This request is covered by EIR 73-16, adopted by the City Council on March 18, 1974. Chairman Eadie opened the public hearing. Ms. Lanzilli and Mr. Bolstad were present at the meeting. There being no persons to address the Board in regard to this request, the public hearing was closed. The Board reviewed the location and treatment of the truck doors. ON MOTION BY EADIE AND SECOND BY QUINLAN USE PERMIT 140. 77-89 WAS APPROVED WITH THE FOLLOWING FINDINGS AND CONDITIONS, BY THE FOL- LOWING VOTE: FINDINGS OF THE BOARD: 1. The proposed location of the truck doors is consistent with other properties in the surrounding area. 2. The proposed use will not be detrimental to properties and im- provements located in the same general area and 2cning classi- fications. CONDITIONS OF APPROVAL: A. AYES: EADIE, CROSBY, QUINLAN NOES: NONE ABSENT: NONE ADMINISTRATIVE REVIEW NO. 77-189 (In Conj./UP 77-89) Applicants: Ed Bolstad/Babetta Lanzilli To permit construction of an 13,623 square foot industrial build- ing located on the east side of Computer Lane approximately 275 feet south of McFadden Avenue in an M1-A, Restricted Manufacturing District. This request is covered by EIR 73-16, adopted by the City Council on March 18, 1974. Ed Bolstad and Babetta Lanzilli were present at the meeting. Dave Eadie reported to the Board that he has contacted the archi- tect and determined that the problems on the plan can be resolved by a reduction in building size to permit code requirements for parking and landscaping to be complied with. The applicants con- curred with this approach. Designation of a portion of the interior as storage space will be shown on the plan. Landscaping require- ments and other miscellaneous code provisions were reviewed for the applicants' information. ON MOTION BY EADIE AND SECOND BY QUINLAN ADMINISTRATIVE REVIEW NO. 77-189 WAS APPROVED WITH THE FOLLOWING CONDITIONS, BY THE FOLLOWING VOTE: CONDITIONS OF APROVAL: A. TO BE COMPLETED PRIOR TO ISSUANCE OF BUILDING PERMITS: 1. The conceptual site plan received and dated October 27, 1977, as amended, shall be the approved layout, subject to the following: The plan shall be revised to reflect a drive approach apron with a minimum width of twenty-five (25) feet, constructed to the specifications of the Department of Public Works. ON MOTION BY CROSBY AND SECOND BY QUINLAN USE PERMIT NO. 77-91 WAS APPROVED WITH THE FOLLOWING FINDINGS AND CONDITIONS, BY THE FOLLOWING VOTE: FINDINGS OF THE BOARD: 1. The proposed use is an appropriate use for the zoning district in which it is located and is consistent with other properties in the surrounding area. 2. This request is covered by EIR 73-16, adopted by the City Council on March 18, 1974. Sid Lance was present at the meeting. Board review included discus- sion of the location of trash areas, width of drives, and inside treatment of the loading zones. ON MOTION BY CROSBY AND SECOND BY QUINLAN ADMINISTRATIVE REVIEW NO. 77-198 WAS APPROVED WITH THE FOLLOWING CONDITIONS, BY THE FOL- LOWING VOTE: CONDITIONS OF APPROVAL: A. TO BE COMPLETED PRIOR TO ISSUANCE OF BUILDING PERMITS: 1. The conceptual site plan received and dated November 2, 1977, shall be the approved layout, sub]ect to the modifi- cations described herein: a. The drive approach apron shall be a minimum width of twenty-five (25) feet, constructed to the specifica- tions of the Department of Public Works. b. This request is covered by EIR 73-16 adopted by the City Council on March 18, 1974. Sid Lance was present at the meeting. In the Board review, the applicant was cautioned that a full fif- teen (15) foot setback on Research Drive is required instead of the 11 feet shown on the plan. Also discussed were drive width and outside storage area; it was noted that the Board is encour- aging provision of screened, designated outside storage areas for the industrial uses. ON MOTION BY EADIE AND SECOND BY CROSBY USE PERMIT NO. 77-93 WAS APPROVED WITH THE FOLLOWING FINDINGS AND CONDITIONS, BY THE FOLLOWING VOTE: FINDINGS OF THE BOARD: 1. The proposed use is an appropriate use for the zoning district in which it is located and is consistent with other properties in the surrounding area. 2. This request is covered by F.IR 73-16, adopted by the City Council on March 18, 1974. BZA 11-16-77 Pane 8 Minutes, H.B. Board of Zoning Adjustments November 16, 1977 Page 9 Mr. Schuster was present at the meeting and explained his pro3ected use of the building as