIN AND SECOND BY LIPPS, ADMINISTRATIVE REVIEW NO. 77-119 WAS APPROVED WITH THE FOLLOWING CONDITIONS, BY THE FOLLOWING VOTE: CONDITIONS OF APPROVAL: A.' TO BE COMPLETED PRIOR TO ISSUANCE OF BUILDING PERMITS: 1 1. The conceptual plot plan and elevations received June 23, 1977 shall be the approved layout subject to the modifications described herein: a. The developer shall work with the City to resolve the discrepancy in the floor area of the 1800 sqare feet shown on the plan versus the 1883 square feet calculation by the City. The revised site plan shall reflect the proper floor area. A plan delineating said modifications shall be submitted to the Secretary of the Board. If such plan complies with the modifi- cations outlined by the Board, said plan shall be approved and made a permanent part of the administrative file.
