Applicant: The 0. K. Earl Corporation
Reduction of the minimum size of parking stalls for a multiple -
story commercial building located on the south side of Edinger Ave-
nue approximately 150 feet west of Parkside Lane in a C2, Community
Business District.
After reopening the public hearing on the conditional exception ap-
plication, Jim Palin informed the Board that the applicant is
amending the request to also permit reduction in the number of park-
ing spaces required for the subject use. Therefore, in order to
permit mailing of public hearing notices on the amended request, it
is necessary to continue these items to the meeting of October 12.
There being no one present to address the Board in regard to this
project, the public hearing was closed.
ON MOTION BY CROSBY AND SECOND BY BEHRENS CONDITIONAL EXCEPTION NO.
77-48 AND ADMINISTRATIVE REVIEW NO. 77-166 WERE CONTINUED TO THE

TENTATIVE PARCEL MAP NO. 77-40 (In Conj./AR 77-170)
Applicant: Frank H. Hoffman
To permit the division of one (1) parcel of land into two (2)
separate parcels pursuant to Section 9921 of the Huntington Beach
Ordinance Code, located on the north side of McFadden Avenue ap-
proximately 400 feet east of Gothard Street in an Ml, Light Manu-
facturing District.
Frank Hoffman Jr. and Frank Hoffman III were present at the meet-
ing and indicated their receipt of and concurrence with the suggested
conditions of approval previously forwarded to them.
Board review found the parcel map so inadequately dimensioned that
it is impossible to locate property lines, fence locations, ease-
ments, or building location on the property. The applicants were
informed that it is necessary to bring this existing use into com-
pliance with code requirements in effect at present when changes of
this nature are proposed. A continuance was suggested and the
applicants explained the time constraints placed on them by the
terms of their escrow, agreeing to make any changes on the property
which the city might require. After an unsuccessful attempt to
locate the engineer who drew the parcel map, the applicants outlined
for the Board the dimensions as they understood them, and requested
a conditional approval of the map. After extensive discussion, it
was the consensus that the approval could be granted subject to sub
mittal of a correctly dimensioned map and approval of Administrative
Review No. 77-170. Any reciprocal easements on the property will
be outlined on the Administrative Review.
ON MOTION BY BEHRENS AND SECOND BY PALIN TENTATIVE PARCEL MAP NO.
77-40 WAS APPROVED WITH THE FOLLOWING AMENDED CONDITIONS, BY THE
FOLLOWING VOTE:
CONDITIONS OF APPROVAL:
A. TO BE COMPLETED PRIOR TO USE OR OCCUPANCY OF SAID PARCELS FOR
ANY PURPOSE:
1. The tentative parcel map received by the Planning Department
on September 19, 1977, shall be the approved layout subject
to the Board's concurrent approval action on Administrative
Review NO. 77-170.
2. Reciprocal easements for ingress and egress shall be pro-
vided along the common property line.
3. A parcel map shall be filed with, and approved by, the
Department of Public Works and recorded with the Orange
County Recorder.
4. Compliance with all applicable City ordinances.

ADMINISTRATIVE REVIEW NO. 77-170 (In Conj./TPM 77-40)
Applicant: Frank H. Hoffman
To permit the construction of a 5,000 square foot industrial build-
ing pursuant to Section 9511 of the Huntington Beach Ordinance
Code, located on the north side of McFadden Avenue approximately
400 feet east of Gothard Street in an M1, Light Manufacturing Dis-
trict.
This request and the Tentative Parcel Map 77-40 are covered by
Negative Declaration No. 77-111.
Frank Hoffman Jr. and Frank Hoffman III were present at the meeting.
The Board will continue this item pending receipt of a correct
parcel map and a revised site plan for the project, but the layout
was reviewed with the applicant. Nature of the use; required set-
backs, parking, and landscaping; reciprocal easements; and other
requirements necessary in order to comply with the ordinance code
were discussed. Jim Gerspach informed the applicants of the required
corner radius for fire equipment access and requested a layout of
the storage yard to be submitted to the Fire Department showing
accessway widths and stacking heights for materials stored onsite.
He also discussed with the proponents the method of venting exhaust
fumes from the building. Bruce Crosby explained driveway widths
and the probable configuration of the reciprocal access point.
ON MOTION BY PALIN AND SECOND BY CROSBY ADMINISTRATIVE REVIEW NO.
77-170 WAS CONTINUED WITH THE CONCURRENCE OF THE APPLICANT TO THE
REGULAR MEETING OF OCTOBER 12, 1977, BY THE FOLLOWING VOTE:

USE PERMIT NO. 77-81 (In Conj.AR 77-172)
Applicant: A & W Development Company
To permit trucking and loading facilities to face a public street
pursuant to Section 9518 of the Huntington Beach Ordinance Code,
located at the southeast corner of Machine Drive and Electronic
Lane in an M1-A, Restricted Manufacturing District.
This request is covered by EIR 73-16, adopted by the City Council
on March 18, 1974.

Pete Walford was present to represent the application and indicated
to the Board that the applicant is presently proposing to install
the overhead doors without a truck well, with the capability of
putting in the well in the future if needed. He added that if at
some future date the building is divided a division line will be made
between the two truck loading facilities. Board review of the pro-
posal considered the impact this use might have on traffic due to
encroachment of trucks into the street and determined that adequate
loading -unloading area must be provided totally onsite.
ON MOTION BY CROSBY AND SECOND BY PALIN USE PERMIT NO. 77-81 WAS
APPROVED WITH THE FOLLOWING FINDINGS AND CONDITIONS, BY THE FOLLOW-
ING VOTE:
FINDINGS OF THE BOARD:
1. The establishment, maintenance, and operation of the use will
not be detrimental to:
a. The general welfare of persons residing or working in the
vicinity;
b. Property and improvements in the vicinity of such use or
building.
2. The granting of a Use Permit will not adversely affect the
Master Plan of the City of Huntington Beach.
3. The proposal is consistent with the City's General Plan of Land
Use.
CONDITIONS OF APPROVAL:
A. TO BE COMPLETED PRIOR TO ISSUANCE OF BUILDING PERMITS:
1. The site plan received and dated September 21, 1977, shall
be the approved layout, subject to the modification des-
cribed herein:
a. The loading area inside the building shall be delineated
as "loading -unloading only," with the depth of this
loading zone striped as such for a depth of no less than
forty-five (45) feet from the ultimate property line.
The modification listed above shall be delineated upon the
plans submitted to the Department of Building and Community De-
velopment upon application for building permits.
In its approval action, the Board of Zoning Adjustments considered
the following issues in relation to the conceptual plan:
. Lot area;
. Lot width and lot depth;

ADMINISTRATIVE REVIEW NO. 77-172 (In Conj./UP 77-81)
Applicant: A & W Development Company
To permit construction of a 23,760 square foot industrial building
pursuant to Section 9511 of the Huntington Beach Ordinance Code,
located at the southeast corner of Machine Drive and Electronic Lane
in an Ml-A, Restricted Manufacturing District.
This request is covered by EIR 73-16, adopted by the City Council
on March 18, 1974.
Pete Walford was present to represent the applicant.
The applicant was advised of certain deficiencies in dimensionsing
and parking on the site plan. Jim Gerspach requested him to contact
the Fire Department in regard to required fire systems.
ON MOTION BY CROSBY AND SECOND BY PALIN ADMINISTRATIVE REVIEW NO.
77-172 WAS APPROVED WITH -THE FOLLOWING CONDITIONS, BY THE FOLLOWING
VOTE:
CONDITIONS OF APPROVAL:
A. TO BE COMPLETED PRIOR TO ISSUANCE OF BUILDING PERMITS:
1. The conceptual site plan received and dated September 21,
1977, shall be the approved layout, subject to the modifi-
cations described herein:
a. The plan shall reflect a turning radius at the south-
east corner of the building; this radius shall have an
inside dimension of 17'6".
b. Parking spaces shall be brought up to code requirements.
C. Space No. 35 shall be increased in width by three (3)
feet.

