COMMISSIONERS PRESENT: Finley, Gibson, Slates, Shea, Newman COMMISSIONERS ABSENT: None NOTE: A TAPE RECORDING OF THIS MEETING IS ON FILE IN THE PLANNING DEPARTMENT OFFICE PRECISE PLAN OF STREET ALIGNMENT NO. 76-6A: LAKE STREET EXTENSION This item was placed on the agenda as a result of a joint letter requesting reopening the subject which was signed by Chief Picard, Chief Robitaille, Bill Hartge, and Vince Moorhouse. Vince Moorhouse addressed the Commission and spoke on the importance of arterials in the City and pointed out that the facilities that the City has constructed in the beach area are dependent on ingress and egress from Lake, Huntington and Beach Boulevard. He further stated that the -construction of the facilities had been based on the master plan of arterial highways. He noted that the demand for use of beach facilities would increase tremendously and that there are already traffic problems. He felt that failure to implement the Master Plan of Arterial Highways, which includes -Lake Street extension, would increase the existing and projected problems. Chief Picard stated that fire stations were located in areas based on the Master Plan of Arterial Streets.and Highways. He noted that two companies generally respond to any structural fires, either from Gothard, Lake and/or Edison Stations which means they must have access into the downtown area. He emphasized the importance -of a north/south arterial at Main and Lake, and that Atlanta and Orange should also be a major east/west arterial. It was the consensus of the Commission that, in view of new information supplied by various department heads, a public hearing should be held on extension of Lake Street and ultimate width of Lake Street south of Mansion. GENERAL PLAN AMENDMENT NO. 77-2, PART 1: GENERAL PLAN REVISIONS Emilie Johnson addressed the Commission and stated that General Plan Amendment 77-2, Part 1, is an update of the nine State -mandated General Plan Elements adopted by the City Council in December of 1976. She stated that the "Second Draft Revision" was the result of extensive review and comment by the Standing Committee and the Planning Staff. She stated that after review of the Second Draft by the appropriate bodies a third draft and Environmental Impact Report will be prepared, with the Planning Commission public hearing tentatively scheduled for September, 1977. Minutes: H.B. Planning Commission Tuesday, July 12, 1977 - 7 P.M. Page 2 The Commission suggested that no maximum density be set in the Plan for the High Density Residential land use category. The Commission concurred with staff recommendation that public comment on the Draft Plan be scheduled at each of the next three regular meetings. GENERAL PLAN AMENDMENT NO. 77-2, PART 2: MISCELLANEOUS AMENDMENTS Bryan Austin addressed the Commission regarding General Plan Amend- ment 77-2, Part 2, Miscellaneous Amendments. He indiated that four items were included in this portion of the General Plan Amendment, three of which were instituted by property owners, and the fourth item resulted from direction from both Planning Commission and City Council. The first item he addressed was Area of Concern 2.1, lo- cated at the southeast corner of Brookhurst and Adams. The appli- cant requested that the General Plan designation on subject property be changed to low density residential, and the staff recommended approval of this designation. The second Area of Concern was 2.2 which is located on the south side of Slater Avenue and Nichols Street. The applicant requested redesignation-from industrial to medium density residential. Mr. Austin pointed out that this Area of Concern is in the Central Industrial Corridor and addressed in detail in Part 3 of the General Plan Amendment. He further pointed out that staff was recommending approval of the request. The third Area of Concern is 2.3 which is located at the southeast corner of Terry Drive and Viewpoint Lane. The applicant requested that the general commercial land use designation be changed to medium density resi- dential and staff concurred with this request. The fourth item addressed by Mr. Austin is an administrative item, the Multi -Story Policy Plan. He noted that the Planning Commission adopted this Policy Plan in February of 1977 and the City Council adopted it in April 1977, and both bodies directed staff to include the Multi -Story Policy Plan in the Development Policies of the General Plan. He:_� advised the Commission that staff had complied with this request and recommended that the Multi -Story Plan be included in the General Plan Amendment. The Planning Commission directed staff to address the traffic impacts that will result on Lauson Lane