Mayor Pattinson called the adjourned regular meeting of the City Council to order.
Said meeting was called to conduct interviews of candidates for two positions on
the Planning Commission.

INTERVIEWS FOR PLANNING COMMISSIONERS
The following candidates were interviewed by the City Council at this time:
Norman McCroskey, Dale Dunn, Jim Olmsted II and Dr. Frank Hoffman.
RECESS - RECONVENE
Mayor Pattinson declared a recess of the City Council. He announced that the City
Council would reconvene in the Council Chamber as the City Council/Redevelopment
Agency for the purpose of conducting a joint public hearing with the Redevelopment
Commission on adoption of the proposed Redevelopment Plan for the Warner/Goldenwest
Small Lot Redevelopment Project and adoption of the Final Environmental Impact
Report on the Redevelopment Plan.
Chairman Pattinson called the adjourned regular meeting of the City Council)
Redevelopment Agency to order.

JOINT PUBLIC- HEARING - WARNER/GOLDENWEST _SMALL LOT AREA - APPROVED EIR 77-4 -
ADOPTED -- - -
Mayor Pattinson announced that this was the day and hour set for a joint public
hearing between the City Council/Redevelopment Agency and the Redevelopment
Commission to consider the proposed Redevelopment Plan for the Warner/Goldenwest
Small Lot Redevelopment Project and to consider all evidence and testimony for
or against the approval and adoption of the Redevelopment Project and the Final
Environmental. Impact Report on the Redevelopment Plan.
The Mayor introduced Joseph E. Coomes, Redevelopment Agency Counsel.
The Clerk was directed to enter into the record the following documents:
Exhibit A Affidavit of publication of notice of Public Hearing.
Exhibit B Certificate of mailing of notice of public hearing, together with
statement concerning acquisition of property by the agency, to each
owner of property in the project area as shown on the last equalized
assessment roll.
Exhibit C Certificate of mailing of notice of public hearing to the governing
bodies of each taxing agency within the project area.
Mayor Pattinson declared the hearing open.
The Mayor explained that the hearing would be followed according to procedures
prescribed by the Community Redevelopment Law of the.State of California.
The Court Reporter administered the oath to members of the City staff and those
members of the audience planning to give testimony.
The Mayor then explained the order of procedure for the public hearing.
Mr. Joseph Coomes, Redevelopment Agency Counsel spoke regarding the findings
and determinations for adoption of the Redevelopment Plan.
Monica Florian, Assistant Planning Director, entered into the record the
Certification of Official Actions taken by the City Council, Planning Commission,
Redevelopment Agency and Redevelopment Commission in connection with the prep-
aration of the Redevelopment Plan for the Warner/Goldenwest Small Lot Redevelop-
ment Project. Said statement was recorded as Exhibit D.
Edward Selich, Planning Director, made a presentation on the reasons for the
proposed Redevelopment Plan. The Assistant Planning Director spoke regarding
the Report of the Agency to the City Council which is the basic supporting
documentation for the Redevelopment Plan and the ordinance which will adopt the
plan.
Discussion was held between the Assistant Planning Director and Commissioners
and Council/Agency members regarding various aspects of the plan, including
action on the property taken a considerable number of years ago, prior to City
incorporation.

The Report of the Agency and the Report of the Planning Commission were entered into
the record as Exhibit E and Exhibit F, respectively.
The Assistant Planning Director then presented a brief summary of Environmental
Impact Report 77-4, and said report was entered into the record as Exhibit G.
The Redevelopment Agency Counsel presented a review of the Redevelopment Plan.
Discussion was held regarding said plan and the Redevelopment Plan was entered into
the record as Exhibit H.
The Rules for Owner Participants and Property Owners Desiring to Participate in
Redevelopment were entered into the record as Exhibit I.
The Clerk announced that a communication had been received from William Gadner,
property owner, inquiring about the plan. She stated that a letter had also been
received from Almon S. Hougard, representing himself and five co -owners of property
in favor of the Plan. Said communications were recorded as Exhibit J.
There being no one present to speak in favor of the plan and there being no one
present to speak in opposition, the Mayor urged that anyone with questions, or need
of clarification, or who would wish to speak, to please take this opportunity to be
heard.
Mr. Burton Horn, property owner presented questions as to the basis on which the
land value would be determined. The Redevelopment Agency Council responded to Mr.
Warren's question and discussion was held.
Mr. David Gering, representing Mrs. Kemp, property owner, addressed Council regarding
the effect of the proposed redevelopment on property presently in escrow.
Marie Drynan, addressed Council regarding the calls and offers received last year
by property owners in the area regarding the property and stated that she had
received no recent calls.
Darrell Stafford, representing Business Properties, the firm granted preliminary nego-
tiating rights by the City should the Redevelopment Plan be approved, addressed Council
regarding development of the area. He stated that he was not familiar with.the inci-
dences reported relative to contact by developers of property owners in the area and
that such contact would not have been representative of his company. Considerable
discussion was held regarding the procedure by which property would be appraised.
There being no further testimony or evidence to be received, a motion was made by
Shenkman, second Si�bert, to close the hearing. Motion carried unanimously.
REDEVELOPMENT COMMISSION RES NO 7 -ADOPTED
The Clerk was directed to read Resolution, No. 7 by title - "A RESOLUTION OF THE
COMMUNITY REDEVELOPMENT COMMISSION OF THE CITY OF HUNTINGTON BEACH APPROVING THE
REDEVELOPMENT PLAN FOR THE WARNER-GOLDENWEST SMALL LOT REDEVELOPMENT PROJECT AND
RECOMMENDING ITS ADOPTION BY THE CITY COUNCIL."
On motion by Milkovich, second Perez, the Commission waived further reading of
Resolution No. 7 and adopted same by the following roll call vote:
AYES: Bazil, Perez, Garofalo, Milkovich
NOES: None

