of Argosy Drive and Graham Street in a 100-M1-A-20,000, Restricted
Manufacturing District.
This request is covered by EIR 73-16, adopted by the City Council
on March 18, 1974.
Mr. Zwick was present at the meeting. Jim Palin explained to the
Board that the plan had been revised and the legal notice expanded
to include the two neighboring facilities so that the reciprocal
easements and the relationships of the properties could be reviewed
and action taken on all three at the same time. However, the two
adjacent developers have not submitted layouts, and sufficient
information is not available to permit action on any but the sub-
ject parcel, Mr. Zwick's.
The Board reviewed the plot plan.
ON MOTION BY PALIN AND SECOND BY CROSBY ADMINISTRATIVE REVIEW NO.
77-101 WAS APPROVED WITH THE FOLLOWING CONDITIONS, BY THE FOLLOW-
ING VOTE:
CONDITIONS OF APPROVAL:
A. TO BE COMPLETED PRIOR TO ISSUANCE OF BUILDING PERMITS:
1. The revised conceptual plan received and dated July 11,
1977, shall be the approved layout for the 15,000 square
foot building to be construction on the parcel located at
the immediate intersection of Argosy Drive and Graham Street
only, subject to the modifications described herein:
a. The plan shall be revised to show the location of a
wall around the northerly parking and loading area to
screen such facility and parking spaces 9 through 18
from view from the arterial highway, Graham Street.
b. Parking space #32 shown on the plan shall be deleted.
C. The width of the entry into the loading area shall be
increased and a landscaped area of minimum width of
four (4) feet shall be provided along parking space #31.
d. The plan shall show a width of 34'8" ± for the yard
area to the west of the proposed building.
e. A minimum width of 1216" shall be provided for a recip-
rocal drive along the westerly property line for
ingress -egress and reciprocal easement with the parcel
to the west. Said easement shall continue for a depth
of 77 feet from the ultimate right-of-way on Argosy
Drive.

f. A common reciprocal driveway with a minimum width of
25 feet shall be provided, 12'6" of which will be
along the total width of the northerly property line
of the subject property and 12'6" along the southerly
property line of the parcel to the north for a depth
of 175 feet from the ultimate right-of-way line on
Graham Street.
g. Concurrence shall be obtained from the property owner
to the west for an additional easement area which shall
form a triangle along his northeast property line, to
assure that the area ad]acent to the reciprocal drive-
way which is to provide access from Graham will not be
fenced and that there will be free and easy access to
the fire hydrant proposed alongside parking space #45
for all emergency vehicles and occurrences.
h. The plan shall reflect either a chain link fence with
slats or a wall along the westerly property line from
the most northerly point on the reciprocal driveway
off Argosy to a point at the truck entry into the load-
ing area.
The changes and modifications outlined above shall be delin-
eated upon the plot plan submitted to the Department of Building
and Community Development upon application for building permits.
2. All applicable fees shall be paid prior to issuance of
building permits.
In its approval action, the Board of Zoning Adjustments considered
the following issues relating to the conceptual plan.
. Traffic circulation and drives;
. Parking layout;
. Lot area;
. Lot width and lot depth;
. Type of use and its relation to property and improvements in
the immediate vicinity;
. Past administrative action regarding this property.
B. TO BE COMPLETED PRIOR TO FINAL INSPECTION:
1. Parkway areas shall be improved in compliance with the
conditions imposed upon the approval of TT 8688.
2. Street trees shall be installed in compliance with the
conditions imposed upon the approval of TT 6948.

inance Code, located at the southwest corner of Indianapolis
Avenue and Florida Street in an R2, Medium Density Residential
District.
Secretary Palin reported that the applicant has requested that
an extension of time be granted to permit revision of the plan.

