COMMISSIONERS PRESENT: Stern, Finley, Gibson, Slates, Newman, Hoffman COMMISSIONERS ABSENT: Shea NOTE: A TAPE RECORDING OF THIS MEETING IS ON FILE IN THE PLANNING DEPARTMENT OFFICE SCHEDULED ITEMS: GENERAL PLAN AMENDMENT 77-2 - PART 3 12. Gothard Street, south of Ellis Avenue Applicant: Planning Department This is a request to change 79.61 acres from industrial and office professional to estate and low density residential designation. Chairman Slates stated that while he would still conduct the meeting on Items 12. and 13. he would not be voting on them. The public hearing was opened. George Chelius addressed the Commission and spoke in favor of continuing the use as industrial and office professional. Carl Hillquist, representing Southern Pacific Railroad, addressed the Commission and spoke on the need for rail service to this area. Bruce Greer addressed the Commission and stated that he did not see how any benefit would be derived from changing the designation to estate and low density residential. Mel Mermenstein, Ideal Pallett Company, spoke in behalf of the _ railroadstating that he used its services and that others also used the rail services. He stated that his business would be seriously hampered if the rail service was discontinued or impaired. George Chelius again addressed the Commission and discussed the meeting with the Planning Staff and the formation of an industrial league within the Gothard corrdidor. The purpose of this league would be to attract better industry and upgrade the appearance of the area. Mark Porter, representing the Home Council, addressed the Commission and stated that this area represents the largest single parcel of industrial property in the City. He felt it was a poor area for residential and better suited to industrial. He further stated that redesignation to industrial uses would force businesses to become non -conforming. Minutes: H,B, Planning Commission Thursday, September 29, 1977 Page 2 A citizen representing a music company in the area addressed the Commission and spoke on the shortage of industrial land in Orange County. Jack Wallace, Huntington Beach Company, stated that he felt the southern half of this area where it connects with Main Street was more residential •0roffice-prof essional oriented than industrial. He further stated that the topography of the northern portion -is more oriented toward residential. James Thompson, representing some industrial lumber yard facilities, addressed the Commission and discussed the meeting with the Planning staff. He further discussed the tax benefits to be derived from industrial use. Commissioner Newman discussed the need for heavy landscaping in the area if it remained industrial. ON MOTION BY GIBSON AND SECOND BY FINLEY THE COMMISSION DISAPPROVED THE REQUEST FOR ESTATE AND LOW DENSITY RESIDENTIAL FOR THE 79.61 ACRE AREA ON GOTHARD STREET SOUTH ELLIS AVENUE BY THE FOLLOWING VOTE: AYES: Stern, Finley, Gibson, Newman NOES: Hoffman ABSTAIN: Slates ABSENT: Shea 13. North of Main Street and west of Huntington Street Applicant: Planning Department This is a request to change 4.84 acres from industrial to medium density residential. No one was present to speak on this request for a change of desig- nation. A -MOTION WAS MADE BY NEWMAN AND SECONDED BY HOFFMAN TO CHANGE THE DESIGNATION FROM INDUSTRIAL TO MEDIUM DENSITY RESIDENTIAL ON 4.84 ACRES LOCATED NORTH OF MAIN STREET AND WEST OF HUNTINGTON STREET. AYES: Gibson, Newman, Hoffman NOES: Stern, Finley ABSTAIN: Slates ABSENT: Shea The motion failed and the land will remain industrial. EDISON AREA 14. This area is located south of Hamilton Avenue and west of Newland Street. 16. A request for a change from industrial to planning reserve on 4.82 acres by the Planning staff. This area is located south of the Orange County Flood Control District D1-2 west of Newland Street. There was no one present to speak on these areas. Commission discussion ensued. ON MOTION BY NEWMAN AND SECOND BY HOFFMAN AREAS 14, 15, AND 16 WERE APPROVED FOR PLANNING RESERVE AS RECOMMENDED BY THE STAFF BY THE FOLLOWING VOTE: AYES: Stern, Finley, Gibson, Newman, Hoffman, Slates NOES: None ABSTAIN: None ABSENT: Sea' 17. A request for a.change from industrial to planning reserve on 47.16 acres by the Planning staff. The area is located south of Hamilton Avenue and west of Magnolia Street. The public hearing was opened. Randy Blanchard addressed the Commission and spoke on the westerly 7 acres next to the rotary mud dump. He stated that putting it in a planning reserve designation would place the property in a holding zone which would create a hardship. Marie Buckland addressed the Commission and spoke on the mud dump. She ascertained from the staff that if the mud dump was presently closed it would remain closed under a planning reserve designation. Mark Porter addressed the Commission and stated that he felt the westerly 7 acres which Randy Blanchard had spoken on should be designated industrial. The public hearing was closed. Commission discussion ensued. Applicant: Family -Home Builders, Inc, ON MOTION BY NEWMAN AND SECOND BY FINLEY THE REQUEST TO REDESIGNATE 17.17 ACRES LOCATED ON NICHOLS STREET SOUTH OF SLATER AVENUE FROM INDUSTRIAL TO MEDIUM DENSITY RESIDENTIAL WAS DISAPPROVED BY THE FOLLOWING VOTE: AYES: Stern, Finley, Gibson, Newman, Hoffman NOES: None ABSTAIN: Slates ABSENT: Shea GENERAL PLAN AMENDMENT 77-2 - PART 3 Areas 2, 3, 4, 6, and 9,.