This is a request for an additional sign for existing commercial

The Chairman stated that the applicant had requested a continuance

meeting and would be eligible to vote. Commissioner Stern stated
that he had listened to the tape and would be eligible to vote.
Commission Gibson stated that he would be unable to vote since he
had only read the minutes.

ISSUE IDENTIFICATION FOR LOCAL COASTAL PROGRAM
Bryan Austin presented a brief overview of the Local Coastal Program
requirements and presented staff's preliminary findings regarding
the issue identification phase of the Local Coastal Work Program.

He emphasized the importance of the issue, identification process
and requested input from members of the Planning Commission and
citizens in attendance.
Herb Chatterton addressed the Commission as a citizen and requested
that additional information regarding Section 3.11.5 of the staff's
Issue Identification Report be expanded to determine what
archaeological regulations could be developed to make them binding
on other agencies. He complimented the staff on the work that had
been put into the report.- He also requested that all low lying areas
adjacent to Pacific Coast Highway be included'in assessment of
environmentally sensitive habitat areas, including the Bolsa Chica
and the undeveloped area between the Edison Plant and the Santa Ana
River,
Ann Conway addressed the Commission in behalf of the Bolsa Chica
marshland area and the need for preserving it as a visual resource.
Jeff Fillbach, Amigos de Bolsa Chica, addressed the Commission on
the Bolsa Chica, stating that this group felt it is incumbent upon
both the County of Orange and the City of Huntington Beach to
designate the Bolsa Chica lowlands as a Sensitive Coastal Resource Area
and to provide for its special -consideration and protection in their
Local Coastal Programs.
Chairman Slates noted that a letter was on file from Shell Oil Company
indicating their tentative plans for future plans for oil drilling
production.
Melody Chatterton addressed the Commission pointing out'that the
downtown redevelopment effort, identified by staff as an issue to
be addressed by the Local Coastal Plan, reflect the Coastal Act
policies.
Nancy Donovan addressed the issue of the marshland and stated that
the City needed to give careful consideration about what happens to it.
Dr. Shipley presented a statement for the record and addressed the
Commission on the contents. He spoke in favor of preserving the Bolsa
Chica marsh.
Mrs. Milkovich, League of Women Voters, furnished the Commissioners
with a copy of the League of Women Voters comments on the report
and spoke on its contents.
Commissioner Stern stated that he would like to see the issue of
Tsunami added to the Hazard Section and the concept of density
transfers and point systems for high density residential develop-
ment.

Lydia Guteriz addressed the Commission and pointed out the importance
of the beach as a recreation resource.
The staff was directed to bring its Work Program before the Planning
Commission prior to submittal to the City Council.
Secretary Selich at this time addressed the Commission and advised
the -:following three items on the agenda had been continued to allow
time for the sewer deficiency issue to be resolved. He noted that
the City Council at its August 15-meeting awarded a contract for
construction of a relief line for the Warner Avenue sewer which
would provide adequate sewerage relief.,
CONDITIONAL USE PERMIT NO. 77-6/NEGATIVE DECLARATION NO. 77-23

Conditional Use Permit No. 77-6 is a request for a 10 unit planned
residential development located on the southeast corner of Warner
Avenue and Leslie Lane.
Tentative Tract No. 9753 is a request for a 14 lot subdivision located
on the southeast corner of Warner and Leslie Lane.
The public hearing was opened on Conditional Use Permit No. 77-6
and Negative Declaration No. 77-23.
There was no one present to speak on these applications and the public
hearing was closed.

FINDINGS:
1. The proposed subdivision of this 1.95+ acre parcel of land
zoned R1-PD (which allows 6.5 units -per gross acre) is proposed
to be constructed having only 6.41 units per gross acre.
2. The General Plan has set forth provisions for this type of
land use as well as setting forth objectives for implementation
for this type of housing,
3. The property was previously studied for this intensity of land
use at the time the land use designation for low density resi-
dential was placed on said property.
4. The lot size, depth, frontage, street widths, and all other
design and improvements features.of the proposed subdivision
are proposed to be constructed in compliance with standard
plans and specifications on file with the City, as well as in
compliance with the State Map Act and supplementary City Sub-
division Ordinance.
CONDITIONS OF APPROVAL:
1. The site plan received and dated August 11, 1977 shall be
approved layout for the 10-unit condominium development.
2. All details and amenities for the development as shown on the
site plan submitted for approval shall be constructed within
the development, such as recreational building, tennis courts,
etc.
3. The exterior elevations of all buildings proposed for con-
struction within the project'shall comply with the architectural
design and structure submitted in conjunction with the site
plan and tentative map.
4. The developer shall construct perimeter masonry walls along the
perimeter property lines of the proposed project (north, east
and south property lines) which shall be subject to the Planning
.Department review and approval action.
5. The CC&R's and association rules shall set forth provisions for
the exclusive use of the open parking areas within the project
as well as a restriction on the storage of recreational vehicles
in such open parking spaces.

