TUESDAY, NOVEMBER 29, 1977 - 7:00 P.M.
COMMISSIONERS PRESENT: Stern,Finley, Gibson, Shea, Hoffman
COMMISSIONERS ABSENT: Slates, Newman - Excused absences.

Vice -Chairman Shea called the meeting to order.
DISCUSSION ITEMS:
GENERAL PLAN AMENDMENT NO. 77-3
2.1 - South of Edinger Avenue, West of Bolsa Chica Street
Applicant: G.P. Building Enterprises, Inc.
Request: Change of designation from commercial to high density
for 1.78 gross acres.
Planning Department Recommendation: Redesignate to high density
residential.
Tom Moseley.:presented a vugraph and gave a brief summary of the
proposed change in designation.
Commissioner Stern requested that the staff prepare more information
on access to the area.
2.2 - North of Indianapolis Avenue, East of Beach Boulevard
Applicant: Referred by Planning Commission
Request: Analysis of land uses potentials for 8.24 gross acres.
Planning Department Recommendation: Retain commercial designation
Tom Moseley presented a vugraph and entered into a discussion with
Commission on the reasoning behind retaining the existing designation,
citing noise, topography, and access as problems.
2.3 - South of Atlanta. East of Beach Boulevard
Applicant: Sassoon-Mayer Development Company
Request: Redesignate from commercial and planning reserve to high
density residential (8.32 gr. ac.) with 1.57 gr. ac. to
remain commercial. ,

Tom Moseley presented a vugraph and cited problems in the area. He,
further stated that this item was for information only with no action
to be taken. It will be continued to General Plan Amendment 78-1.
Commission discussion ensued. Commissioner Gibson requested that a
further check should be made on the exact acreage involved in this area.
2.4 - North of Pacific Coast Highway, East of Beach Boulevard
Applicant: DAON
Request: Change of designation from planning reserve and medium
density residential to low, medium, high density residential,
commercial and industrial for 106.9 gross acres.
Tom Moseley presented a vugraph and stated that the EIR on this property
is being prepared. He further stated that this item was for information
only and no action to be taken, and that it will be continued to
General Plan Amendment 78-1.
2.5 - South of Slater Avenue';,East,of Railroad Right-of-Wa
Applicant: Referred by City Council (Originally requested by
Family Home Builders)
Request: Change of designation from industrial to medium density
residential for 18.89 gross acres. 41
Planning Department Recommendation: Redesignate to medium density
residential.
Tom Moseley presented a vugraph and discussed the area. He stated it
was previously analyzed in General Plan Amendment 77-2 and was denied
by the Planning Commission at its public hearing. Due to a procedural
error the City Council referred this item back to the Planning
Commission.
2.6 - Ministerial Item - Timing of General Plan Amendments
It was the consensus of the Commission that alternative methods for
scheduling General Plan Amendments would be explored at the beginning
of the calendar year 1978. After final determination the Commission
will adopt a resolution scheduling General Plan Amendments.

HCD FOURTH YEAR APPLICATION •
Steve Kohler addressed the Commission and summarized the program of
the Fourth Year Housing and Community Development application. He
discussed the Citizens Advisory Committee recommendations and the
priorities of a Subcommittee of Department Heads. He then introduced
Mr. Rodino and Mr. Gise of Rodin /Gise Associates stating that they
would be giving, a presentation on Neighborhood Preservation Program.
Mr. Rodino gave an overview of the proposed neighborhood preservation
program with the assistance of Mr. Gise. Discussion followed.

Steve Kohler again addressed the Commission and requested that each
Commissioner prioritize the 19 items eligible for funding and
return to the staff prior to the public hearing of December 6, 1977.
INDUSTRIAL IMPROVEMENT OF THE GOTHARD CORRIDOR
Chupk Clark addressed the Commission on improving this area, stating
that the Planning Commission had directed the staff to analyze the
feasibility and implications of changing all industrial zoning in the
corridor from Ml to Ml-A. He discussed the implications of Ml-A
rezoning, citing impacts on vacant and developed land. He then
discussed some alternative approaches.

Commission discussion ensued. The Commission directed the staff to
(1) make a study on how much improvement could be made by looking at
code enforcement, (2) revise Ml standards regarding outdoor storage
and fabrication, (3) use of the "Q" zone, and (4) specific plan various
areas with similar problems.
ENERGY CONSERVATION AND MANAGEMENT PROGRAM,
Emilie Johnson discussed the goals and objectives of an Energy
Conservation and Management program, the tasks which would be
involved, and the end product. She then requested comments from
the Commission on the direction to pursue.
The Commission recommended that a cost estimate be made for completion
of the study, and also recommended that more research be done on what
has already been accomplished in the energy field. When the cost
estimate has been completed, the Commission will decide whether such
a program is justified.
