To permit the construction of a 34,244 square foot mini -warehouse
facility and caretaker's apartment pursuant to Section 9530 of
the Huntington Beach Ordinance Code, located on the southeast
corner of Mountjoy and Enterprise in an Ml, Light Industrial Dis-
trict.
This request is covered by Exemption Declaration No. 74-150,
adopted by the Planning Commission on November 19, 1974.
Gary Shearn was present at the meeting.
Bruce Crosby reported that the drainage easement layout proposed
by the applicant for this property which serves to drain other
properties has been reviewed by the Department of Public Works
and found to be satisfactory. The existing easements presently
recorded on the property will have to vacated or removed by an
amended parcel map prior to issuance of permits on the site.

Extensive discussion followed, and the applicant was advised of
the appeal procedures and the requirements for justification of
a variance application.
ON MOTION BY CROSBY AND SECOND BY COPE ADMINISTRATIVE REVIEW
NO. 77-120 WAS APPROVED WITH THE FOLLOWING CONDITIONS, BY THE
FOLLOWING VOTE:
CONDITIONS OF APPROVAL:
A. TO BE COMPLETED PRIOR TO ISSUANCE OF BUILDING PERMITS:
1. The revised conceptual plot plan received and dated
July 22, 1977, shall be the approved layout, subject to
the modifications described herein:
a. Building E shall be moved to the east property line.
b. The twelve (12) foot dimension shown between Buildings
B and C shall be increased to a dimension of twenty
(20) feet.
c. The landscaping shall be revised to provide the six
(6) percent minimum required by code.
d. The new drainage easement located in the driveway
shall record prior to the issuance of building permits,
and the existing drainage easement on the north

building permits.
A revised plan delineating the modifications outlined above
shall be submitted to the Planning Department for review and
approval prior to submittal to the Department of Building and

Code, located on the west side of Holly Street approximately 335
feet south of Garfield Avenue in an R3, Medium -High Density
Residential District.
This request is covered by Negative Declaration No. 75-73, adopted
by the Board of Zoning Adjustments on November 26, 1975.
John Cope reported that the applicant has,,requested a two -week
continuance, to permit revision to the plan.

USE PERMIT NO. 77-69 (Cont. from 8-17-77)
Applicant: Henry W. Ortlieb
To permit installation of a stereo service, sales, and repair
use in an existing service station facility pursuant to Section
9472.1 of the Huntington Beach Ordinance Code, located on the
northwest corner of Beach Bouelvard and Heil Avenue in a C4,
Highway Business District.
This request is a Categorical Exemption, Class I, California En-
vironmental Quality Act, 1970.
John Cope opened the public hearing. Henry Ortlieb was present
at the meeting. There being no persons to address the Board in
regard to this matter, the public hearing was closed.
The Board reviewed the modifications previously required of the
applicant, and found that the parking still does not meet code
requirements. Reorientation of the building was suggested as a
means of providing better access and parking space, to which the
applicant agreed.

ON MOTION BY COPE AND SECOND BY CROSBY USE PERMIT NO. 77-69 WAS
APPROVED WITH THE FOLLOWING FINDINGS AND CONDITIONS, BY THE FOL-
LOWING VOTE:
FINDINGS OF THE BOARD:
1. The establishment, maintenance, and operation of the use will
not be detrimental to:
a. The general welfare of persons residing or working in
the vicinity;
b. Property and improvements in the vicinity of such use or
building.
2. The granting of a Use Permit will not adversely affect the
Master Plan of the City of Huntington Beach.
3. The proposal is consistent with the City's General Plan of
Land Use.
CONDITIONS OF APPROVAL:
A. TO BE COMPLETED PRIOR TO ISSUANCE OF BUILDING PERMITS:
1. The revised conceptual plan received and dated August 19,
1977, shall be the approved layout, subject to the modifi-
cations outlined herein:
a. The existing service island adjacent to Beach Boulevard
shall be removed.
b. The existing driveway on Beach Boulevard and the east-
erly driveway on Heil Avenue shall be removed and the
curbs and sidewalks replaced.
c. The 435 square foot new display area shall be oriented
in a north -south direction and onsite parking for
the facility shall be located at a 90° angle adjacent
to Beach Boulevard.

Applicant: Urbanites
To permit construction of a three (3) unit apartment complex
abutting an arterial highway pursuant to Section 9161.4 of the
Huntington Beach Ordinance Code, located on the south side of
Alhambra Drive approximately 230 feet east of Silver Lane in an
R2, Medium Density Residential District.
This request is a Categorical Exemption, Class III, California
Environmental Quality Act, 1970.
John Cope opened the public hearing. Dara Commissariat was pre-
sent to represent the application. There being no one present to
speak for or against the project, the public hearing was closed.
The Board reviewed the parking ratio on the site and explained
the code distinction between a "den" and a "bedroom" to the appli-
cant, noting that he could alter the floor plan in order to make
the parking adequate. Also discussed were the treatment of the
balcony and the exterior stairway, the location of the trash area,
and the landscaping on the site. The applicant was requested to
submit a revised plan conforming to the above discussion.