and the adjacent single family residences if the recommended change for Area of Concern 2.1 is implemented. GENERAL PLAN AMENDMENT NO. 77-2, PART 3: INDUSTRIAL AREAS Chuck Clark addressed the Commission and stated that Part 3 of the General Plan Amendment is the outcome of a directive by the City Council in early June to formulate a comprehensive plan'for the City's industrial areas based on the conclusions of the Industrial Land Use Study. He further stated that this amendment provides a comprehensive land use plan for the Central Industrial Corridor and the Edison Industrial Area, and a possible implementation strategy He noted that only the land use portion is to be adopted under the amendment and that the implementation plan is designed to make -2- 7/12/77 - PC Minutes: H.B. Planning Commission Tuesday, July 12, 1977 - 7 P.M. Page 3 decision -makers aware of transitional problems and the methods that can be used to minimize them. In conclusion he stated that the recommended changes to the General Plan Lana Use Element reflect a desirable land use mix for.the long term. He stated that transition to these uses cannot and probably should not occur immediately. ARBORICULTURAL AND LANDSCAPE STANDARDS AND SPECIFICATIONS Daryl Smith addressed the Commission and stated -that on January 3, 1977, the City Council requested that the Department of Public Work prepare a Master Plan of landscaped medians. He reviewed with the Commission the Draft Master Plan of Medians and the Amended Standard Plans and Specifications. Mr. Smith stated that the City now has approximately 400,000 sq. ft. of existing landscape medians with an annual maintenance cost of approximately $44,000. He further stated that the City has a potential of about 2-1/2 million sq. ft. of land- scaped medians with an annual maintenance cost of approximately $260,000. He stated that the Aboricultural and Landscape Standards and Specifications would be up for adoption by the Planning Com- mission at a regular meeting. TRAILS IMPLEMENTATION PLAN Rich Barnard presented a brief overview of the Trails Implementation Plan outlining the goals and policies, proposed plans and associated costs and recommendations for bikeways, equestrian uses and jogging trails within the City of Huntington Beach. The Planning Commission was informed that the Trails Implementation Plan is being presented to the Parks and Recreation Commission and Environmental Council this week. The Commission suggested that the Bicycle Trails Plan was perhaps too ambitious and that jogging trails should probably be the responsibility of the Parks and Recreation Commission. The Commission also stated that its interest in equestrian trails was mainly in items of land use compatibility. ALTERNATE PLANNING COMMISSION MEMBERS The City Council requested that the City Administrator study the feasibility of appointing eight Planning Commissioners, with one to act as an alternate or commissioner -at -large. It was the staff's recommendation that appointing an additional Commissioner would not improve the efficiency of the Commission. The Commission concurred. PRECISE PLAN OF STREETS 70-4 ORANGE/ATLANTA INTERSECTION The Planning Department received ct letter from Nel-Ow Development Company concerning the above area and requested a statement of intent regarding the adopted Precise Plan which will preclude his use of the property. -3- 7/12/77 -PC Minutes: H.B. Planning Commission Tuesday, July 12, 1977 Page 4 The staff recommended that the Commission direct procedures to repeal the existing Precise Plan and initiate studies to prepare a new Precise Plan which accurately depicts current circulation plans for the area. The staff further recommended that the repeal of Precise Plan 70-4 and the adoption of a new Precise Plan'be concurrent. The Commission concurred with staff's recommendations. Tentative Parcel Map No. 77-5 is a request to permit a 3 lot division of land on the southwest corner of Edgewater Lane and Davenport Drive. The staff advised the Commission that the applicant has been unable to complete the anticipated revisions to the proposed site plan and has requested a continuance to the September 7, 1977, meeting. Lovato/Carmen S. DeWitt This is a request to permit the 24-hour care of up to six,non-related female adults from ages 18 to 64. A vugraph was shown. Jim Palin stated that an additional petition had been received in opposition to the proposed use. He further stated that some information had been received from the Department of Social Services outlining the purposes of providing a controlled environment for people who are unable to live independently. The public heaving was opened. Mr.,Lovato, the