HomeMy WebLinkAbout1977-10-11APPROVED 11/1/77 MINUTES HUNTINGTON BEACH PLANNING -COMMISSION Room B-8, Civic Center Huntington Beach, California TUESDAY, OCTOBER 11, 1977 - 7 P.M. - ADJOURNED MEETING COMMISSIONERS PRESENT: Stern, Gibson, Finley, Slates, Newman Commissioner Shea arrived at 7:10 P.M. COMMISSIONERS ABSENT: Hoffman NOTE: A TAPE RECORDING OF THIS MEETING IS ON FILE IN THE PLANNING DEPARTMENT OFFICE. Chairman Slates called the meeting to order. PACIFICA SENIOR CITIZEN HOUSING PROPOSAL Chairman Slates made the Commission and audience aware that subject proposal was for discussion only and that a public hearing for a use permit for subject proposal would be forthcoming. He further stated that details of the proposal would be discussed at the public hearing. Mr. Stephen Kohler introduced Pat Tessier as his assistant in the HCD program, then Mr. Kohler gave a brief history of HUD grants and previous approvals of subject site. Mr. Kohler then introduced the architects for the proposed 185 unit subsidized Senior Citizen housing complex. Messrs. LeRoy Doty, Phillip Fisher, and Jerry Van De Velde, architects went into detail to describe to the Com- mission the various facilities and architectural design the proposal will feature. Mr. Doty made the Commission aware of past performances by his firm. He stated that his desire was to provide more than shelter to elderly people but to create an atmosphere to meet individual needs. Messrs. Van De Velde and Fisher pointed out that the proposal was to have a view of the shoreline with the area being 60 percent landscaped. Cul-de-sac parking is to be provided with the landscaping dispersed throughout. Also, the landscaped areas will have recreational activities; i.e.,-shuffleboard, croquet, etc. dispersed throughout as well as a botanical garden is to be provided for the tenants enjoyment. Laundry facilities as well as handicapped facilities are part of the overall plan for the tenants needs. A full time social director is to be provided to assist tenants, in pursuing their hobbies, tours; planning of trips, etc. Chairman Slates thanked Messrs. Fisher, Van De Velde, and Doty for their preview of a Senior Citizen Complex and reminded them that details would be discussed at the time the applicant's present their proposal for public hearing. Minutes: Huntington Beach Planning Commission October 11, 1977 Page Two LOCAL COASTAL PROGRAM: WORK PROGRAM Ms. Florian addressed the Commission indicating that the Draft Local Coastal Program: Work Program was scheduled for discussion to allow an additional opportunity for the Planning Commission to review and comment on the contents. Considerable discussion ensued with the following points being raised. Commissioner Finley asked for clarification regarding the Local Coastal Program's relationship to the Bolsa Chica and the County of Orange's efforts in the area. She also asked that Mrs. Rhoda Martyn representing the Amigos de Bolsa Chica be given an opportunity to address the Com- mission. Chairman Slates approved the request. Mr-s. Martyn presented written information requesting several amendments to the Local Coastal Program: Work Program clarifying the status of the proposed Bolsa Chica Regional Park and complimented staff on an excellent preliminary document. Mr. Bryan Austin indicated that the updated information would be in- cluded in future revisions to the Work Program. Commissioner Finley asked for clarification regarding the protection of mobile homes as a low cost housing source, regulations affecting diking and dredging activities, alternative transportation modes, special com- munity preservation and scenic route criteria. She also asked if the zoning required as part of the Local Coastal Program would apply ex- clusively to the coastal zone and specifically mentioning hazard zoning. Mr. Austin offered clarification and indicated that zoning could'apply- exclusively to the coastal zone or citywide at the discretion of the City. Commissioner Gibson suggested several additions to the issues identified in the Energy and Industrial Section regarding impact, mitigation and pipeline safety. He also suggested additions to the Public Works Section addressing how demand for public access could be expanded while preserving the integrity of existing and planned development. Commissioner Gibson also asked if alternatives to the Local Coastal Program Citizens Advisory Committee had been investigated. He pointed out that this method required a significant commitment of staff, time and resources and should be brought to the City Council's attention. Commission and Staff discussion ensued. Commissioner Newman asked about the amendment procedures. Minutes: Huntington Beach Planning Commission October 11, 1977 Page Three ON MOTION BY SLATES AND SECOND BY NEWMAN THE PLANNING COMMISSION DIRECTED THAT A LETTER TO COUNCIL BE PREPARED FOR HIS SIGNATURE EXPRESSING UNANIMOUS APPROVAL OF THE WORK PROGRAM AND CALLING ATTENTION TO THE PROPOSED CITIZEN ADVISORY COMMITTEE AND POSSIBLE ALTERNATIVES. AYES: Stern, Gibson, Finley, Slates, Shea, Newman NOES: None ABSENT: Hoffman GENERAL PLAN REVISIONS Ms. Florian requested comments of Commission to the General Plan Revisions and Environmental Impact Report. The school and park sites were of major concern to the Commission. Chairman Slates suggested that the entire park program be re-evaluated. Commissioner Finley suggested that a joint meeting be held with the Planning Commission and Recreation and Parks Commission to discuss current park site problems and to compare views on the subject. GENERAL PLAN AMENDMENT NO. 77-3 - MISCELLANEOUS ITEMS Tom Moseley presented viewgraphs of the proposed General Plan Amendment 77-3, Miscellaneous.Items.