Applicant: Lee Segal
To permit construction of a truck well facing an arterial street
in lieu of Section 9518 of the Huntington Beach Ordinance Code,
located on the north side of Argosy Drive approximately 365 feet
east of $olsa Chica Road in an Ml-A, Restricted Manufacturing
District.
This request is a Categorical Exemption, Class V, California En-
vironmental Quality Act, 1970.
Jim Palin as Vice-chairman opened the public hearing. Lee Segal
was present at the meeting and informed the Board that, in addi-
tion to the justifications cited in the application, he had
requested the variance because of the expressed desire of tenants
in the area for loading facilities of this nature. There being
no other persons to address the Board in relation to the proposed
project, the public hearing was closed.
Board discussion ensued. Jim Palin noted that the only other ap-
plication of this kind on Argosy had had special problems in lot

configuration.
ON MOTION BY PALIN AND SECOND BY CROSBY CONDITIONAL EXCEPTION
NO. 77-35 WAS DENIED FOR THE FOLLOWING REASONS, BY THE FOLLOWING
VOTE:
REASONS FOR DENIAL:
1. Granting of subject request would constitute granting of special
privilege not otherwise realized by other developers within the
total industrial park.
2. Granting of subject request would establish a dangerous precedent
for permitting such types of construction without due considera-
tion by either the Planning Commission or the City Council for such
a facility facing an arterial street.
3. Argosy Drive was originally designated as an arterial at the time
of approval of the tentative tract map; therefore, property owners
as well as buyers have been aware of that status for some time.
4. Insufficient information was submitted in the conditional exception
application to justify the standard findings of hardship on the
property; thus, it does not behoove this Board to make the findings
or justification for the request.
5. The design of the loading facility, the turning radius provided, and
the location of the adjacent parking are not desirable elements
at this location.

Applicant: Lee Segal
To permit construction of two (2) industrial buildings totaling
36,147 square feet pursuant to Section 9511 of the Huntington
Beach Ordinance Code, located on the north side of Argosy Drive
approximately 365 feet east of Bolsa Chica Road in an Ml-A, Re-
stricted Manufacturing District.
This request is covered by EIR 73-16, adopted by the City Council
on March 18, 1974.
The Board briefly reviewed the plot plan, informing the applicant
that the common wall shown between the buildings would not be per-
mitted unless a parcel map were filed to consolidate the two lots.
Fire -wall requirements were also discussed. In view of the denial
of the conditional exception request, no action can be taken on

the present layout, and the applicant requested a continuance in
order to permit reevaluation of the plan.

PLOT PLAN AMENDMENT NO. 77-4
Applicant: General Telephone Company of California
To permit an amendment of a previously approved plot plan by the
addition of an 800 square foot section to the building and altera-
tion of the roof pursuant to Section 9811.4 of the Huntington
Beach Ordinance Code, located on the west side of Bushard Street
approximately 350 feet south of Garfield Avenue in an R5, Office -
Professional District.
This request is a Categorical Exemption, Class I(e), California
Environmental Quality Act, 1970.
Vice-chairman Palin opened the public hearing. Richard C. Cundiff
of General Telephone and Kenneth Wing, architect, were present to
represent the application and reviewed the layout and parking re-
quirements with Board members. There being no other persons present
to address the Board in regard to this request, the public hearing
was closed.
Board review ensued.
ON MOTION By CROSBY AND SECOND BY PALIN PLOT PLAN AMENDMENT NO.
77-4 WAS APPROVED WITH THE FOLLOWING CONDITIONS, BY THE FOLLOWING

shall be the approved layout, subject to the modifications

TENTATIVE PARCEL MAP NO. 77-26
Applicant: Pomona First Federal Savings & Loan Association
To permit the division of one (1) parcel of land into four (4)
separate parcels pursuant to Section 9921 of the Huntington Beach
Ordinance Code, located on the east side of Magnolia Street approxi-
mately 210 feet south of Garfield Avenue in a C2, Community Busi-
ness District.
This request is covered by Negative Declaration No. 77-79.
Vice-chairman Palin opened the public hearing on the Negative Dec-
laration. Gilbert Smith was present to represent the applicant.
There were no persons present to address the environmental effects
of the proposed project, and the public hearing was closed.
In the Board review, Jim Palin noted that a layout of the proposed
construction on the site is needed to see if the parcels will
provide viable development for the total area, as far as access and
circulation are concerned. He pointed out that development of the
subject site might very well eliminate exposure to the arterials
for the remaining commercial parcels and careful evaluation of all
four parcels should take place before this is done.
Mr. Smith said that Parcel No. 1 is occupied by the Garfield Bank,
Parcel No. 4 will be occupied by Pomona Federal, and the property
owner has no immediate plans for Parcels 2 and 3. It was also
his opinion that improvement of the 40-foot easement on the north
side of the parcel and the 20-foot north -south easement would pro-
vide adequate access for` all parcels.
Alignment of the 40-foot easement in relation to the break in the
raised median in Magnolia Street was discussed, with a suggestion