storage for the existing adjacent manufact- uring use also under his ownership. He indicated that at some future date he might convert approximately half of the subject use to some type of manufacturing operation. Board review determined that adequate parking would still be available onsite in that event, but that the applicant should understand that he would have to return to this Board for review of the parking layout before such conversion. ON MOTION BY EADIE AND SECOND BY CROSBY ADMINISTRATIVE REVIEW NO. 77-195 WAS APPROVED WITH THE FOLLOWING CONDITIONS, BY THE FOLLOW- ING VOTE: CONDITIONS OF APPROVAL: A. TO BE COMPLETED PRIOR TO ISSUANCE OF BUILDING PERMITS: 1. The conceptual plot plan received and dated November 1, 1977, shall be the approved layout, subject to the follow- ing: a. The drive entry apron shall be a minimum width of twenty-five (25) feet, constructed to specifications of the Department of Public Works. b. If applicant proposes to use an oversized dumpster for trash disposal, the revised -plan shall delineate treat- ment for screening and location of that facility. The modifications described above shall be delineated upon the plan submitted to the Department of Building and Community Development upon application for building permits. NOTE: If in the future this storage building is converted to pro- vide approximately one-half its space as industrial manufacturing. the applicant shall submit a revised plan to the Board showing parking to comply with code requirements for such use. This request is a Categorical Exemption, Class 4, California En- vironmental Quality Act, 1970. Lance Thomas was present to represent the applicant. Dave Eadie noted that the request has been amended to include hot air balloon rides, and the applicant outlined on the plan where it was planned to locate the balloon. Chuck Burney informed the applicant of the requirements the Fire Department would place upon the use. ON MOTION BY CROSBY AND SECOND BY QUINLAN ADMINISTRATIVE REVIEW NO. 77-191 WAS APPROVED WITH THE FOLLOWING CONDITIONS, BY THE FOL- LOWING VOTE: CONDITIONS OF APPROVAL: 1. The conceptual site plan received and dated October 31, 1977, shall be the approved layout, as amended in red to show the proposed location for the hot air balloon ride. 2. The applicant shall obtain all necessary electrical permits. 3. An onsite inspection by the Fire Department shall be required prior to the event (check with Captain Ott in the Fire Depart- ment to obtain information in regard to requirements for the proposed tent, barricading, and pedestrian access). To permit construction of a model home and sales office complex for a previously approved residential project, located on the north side of Pacific Coast Highway between Anderson Street and Admiralty Drive in an R2, P4ulti-Family Residential District. This request is part of Tract 6675, covered by EIR 75-1, adopted by the City Council on January 5, 1976. Ken Alton and Ron Saienni were present to represent the applicant. The Board reviewed the proposal, considering how it relates to the total tract, circulation pattern, water system and hydrants onsite, and future signing plans for the model homes. ON MOTION BY QUINLAN AND SECOND BY EADIE ADMINISTRATIVE REVIEW NO. 77-196 WAS APPROVED WITH THE FOLLOWING CONDITIONS, BY THE FOL- LOWING VOTE: CONDITIONS OF APPROVAL: A. TO BE COMPLETED PRIOR TO ISSUANCE OF BUILDING PERMITS: 1. The conceptual plot plan received and dated November 2, 1977, shall be the approved layout, subject to the modifi- cations described herein: a. The plan shall reflect the intertying loop street sys- tem around the project area of the model homes. b. An overlay shall be submitted showing the location of the model home area in relation to the total tract. A revised plan reflecting the modifications outlined above shall be submitted to the Secretary of the Board of Zoning Adjustments for approval prior to application for building permits. 2. The Board reviewed the project, considering the aesthetics as viewed across the flood control channel. Ed Toynton was present to represent this application. He reviewed the sign criteria for the Board, noting that the maximum pro3ection would be 13 inches, maximum height approximately 3 feet. The signs will be an ivory or opaque background with colored letters, fully illuminated; no signs will be placed except at locations as shown. The metal cans will be painted to match the building front.
