HomeMy WebLinkAbout1977-09-13APPROVED 9/20/77 MINUTES HUNTINGTON BEACH PLANNING COMMISSION Room B-8 - Civic Center Huntington Beach, California TUESDAY, SEPTEMBER 13, 1977 - 7 P.M. - ADJOURNED MEETING COMMISSIONERS PRESENT: COMMISSIONERS ABSENT: Stern, Finley, Gibson, Shea, Newman, Hoffman Chairman Slates arrived at 7:35 p.m. None NOTE: A TAPE RECORDING OF THIS MEETING IS ON FILE IN THE PLANNING DEPARTMENT OFFICE. Vice -Chairman Shea called the meeting to order. She stated that the first item on the agenda, General Plan Amendment 77-2, would be a discussion between the Commission and staff and that no public testimony would be acceptable. She further stated that the public hearing on this item would be held on September 20, 1977. GENERAL PLAN AMENDMENT 77-2 PARTS 1, 2 AND 3 Monica Florian addressed the Commission and gave a brief overview of General Plan Amendment 77-2, Parts 1, 2 and 3. She then turned the presentation over to Emilie Johnson. Ms. Johnson briefly discussed the nine State -mandated Elements as well as the procedures for determining consistencies and amending the General Plan. A question and answer period followed. Bryan Austin reviewed four miscellaneous land use amendments. A question and answer period followed. Chuck Clark addressed the Commission and discussed Part 3 of the General Plan Amendment's recommended conversions of industrial lands. There followed a discussion between the Commission and staff. PLANNING COMMISSION POLICY NO. 71-4: REQUESTS FOR CONTINUANCE OF PLANNING COMMISSION AGENDA ITEMS Commissioner Stern stated that he had studied the Policy on continuance requests and agreed with it, with the understanding that he could still make a motion to not allow a continuance. UNDERGROUND UTILITIES COORDINATING COMMITTEE In his memo of September 2 to H. E. Hartge, Mike Zambory recommended that Section 17.64.020 titled UNDERGROUND UTILITIES COMMISSION ESTABLISHED be amended as follows: SECTION 17.64.020 UNDERGROUND UTILITIES COORDINATING COMMITTEE ESTABLISHED. He stated that this Committee should consist of four members, Director of,Public Works, Minutes: H.B. Planning Commission Tuesday, September 13, 1977 Page 2 Director of Planning and Environmental Resources, District Representative - Southern California Edison Company, and Senior Engineer, Public Improvements, Pacific Telephone and Telegraph Company. It was the consensus of the Commission that it should have rep- resentation. There followed a discussion on how this should be accomplished. The Commission concurred with Secretary Selich's suggestion that once the Committee formulates its recommendation it should go to the Planning Commission prior to going to City Council for prioritization.