-as reflected in viewgra h as presented in public neari:19, were approved by straw vote -at 9/20 meeting for redesignation from industrial to commercial, low density residential, public, quasi - public, institutional•, and resource production. - It was the staff's recommendation that if the Planning Commission maintains the other industrial areas that the five changes cited above also be'maintained in their current industrial designations so that the integrity of the Gothard Corridor can be fully pre- served. Monica Florian pointed out that changes had been suggested to the EIR concerning the park fee. A MOTION WAS MADE BY GIBSON TO APPROVE EIR 77-10 WITH CHANGES ON PARK FEES. It covers 80 acres at the southwest corner of Beach and Talbert with the railroad as west boundary and Taylor Drive as south boundary. Chairman Slates stated that while public testimony would be taken no action to this amendment would be taken until final processing of environmental documents is complete which will be the October 4 meeting. Monica Florian addressed the Commission and gave a brief background report on this plan. She discussed Alternative 2 contained in the staff report as well as a third alternative which had been acceptable to both the Planning staff and the Traffic Engineer, The public hearing was opened. George Chelius-addressed the Commission and stated that he would like to see a buffer between industrial and residential uses. Roselle Sommer addressed the Commission and stated that she felt the third alternative would result in splitting the area in half. Ron Russell, President of Five Points Homeowners Association, spoke against the creation of a "T" intersection, stating that 80% of the people will use such an intersection to go in and out of the tract. -6- 9/29/77 - PC 1 Minutes: H.B. Planning Commission Thursday, September 29, 1977 Page 7 John Mandrell, Engineer for Foxx Development, stated that it would appear that a north/south street would simply reroute traffic and possibly even increase it and put it right next to the park. Lee Collins addressed the Commission and suggested that a street go directly from Talbert south to Taylor in a straight line. Elinor Mattson expressed concern about having a street right next to the park. James Thompson discussed the problems with residential property next to industrial with no buffer zones between. George Chelius stated that the Planning Commission can approve a natural buffer by approving the street to go straight through to Talbert. Paul Heartquist addressed the Commission and spoke against the creation of a,busy intersection right next to the park. Ron Russell -again addressed the Commission and suggested its careful consideration of ingress and egress into and out of this tract, especially insofar as industrial and commercial traffic are concerned. ON MOTION BY NEWMAN AND SECOND BY GIBSON THE PUBLIC HEARING ON AMENDMENT TO THE TAYLOR AND BEACH SPECIFIC PLAN WAS CONTINUED TO OCTOBER 4, 1977 BY THE FOLLOWING VOTE: AYES: Stern, Finley, Gibson, Slates, Newman, Hoffman NOES: None ABSENT: Shea CONDITIONAL USE PERMIT NO. 77-14/NEGATIVE DECLARATION 77-83 Applicant: Foxx Development Corporation This is a request for a 61 lot subdivision located on the north side of Taylor 660 -ft. west of Beach. Chairman Slates noted that the staff asked for a continuance on this application to allow completion of the environmental documents as well as -to allow the applicant an opportunity to review several design revisions recently suggested by the staff. Commissioner Stern requested that the staff explore methods within the Map Act for reimbursement on street improvements. Dan Armstrong addressed the Commission and stated that he had read the conditions and had no objections to them. Chairman Slates directed the staff to report back on Commissioner Stern's request concerning reimbursement for street improvements. The proposed subdivision of this 1.6+ acre parcel of land zoned R-1 (which allows 6.5 units per gross acre) is proposed to be constructed having only5.4units per gross acre. 2. The General Plan has set forth provisions for this type of land use as well as setting forth objectives for implementation for this type of housing. 3. The property was previously studied for this intensity of land use at the time the land use designation for Low Density residential was placed on said property. 4. John Cope stated that he had no information to add to that contained in the staff report. There was a discussion on parking. The public hearing was opened. Max W. A parcel map providing for the elimination of all interior property lines shall be recorded with the County Recorder's office prior to occupancy of the use. 4. Signing of the proposed use shall be limited to the following: a. One (1) freestanding sign with a maximum height of six (6) feet and a maximum area of thirty-two square feet per sign face shall be permitted. b. One (1) wall sign with a maximum area of forty (40) square feet shall be permitted. 5. A six (6) foot high decorative masonry wall shall be provided on the easterly and westerly property lines up to the thirty (30) foot front yard setback line. Use of energy -saving lighting, such as high pressure sodium vapor lamps, should be considered in parking lots and recreation areas. 10. Low -volume heads shall be used on all spigots and water faucets. 11. All holding tanks for restroom facilities shall be equipped for a capacity of 3.5 gallons if such facilities are available at the time of construction. The public hearing was opened. Gordon Offstein addressed the Commission and inquired how many low income citizens would become dislocated. Chairman Slates stated that no one will be relocated if the revocation was approved. The public hearing was closed. Commission discussion ensued. Planning Commission Thursday, September 29, 1977 Page 16 ORAL COMMUNICATIONS: Gordon Offstein addressed the Commission and spoke on the need for improvement on sections of Gothard Street, stating that in some areas the street is not wide enough for four lanes of traffic.
