Lightner To permit construction of a single-family dwelling pursuant to Section 9354.16 of the Huntington Beach Ordinance Code, located on the east side of 14th Street approximately 50 feet north of Acacia Avenue in the Townlot Specific Plan Area One, Section A. This request is a Categorical Exemption, Class III, California Environmental Quality Act, 1970. Tod Schooler was present at the meeting. The Board reviewed the re- vised plan with the applicant, noting that the previously deleted third bathroom has been replaced. Applicant was advised to check with the Planning Department on lot coverage and open space require- ments. ON MOTION BY EADIE AND SECOND BY QUINLAN ADMINISTRATIVE REVIEW NO. 77-176 WAS APPROVED WITH THE FOLLOWING CONDITIONS, BY THE FOLLOWING VOTE: CONDITIONS OF APPROVAL: A. TO BE COMPLETED PRIOR TO ISSUANCE OF BUILDING PERMITS: 1. The conceptual, revised plot plan received and dated Nov- ember 1, 1977, shall be the approved layout. In its approval action, the Board of Zoning Adjustments considered the following issues in relation to the conceptual plan: Traffic circulation and drives; • Parking layout; . Lot area; . Lot width and lot depth; Type of use and its relation to property and improvements in the immediate vicinity; Past administrative action regarding this property. Minutes, H.B. AYES: EADIE, CROSBY, QUINLAN NOES: NONE ABSENT: NONE ADMINISTRATIVE REVIEW NO. 77-183 Applicant: McDonnell Douglas Astronautics Company To permit the addition of a 60,000 square foot receiving, shipping, crating, and assembly building to an existing industrial complex located on the northeast corner of Bolsa Avenue and Bolsa Chica Street in an M1-A, Restricted Manufacturing District. This request is covered by Negative Declaration request No. 77-115. Chairman Eadie opened the public hearing on the negative declaration. Joe Valinsky was present representing McDonnell Douglas Company. The Board reviewed the material contained in the negative declaration re- quest and considered mitigating measures applicable to the project. There being no persons present to address the Board in regard to this project, the public hearing was closed. ON MOTION BY CROSBY AND SECOND BY QUINLAN THE BOARD, HAVING FOUND THAT THE PROPOSED PROJECT WOULD NOT HAVE A SIGNIFICANT ADVERSE EFFE UPON THE PHYSICAL ENVIRONMENT, ADOPTED NEGATIVE DECLARATION NO. 77-115, WITH THE MITIGATING MEASURES CONTAINED IN CONDITIONS B1 THROUGH B5 IMPOSED ON THE ADMINISTRATIVE REVIEW, BY THE FOLLOWING VOTE: AYES: EADIE, CROSBY, QUINLAN NOES: NONE ABSENT: NONE Mr. Valinsky presented a preliminary floor layout of the project, explaining the type of use. No high -hazard or flammable materials will be processed in this building. He also asked for clarifica- tion on the requirement for sodium vapor lighting, specifically requesting that it not be conditioned to be installed on the interior of the building. ON MOTION BY CROSBY AND SECOND BY QUINLAN ADMINISTRATIVE REVIEW NO. 77-183 WAS APPROVED WITH THE FOLLOWING CONDITIONS, BY THE FOLLOW- ING VOTE: CONDITIONS OF APPROVAL: A. All applicable fees shall be paid prior to issuance of building permits. B. GENERAL CONDITIONS: 1. Natural gas shall be stubbed in at locations of water heaters and central heating units. 2. Low -volume heads shall be used on all spigots and water faucets. 3. All building spoils such as unusable lumber, wire, pipe, and other surplus or unusable material shall be disposed of at an offsite facility equipped to handle them. 4. If outside lighting is included onsite, high pressure sodium vapor lamps shall be used for energy savings. 5. If foil -type insulation is to be used, a fire retardant type shall be installed as approved by the Department of Building and Community Development. This request is a Categorical Exemption, Class I, California En- vironmental Quality Act, 1970. Mr. Corriere was present to represent his application. The Board reviewed the proposed pro]ect. Board of Zoning Ad3ustments November 2, 1977 Page 4 ON MOTION BY EADIE AND SECOND BY CROSBY ADMINISTRATIVE REVIEW NO. 77-187 WAS APPROVED WITH THE FOLLOWING CONDITIONS, BY THE FOLLOWING VOTE: CONDITIONS OF APPROVAL: A. TO BE COMPLETED PRIOR TO ISSUANCE OF BUILDING PERMITS: 1. The conceptual plan received and dated October 20, 1977, shall be the approved layout, subject to the following: An elevation shall be submitted to the Planning De- partment for review prior to issuance of building permits, showing detail on the proposed barrier wall (adequacy of treatment for safe dispersal area and material used for construction). In its approval action, the Board of Zoning Adjustments considered the following issues in relation to the conceptual plan: Traffic circulation and drives; . Parking layout; Lot area, width, and depth; Type of use and its relation to property and improvements in the immediate vicinity; Past administrative action regarding this property. 