applicant, addressed the Commission and spoke of the proposed use and described the operation. -2- 7/19/77 - PC Minutes: H.B. Planning Commission Tuesday, July 19, 1977 Page 3 Mr. Lynn Slaven, Recruitment and Monitoring Supervisor for Depart- ment of Social Services, addressed the Commission and spoke in favor -- of the use, stating that the State and County are working on a program to provide board a_ n_d _ho_m_ e_ care for people who are unable to live independently. Brenda Wilson, Orange County Association of Mental Health, addressed the Commission in behalf of the propposed use. She stated that she felt cities must accept the responsibility for providing such uses in the City. Don Hackenberg, a Clinical Psychologist in private practice, addressed the Commission, and spoke in favor of the proposed use. Linda Martinez, Department of Social Services, addressed the Commission and stated that she would be training the operators as well as.making weekly home visit for a period of time. Bill Bushard spoke in -opposition to the use, citing the approximate 90% coverage of the lot by the dwelling,which would leave little open space, as one of his reasons for opposing the use. Ms. Martha Valentine addressed the issue of the children in the neighborhood and how the use might affect them. Mr. D. Bowman spoke in. opposition to the use stating that-it-wa-s against the ground lease of the property. He further stated that he felt the use constituted the running of a business since employees were used on the premises in the operators' absences. Also he stated that such a use would degrade the neighborhood. Mel Harper spoke in opposition to the proposed use and state d that he hoped the City would listen to the adjoining residents of the area. The public hearing was then closed. Comaissioner Newman spoke 3:n opposition to the 'use, stating that she felt if such a use were permitted there should be twenty-four hour per -day professional care on duty. Commissioner Shea concurred with Commissioner Newman. A MOTION WAS MADE BY SHEA AND SECONDED BY NEWMAN TO DENY ADMINISTRATIVE REVIEW NO. 77-108.BECAUSE THE USE WAS INAPPROPRIATE FOR A RESIDENTIAL NEIGHBORHOOD. Commissioner Finley questioned denying this type of use in a resi- dential area when the State -law approves this use in a single family dwelling.and this City's ordinance code has provisions to allow the use. -3- 7/19/77 - PC Minutes: H.B. Planning Commission Tuesday, July 19, 1977 Page 4 Acting Chairman Slates stated that he felt the people in a neighbor- hood have a right to,have such facilities in their neighborhood, but he further stated that'he felt that if the neighborhood_ is opposed to such use he, as a Commissioner_, did not feel it was the Planning Commission's right'to allow such a use when"t-he majority people objected to it. VOTE: AYES: Slates, Shea, Newman NOES: Finley ABSENT: Gibson THE MOTION FAILED Deputy City Attorney Mark Travis stated that any action on an application required four votes, therefore this application must automatically be continued. Secretary Selich,stated that it will be continued to August 16, 1977. Acting Chairman Slates called a recess. REVISIONS TO THE GENERAL PLAN This item was scheduled for_public comment.- There was no one present to speak on tho proposed revisions to the General Plan. CONDITIONAL EXCEPTION NO. 77-07 Applicant: Fathers Sandwiches This is a request to allow an attached building sign for an industrial use which exceeds the maximum allowable area by approximately ten (10) sq. ft.. located on the south side of Commercial Drive approxi- mately 150 ft.-west of Graham Street. Secretary Selich stated that there had been an error made -in cal- culations of the sign and it was below the maximum allowable area. He therefore recommended that the Commission withdraw the appli- cation -and rEfund the filing fee to the applicant. ABSENT: Gibson CODE AMENDMENT NO. 77-7 "PLANNING/BUILDING DEPARTMENT REORGANIZATION" The amendment will amend the Huntington Beach Ordinance Code by amending various sections thereof beginning with Section 9020 and ending with Section 9792.61 and,amending the Huntington Beach Municipal Code by amending Sections 2.32.030, 2.48.0.30, 8.36.030, 8.36.050, 8.36.060, 8.36.080, 8.36.090 and 8.48.060 for the purpose of eifectiho organizational revisions. It would'not change basic entitlements granted by the Ordinance such'as density, or building types and uses permitted. Rather, the substantive matter of the amendment centers on the site design standards within the code dealing primarily with setbacks, floor areas, and open space requirements. Dave Eadie gave a brief summary of the code amendment. Commission discussion ensued.