This request is a Categorical Exemption, Class V, California En-
vironmental Quality Act, 1970.
John Cope opened the public hearing. Robert Bolen was present
at the meeting, stating that both the existing house and the gar-
age on the site are constructed at a reduced setback, with a
slight variation which accounts for the minor offset in the new
addition. There being no persons present to address the Board
in regard to this request, the public hearing was closed.
Board discussion ensued.

TENTATIVE PARCEL MAP NO. 77-33
Applicant: Emerald Engineering
To permit division of one parcel of land into three (3) separate
parcels pursuant to Section 9921 of the Huntington Beach Ordin-
ance Code, located within Tract 9188 on the northeast corner of
Delaware Street and Utica Avenue in an R2, Medium Density Resi-
dential District.
This request is covered by Negative Declaration No. 75-84, adopted
by the Planning Commission on September 21, 1976.
Don Baker was present at the meeting and indicated his receipt of
and concurrence with the suggested conditions of approval sent
him previously.
John Cope reviewed the history of the tentative tract on this
site, of which the subject parcel is a part. Bruce Crosby reported
that there is no definite date set by which the storm drain system
will be completed. It was the determination of the Board after
discussion that no building permits should be issued on the lots
until after the drainage system is constructed; the applicant
agreed to an added condition prohibiting issuance of permits until
after recordation of a final parcel map on the property.
ON MOTION BY COPE AND SECOND BY CROSBY TENTATIVE PARCEL MAP NO.
77-33 WAS APPROVED WITH THE FOLLOWING CONDITIONS, BY THE FOLLOWING
VOTE:
CONDITIONS OF APPROVAL:
A. TO BE COMPLETED PRIOR TO USE OR OCCUPANCY OF SAID PARCELS
FOR ANY PURPOSE:
1. The tentative parcel map received by the Planning Depart-
ment on August 15, 1977, shall be the approved layout.
2. A parcel map shall be filed with, and approved by, the
Department of Public Works and recorded with the Orange
County Recorder.
3. Utica Avenue and Delaware Street shall be dedicated to
City standards at the time said parcels are developed.
4. Water supply shall be through the City of Huntington Beach
water system at the time said parcels are developed.
5. Sewage disposal shall be through the City of Huntington
Beach sewage system at the time said parcels are developed.
6. All utilities shall be installed underground at the time
said parcels are developed.

7. Compliance with all applicable City ordinances.
8. The property shall participate in the local drainage
assessment district at the time said parcels are devel-
oped.
9. A copy of the recorded parcel map shall be filed with the

10. Vehicular access rights to Delaware Street shall be dedi-
cated to the City of Huntington Beach.
11. A twenty (20) foot common driveway easement shall be
recorded between the east property line of Parcel 2 and
the west property line of Parcel 3. Said easement shall
provide access to these parcels from Utica Avenue.
12. Building permits for subject lots shall not be issued
prior to recordation of a final parcel map on the property.

north of Walnut Avenue in the Townlot Specific Plan Area One,
Section B.
This request is a Categorical Exemption, Class III, California
Environmental Quality Act, 1970.
Victor Galiote was present to represent the applicant.
Board review found the site plan to comply with code requirements.
The elevations were discussed, and it was the determination that
the applicant should alternate the front facades of the
buildings.

77-151 WAS APPROVED WITH THE FOLLOWING CONDITIONS, BY THE FOLLOW-

To consider revocation of a Home Occupation License, pursuant to
Section 9814 of the Huntington Beach Ordinance Code, located on
the south side of Hazelbrook Drive approximately 131 feet east of
Kenyon Lane in an R1, Low Density Residential District.
John Cope reported to the Board that Jemco Builders have obtained
a commercial license for this business enterprise and relocated
to a commercial property. The Planning Department therefore
recommends withdrawal of the revocation action.

Applicants: Drs. Flanagan, Suydam, & Yuppa
Request for an extension of time on the approvals of a 34,000
square foot medical facility pursuant to Section 9401 of the
Huntington Beach Ordinance Code, located on the southeast corner
of Main Street and Huntington Street in an R5, Office -Professional
District.
Phil Johnson was present, and informed the Board that the grading
plan for the project is presently in the process of being plan
checked in the Department of Public Works. The Board reviewed
the request.
ON MOTION BY COPE AND SECOND BY CROSBY ADMINISTRATIVE REVIEW NO.
76-119 AND CONDITIONAL EXCEPTION NO. 76-39 WERE GRANTED A ONE-
YEAR EXTENSION OF TIME, BY THE FOLLOWING VOTE:

Applicant: Foxx Development Corporation
John Cope explained to the Board that the applicant wishes to
have the conditions imposed upon these applications on August 17,
1977, reconsidered in regard to the siting of the garages on the
lots and the location and treatment of the trash disposal areas.
It is their desire to use a double front gate across the property
line to the trash bin areas; this has been checked in the field
and appears to present no problems.