2. All applicable fees shall be paid prior to issuance of building permits. AYES: EADIE, CROSBY, QUINLAN NOES: NONE ABSENT: NONE TENTATIVE PARCEL MAP NO. 77-44 Applicant: Baker Filtration Company To permit consolidation of three (3) existing parcels of land into one (1) parcel pursuant to previously imposed conditions of approval for an industrial building located on the north side of Industrial Drive approximately 150 feet east of Chemical Lane in an Ml-A, Restricted Manufacturing District. This request is covered by EIR 73-16, adopted by the City Council on March 18, 1974. Stanley Smith was present to represent the application and indi- cated receipt of and concurrence with the suggested conditions of approval previously forwarded to the applicant. Board of Zoning Adjustments November 2, 1977 Page 5 ON MOTION BY CROSBY AND SECOND BY QUINLAN TENTATIVE PARCEL MAP NO. 77-44 WAS APPROVED WITH THE FOLLOWING CONDITIONS, BY THE FOLLOWING VOTE: CONDITIONS OF APPROVAL: A. TO BE COMPLETED PRIOR TO USE OR OCCUPANCY OF SAID PARCELS FOR ANY PURPOSE: 1. The tentative parcel map received by the Planning Depart- ment on October 25, 1977, shall be the approved layout. 2. A parcel map shall be filed with and approved by the De- partment of Public Works and recorded with the Orange County Recorder. 3. A copy of the recorded parcel map shall be filed with the Planning Department. AYES: EADIE, CROSBY, QUINLAN NOES: NONE ABSENT: NONE ADMINISTRATIVE REVIEW NO. 77-188 Applicant: Ray W. Johnson - To permit construction of a 6,422 square foot industrial building located on the west side of Palmdale Street approximately 200 feet south of Cain Avenue in an Ml, Light Industrial District. This request was addressed in Exemption Declaration No. 74-158, adopted by the Board of Zoning Adjustments on November 27, 1974. Mr. Ray Johnson was present at the meeting. Dave Eadie reviewed prior action on this parcel for the Board's information, noting that the concept for this structure had been included in an application for a similar building directly to the west on Gothard Street. At that time a tentative parcel map had been a condition of approval, and Public Works has indicated that that map has never been recorded. If applicant cannot provide proof of recordation, a new parcel map will be required because the building is presently shown across property lines. The Board also discussed parking and access easements, drainage, and landscaping. It was noted that the landscaping is 70 square feet short and will have to be corrected on the plan. ON MOTION BY CROSBY AND SECOND BY EADIE ADMINISTRATIVE REVIEW NO. 77-188 WAS APPROVED WITH THE FOLLOWING CONDITIONS, BY THE FOLLOW- ING VOTE: BZA 11-2-77 Page 5 Minutes, H.B. Board of Zoning Adjustments November 2, 1977 Page 6 CONDITIONS OF APPROVAL: A. TO BE COMPLETED PRIOR TO ISSUANCE OF BUILDING PERMITS: 1. The conceptual plot plan received and dated October 25, 1977, shall be the approved layout, subject to the modifi- cations described herein: a. The plan shall delineate the ten (10) foot storm drain easement on the property from Gothard to Palmdale. b. Landscaping shall be increased to comply with code re- quirements (either by decreasing the parking stall widths by 6" or by other means'). The modifications described above shall be delineated on the plot plan submitted to the Department of Building and Community Development upon application for building permits. In its approval action, the Board of Zoning Adjustments considered the following issues in relation to the conceptual plan: . Traffic circulation and drives; . Parking layout; . Lot area; _ . Lot width and lot depth; Type of use and its relation to property and improvements in the immediate vicinity; . Past administrative action regarding this property. 2. All applicable fees shall be paid prior to issuance of building permits. B. TO BE COMPLETED PRIOR TO CERTIFICATE OF OCCUPANCY: 1. A tentative parcel map consolidating the property into two (2) parcels shall be filed and recorded on the sub- ject site (if Division of Land No. 75-3 was never recorded).