The modifications outlined above shall be depicted upon the
plan submitted to the Department of Building and Community
Development upon application for building permits.
In its approval action, the Board of Zoning Adjustments considered
the following issues relating to the conceptual plan:
. Traffic circulation and drives;
. Parking layout;
. Lot area;
. Lot width and lot depth;
• Type of use and its relationship to property and improvements in
the immediate vicinity.
. Past administrative action regarding this property.
2. A landscape and irrigation plan complying with Article 979
of the Huntington Beach Ordinance Code and landscaping
specifications on file in the Department of Public Works
shall be submitted to the Planning Department for approval.
3. All applicable fees shall be paid prior to issuance of
building permits.
B. TO BE COMPLETED PRIOR TO FINAL INSPECTION:
1. Street trees shall be installed in compliance with the con-
ditions of approval imposed on TT 8694.

Applicant: James E. Thompson, Jr.
To permit construction of a 55,066 square foot industrial building
pursuant to Section 9511 of the Huntington Beach Ordinance Code,
located on the south side of Argosy Drive approximately 1143 feet
west of Graham Street in an M1-A, Restricted Manufacturing District.
This request is covered by EIR 73-16, adopted by the City Council
on March 18, 1974.
James Thompson, Greg Joyce, and Willard Walters, architect, were
present at the meeting.
The Board reviewed with the applicants the prior divisions of land
and restrictions on access from Argosy which had previously been
placed on the property by the Planning Commission. It was noted
that the lack of a key map precisely locating the parcel makes it
difficult to determine exact property lines and the relationship
of this site to the adjacent residential properties.

It was the consensus of the Board that a continuation would be
necessary to allow further investigation of the parcel map on
the subject site.
The project was reviewed by the Board in terms of the type of use,
reciprocal drive access and its effect on plant security, interior
side yard setbacks and the required 45 foot setback from adjoining
residential uses, landscaping, parking provided, and Fire Depart-
ment requirements.
ON MOTION BY BEHRENS AND SECOND BY PALIN ADMINISTRATIVE REVIEW
NO. 77-173 WAS CONTINUED WITH THE CONCURRENCE OF THE APPLICANT TO
THE MEETING OF OCTOBER 12, 1977, BY THE FOLLOWING VOTE:

ADMINISTRATIVE REVIEW NO. 77-175
Applicant: Hermansen-Major
To permit construction of two (2) single-family dwellings pursuant
to Section 9354.16 of the Huntington Beach Ordinance Code, located
on the northeast corner of 22nd Street and Walnut Avenue in the
Townlot Specific Plan Area One, Section B.
This request is a Categorical Exemption, Class III, California
Environmental Quality Act, 1970.
Charles Hermansen was present at the meeting.
The site plan and elevations were reviewed by the Board. Bruce
Crosby informed the applicant that the plan submitted for building
permits should contain the correct dimension for 22nd Street - a
3716" half -street section instead of 45 feet.
ON MOTION BY BEHRENS AND SECOND BY PALIN ADMINISTRATIVE REVIEW NO.
77-175 WAS APPROVED WITH THE FOLLOWING CONDITIONS, BY THE FOLLOW-
ING VOTE:
CONDITIONS OF APPROVAL:
A. TO BE COMPLETED PRIOR TO ISSUANCE OF BUILDING PERMITS:
1. The conceptual site plan received and dated September 26,
1977, shall be the approved layout, subject to the follow-
ing:
a. The plan submitted to the Department of Building and
Community Development upon application for building
permits shall reflect the true halfstreet dimension
for 22nd Street.

In its approval action, the Board of Zoning Adjustments consid-
ered the following issues in relation to the conceptual plan:

• Type of use and its relation to property and improvements in
the immediate vicinity;
. Past administrative action regarding this property.
2. In accordance with the City's standards and requirements,
an additional two and one-half (2-1/2) feet of right-of-
way on the alley and a twenty (20) foot radius at the inter-
section of 22nd and Walnut Avenue shall be dedicated.
3. The applicant shall participate in the local drainage
assessment district and in the Orange County Sanitation
District #11 Sewer Annex District.
4. The elevation treatment as submitted with the approved site
plan shall be the approved design for the garage siding ont
Walnut Avenue.
5. All applicable fees shall be paid prior to issuance of
building permits.