REDEVELOPMENT AGENCY RES NO 17 - ADOPTED
The Clerk was directed to give Resolution. No. 17 a reading by title - "A RESOLUTION
OF THE REDEVELOPMENT AGENCY OF THE CITY OF HUNTINGTON BEACH CERTIFYING THE COMPLE-
TION OF A FINAL ENVIRONMENTAL IMPACT REPORT FOR THE WARNER-GOLDENWEST SMALL LOT
REDEVELOPMENT PROJECT."
On motion by Coen, second Bartlett, the Agency waived further reading of Resolu-
tion No. 17 and adopted same by the following roll call vote:
AYES: Bartlett, Wieder, Coen, Siebert, Shenkman, Pattinson
NOES: None
ABSENT: Gibbs ,j
COUNCIL MOTION TO OVERRULE WRITTEN & ORAL OBJECTIONS - ADOPTED
A motion was made by Coen, second Siebert, to overrule written and oral objections
to the Redevelopment Plan. Motion carried by the following roll call vote:
AYES: Bartlett, Wieder, Coen, Siebert, Shenkman, Pattinson
NOES: None

CITY COUNCIL ORDINANCE NO 2212 - FIRST READING
The Clerk was directed to give Ordinance No. 2212 a first reading by title -
"AN ORDINANCE OF THE CITY OF HUNTINGTON BEACH, CALIFORNIA, APPROVING AND ADOPTING
THE REDEVELOPMENT PLAN FOR THE WARNER/GOLDENWEST SMALL LOT REDEVELOPMENT PROJECT."
On motion by Bartlett, second Coen, Council waived further reading of Ordinance No.
2212 by the following roll call vote:
AYES: Bartlett, Wieder, Coen, Siebert, Shenkman, Pattinson
NOES: None
ABSENT: Gibbs
ADJOURNMENT - REDEVELOPMENT COMMISSION
On motion by Perez, second Garofalo, the adjourned regular meeting of the Redevelop-
anent Agency adjourned. Motion carried unanimously.
ADJOURREDEVELOPMENT AGENCY
The adjourned regular meeting of the Redevelopment Agency was adjourned by the
Chairman.
RECESS - RECONVENE COUNCIL,
The Mayor called a recess of the Council at 9:10 P.M. The meeting was reconvened
at 9:20 P.M.. in Room B-8 for the purpose of continuing with the interviews of
applicants for the two Planning Commission vacancies.
Councilwoman Gibbs arrived at 9:35 P.M., following the interview of Mr. Granger.

APPOINTMENT OF PLANNING COMMISSIONERS - APPROVED
At this time, the following candidates were interviewed by the City Council:
Lloyd Granger, Robert Love and John Stern. Courtland Paul was unable to attend the
interviews but conveyed his wish to be considered for future openings.
Following the interviews, the Councilmembers announced their choices for appointment
as follows:

On motion by Gibbs, second Siebert, Council appointed John Stern to a term on the
Planning Commission to expire 6/30/78 filling the vacancy created by the resignation
of Joseph Boyle, and appointed Frank Hoffman to a term on the Planning Commission
to expire 6/30/81. Motion carried unanimously.
ADJOURNMENT
The adjourned regular meeting of the City Council of the City of Huntington Beach
was adjourned to Monday, August 1, 1977 at 6:30 P.M. in Room B-8, Civic Center.
Motion carried unanimously.