made to move the easement southerly in order to take advantage
of the median break and afford both right- and left -turn access
into the project. Mr. Smith indicated that would be toally im-
practical for his client.
After further discussion it was still the consensus of the
Board that a site layout should be submitted prior to approval
of the tentative parcel map.
ON MOTION BY PALIN AND SECOND BY QUINLAN TENTATIVE PARCEL MAP
NO. 77-20 WAS CONTINUED TO THE REGULAR MEETING OF JULY 20, 1977,
WITH THE CONCURRENCE OF THE APPLICANT, BY THE FOLLOWING VOTE:

150 feet east of Main Street in a C3, General Business District.
This request is a Categorical Exemption, Class I(e), California
Environmental Quality Act, 1970.
No one was present to represent the application or respond to
the numerous questions the Board had on the proposed plan. The
secretary was directed to notify the applicant of the importance
of attending the meeting to clarify the plan as submitted.

Secretary Palin informed the Board that the plan is not in com-
pliance with code requirements and that a meeting has been
scheduled with the developer to discuss the problems. Therefore
staff has made a request for the continuance of this item.

274 feet north of Machine Drive in an M1-A, Restricted Manufactur-
ing District.
This request is covered by EIR 73-16, adopted by the City Council
on March 18, 1974.
Ernie Gorrill was present at the meeting to represent the appli-
cation.
Board review indicated that some dimensions and an easement are
not depicted on the plan. The applicant was also informed of his
his options in the treatment of the .25-foot setback from the
property line, depending on the siting of construction on the adjac-
ent property.

building pursuant to Section 9511 of the Huntington Beach Ordin-
ance Code, located on the north side of Industrial Drive approxi-
mately 142 feet east of Chemical Lane in a 100-M1-A-20,000,
Restricted Manufacturing District.
This request is covered by EIR 73-16, adopted by the City Council
on March 18, 1974.
Stanley Smith was present at the meeting. He explained to the Board
that Parcel 12 had been included on the drawing because it may be
used later for parking for the facility if it is found to be neces-
ary. He also explained the difficulty of providing the required
minimum drive width because of an abutting Edison Company pit.
The Board discussed the drive width and the treatment between
buildings. Chuck Burney informed the applicant that the indicated
plans for sprinklering the building are not in compliance with
code.

b. The plan shall be revised to reflect minimum setbacks
and, if the setback is zero to zero along the rear of
the property, flashing shall be provided to span the
distance between buildings.

plan submitted to the Department of Building and Community
Development upon application for building permits.
In its approval action, the Board of Zoning Adjustments considered

MISCELLANEOUS AGENDA ITEM:
USE PERMIT NO. 76-52 (Rev. Plan)
Applicant: Glenn Busby
Revised site plan for a use within a previously approved shop-
ping center located at the southeast corner of Goldenwest Street
and Edinger Avenue. New co tenants of the building under consid-
eration will be a delicatessen and a hamburger restaurant.
Secretary Palin reported that a floor layout for the delicatessen
has been received as requested - the facility is a take --out opera-
tion and will not affect the parking ratio of the center. Bruce
Crosby noted that the Department of Public Works, in reviewing
this revision, had made comments on the general circulation of the
site and recommended deletion of certain stop signs within the
complex.
ON MOTION BY CROSBY AND SECOND BY PALIN THE REVISED PLAN FOR USE
PERMIT NO. 76-52 WAS APPROVED WITH THE FOLLOWING CONDITIONS, BY
THE FOLLOWING VOTE:
CONDITIONS OF APPROVAL:
1. The revised plot plan received and dated June 30, 1977, shall
be the approved layout, subject to all prior conditions of
approval on the Use Permit.
2. The Department of Public Works recommends deletion of the stop
signs for entry traffic only at the driveway entrances off
Goldenwest Street and Edinger Avenue.