6. The decorative masonry wall shall be constructed to City speci-
fications along Warner Avenue. Such -walls shall be six inches
wide and a minimum of six feet high. The height of said wall
shall be measured from whichever side is higher at finished
grade. The architectural design of said wall shall be approved
by the Planning Department. The structural design of said wall
shall be approved by the Department of Public Works if said
wall is located within the ultimate right-of-way.
7. A decorative masonry wall shall be constructed at the southwest
corner of the proposed tennis court.
B. A landscape planter shall be provided along Warner Avenue. Such
planter shall conform to the plans and specifications on file
in the Department of Public Works and to the requirements of
the Planning Commission. It is the developer's responsibility
to landscape such planter and provide irrigation facilities in
conformance with the Department of Public Works specifications
and requirements.
9. The drainage for the development shall be approved by the
Department of Public Works prior to the recordation of a final
map. This system shall be designed to provide for siltation
and erosion control both during and after construction of the
project.
10. If the developer proposes to provide air conditioning, the
insulation in ceilings and exterior walls shall be a minimum
of R-19 and R-11, respectively. If no air conditioning is to be
provided, the insulation'in ceilings and exterior walls shall be
a sminimum of R-13 and R-7, respectively.
11. All building spoils, such as unusable lumber wire, pipe, and
other surplus or unusable material, shall be disposed of at an
offsite facility equipped to handle them.
12. Natural gas and 220V electrical shall be stubbed in at the
location of clothes dryers, and natural gas shall be stubbed in
at the locations of cooking facilities, water heaters, and
central heating units.
13. Double -paned windows shall be installed within the units
facing onto the adjacent arterial highway.
14. The structures on subject property, whether attached or de-
tached, shall be constructed in compliance with the State
Acoustical Standards set forth for all units that lie within
the 60 CNEL contours of the property.,

15. Use,of.energy-saving -lighting, such as'high pressure sodium
vapor lamps, should be considered in parking lots and
recreation,areas..
16. Crime prevention techniques should be applied to the design
aspects of the project (e.g,., single -cylinder locks, etc.).
17. Low -volume heads shall.be used -on -all spigots and water
faucets.
18. All holding tanks for restroom facilities shall be equipped for
a capacity of'3.5 gallons if such facilities are available at
the time of construction.
19. Prior to recordation of a final"map or any grading onsite, an
assessment of the archaeological conditions existing onsite
shall be submitted to the City along with a program for
preservation of the site, or that salvage excavation shall be
conducted to gain an adequate scientific sample of the site
including column samples and dateable C-14 materials.

2. The reduction is not inconsistent with limitations on surrounding

to property in the general vicinity.

3. The developer shall participate in the Orange County Annexation
Sanitation District fee.
4. The fire alarm system conduit and appurtenances shall be in-
stalled by the developer at locations and to specifications of
the Fire Department.
5. A minimum of a 12 foot travel lane -on the west side of Green
Street shall be constructed by the developer from the northerly
boundary of this proposed subdivision north to Warner Avenue.
Such construction shall be in compliance with standard plans
and specifications on file with the Department of Public Works.
6. Detailed plans for the treatment within the cul-de-sac shall
be submitted to the Planning Department for review and
approval action prior to the issuance of building permits.
7. Plans for the private patio walls on "A" Street shall be sub-
mitted for approval action to the Planning Department prior to
the issuance of building permits. Such plans shall indicate
the type of material and design of the wall for the private yard
areas on Lots 2, 3, 8, and 9.

that had been made.

Commission discussion ensued.
The public hearing was opened. There was no one present to speak
on this code amendment and the public hearing was closed.
Commissioner Finley stated that she would have to abstain since
she had not had time to study the code amendment.

MISCELLANEOUS:
Commissioners Finley, Slates and Newman will continue to serve for
FY 77-78 as members of the Subdivision Committee.
Commissioner Gibson and Commissioner Hoffman will serve on the
Transportation Committee.
Commissioners Stern, Finley and Newman will serve on Low Cost
HOusing Subcommittee,
Commissioners Gibson and Slates will serve on the Parks Analysis
Subcommittee,
Chairman Slates will continue to serve on the Oil Committee,
Commissioner Finley will serve on the HCD Citizens Advisory
Committee with Commissioner Stern serving as an alternate.

COMMISSIONERS' COMMENTS:,
Commissioner Finley requested information concerning housing, and
further requested information concerning economic benefits of a
public marina to the City.
Commissioner Stern requested that maps be numbered to correspond
with the Agenda Item Nos.
STAFF'S COMMENTS:
Secretary Selich discussed the Action of the City Council at its
August 15th meeting.
