addition to an existing medical building located on the west side
of Beach Boulevard approximately 70 feet south of Newman Street in
a C4, Highway Commercial District.
These requests are Categorical Exemptions, Class V and Class I re-
spectively, California Environmental Quality Act, 1970.
Chairman Eadie reopened the public hearing for the conditional ex-
ception; there being no one present to address the Board in regard
to this request, the public hearing was closed.
The applicant has requested a continuance on these applications.

The above requests are Categorical Exemptions, Class V, California

USE PERMIT NO. 77-100
Applicant: Cager Properties
To permit the construction of four fourplex dwelling units located,
on the east side of Brookhurst Street west of the Santa Ana River
approximately 1062 feet north of Banning Avenue in an R3, Medium -
High Density Residential District.
This request is covered by Negative Declaration No. 77-98, adopted
by the Board of Zoning Adjustments on September 7, 1977.
Chairman Eadie reopened the public hearing on this request; there
being no one present to address the Board in regard to the proposal,
the public hearing was closed.
The applicant has submitted a letter requesting withdrawal of this
application.

Applicant: Winchell's Donut House
To permit establishment of a donut shop on property located within
the Huntington Village Shopping Center at the southwest corner of
Edinger Avenue and Springdale Street in a C4, Highway Commercial
District.
This request is a Categorical Exemption, Class I, California Envir-
onmental Quality Act, 1970.
Chairman Eadie opened the public hearing. John Emannueli was present
at the meetinq to represent the applicants. He reviewed for the
Board's information the plans to remove the existing building and
construct the new one in the same orientation to the site with approxi-
mately double the floor area. Elevations and architectural treatment
will be the same as the company's existing facility at Garfield and
Beach Boulevard. There being no other persons to spew: for or against
the project, the public hearing was closed.
The Board noted the lack of dimensioning on the plan and instructed
} the applicant to correct it on the plans submitted for permits; he
was also directed to include a plan showing the relationship of his
proposed project to the approved shopping center as a whole. Dave
Eadie discussed the signing on the property and instructed the
proponent of the changes in the sign code which make the existing
sign non -conforming and preclude any enlargement or modification of

such non -conforming signs.
ON MOTION BY EApIE AND SECOND BY CROSBY USE PERMIT NO. 77-99 WAS
APPROVED WITH THE FOIJ OWING FINDINGS AND CONDITIONS, BY THE FOL-
LOWING VOTE:
FINDINGS OF THE BOARD:
1. The establishment, maintenance, and operation of the use will
not be detrimental to the welfare of persons residing or work-
ing in the vicinity or to property and improvements in the
vicinity of the use.
2. The granting of the Use Permit will not adversely affect the
General Plan of the City of Huntington Beach.
3. The proposal is consistent with the land use designation on
the subject property.
CONDITIONS OF APPROVAL:
A. TO BE COMPLETED PRIOR TO ISSUANCE OF BUILDING PERMITS:
1. The conceptual site plan received and dated December 5,
1977, shall be the approved layout, subject to the modifica-
tion described below:
The plan submitted to the Department of Building and Community
Development upon application for'building permits shall be
appropriately dimensioned to reflect the subject project and
its relationship to the overall site plan.
NOTE: The freestanding monument sign shown on the plan is not a
part of this approval. Future signing will be reviewed by the
Planning Department at a later date.
In its approval action, the Board of Zoning Adjustments considered
the following issues in relation to the conceptual plan:
• Traffic circulation and drives;
• Parking layout;
. Lot area, lot width, and lot depth;
. Type of use and its relation to property and improvements in the
immediate vicinity;
. Past administrative action regarding this property.
2. All applicable fees shall be paid prior to issuance of

Applicant: Gary D. Potter
To permit construction of a two-story fourplex on an arterial street
located on the south side of Garfield Avenue approximately 225 feet
east of Crystal Street in an R2, Two -Family Residential District.
This request is a Categorical Exemption, Class III, California Envir-
onmental Quality Act, 1970.
Chairman Eadie opened the public hearing. Gary Potter was present
at the meeting and submitted a revised plan showing required street
and alley setbacks of eighteen (18) feet on Garfield and five (5)
feet on the alley. There being no other persons present to address
the Board in regard to this project, the public hearing was closed.
The Board reviewed the site plan and elevations.
ON MOTION BY CROSBY AND SECOND BY EADIE USE PERMIT NO. 77-101 WAS
APPROVED WITH THE FOLLOWING FINDINGS AND CONDITIONS, BY THE FOLLOW-
ING VOTE:
FINDINGS OF THE BOARD:
1. The granting of the Use Permit will not adversely affect the
General Plan of the City of Huntington Beach.
2. The proposal is consistent with the zoning and land use designa-
tion on the subject property.
CONDITIONS OF APPROVAL:

of Mariner Drive in a C4, Highway Commercial District.
This request is a Categorical Exemption, Class V, California Envir-
onmental Quality Act, 1970.
Chariman Eadie opened the public hearing. No one was present to
address the Board or to represent this application, and the public
hearing was closed.
It was the determination of the Board that the applicant's presence
would be required to permit him to respond to concerns on the plan.

Applicant: David Prizio
To permit'construction of a 10,500 square foot industrial building
located on the south side of Engineer Drive approximately 180 feet
west of Pipeline Lane in an M1-A, Restricted Manufacturing District.
This request is covered by EIR 73-16, adopted by the City Council
on March 18, 1974.
Mark Golik was present to represent the applicant.
The Board reviewed the plans submitted. Chairman Eadie explained
the intensified landscaping alternative for screening of the parking,
noting that the layout will make it difficult for the developer to
provide a screening wall.
ON MOTION BY CROSBY AND SECOND BY EADIE ADMINISTRATIVE REVIEW NO.
77-214 WAS APPROVED WITH THE FOLLOWING CONDITIONS, BY THE FOLLOWING
VOTE:

1. The conceptual site plan received and dated December 8,
1977, shall be the approved layout, subject to the modifi-
cation described below:
The drive approaches shall be constructed with radius curve
type design, subject to specifications on file in the Depart-
ment of Public Works. This modification shall be depicted
upon the plans submitted to the Department of Building and
Community Development upon application for building permits.
In its approval action, the Board of Zoning Adjustments considered

To permit construction of an 11,369 square foot industrial building
located on the northwest corner of Transistor Lane and Machine
Drive in an M1-A, Restricted Manufacturing District.
This request is covered by EIR 73-16, adopted by the City Council
on March 18, 1974.
Mr. Applebee was present at the meeting.
The Board discussed the original division of lots in this section
of the industrial park. Setback requirements were reviewed; the
necessary setback from the easements may require reduction in build-
ing dimension to satisfy.
ON MOTION BY EADIE AND SECOND BY CROSBY ADMINISTRATIVE REVIEW NO.
77-217 WAS APPROVED WITH THE FOLLOWING CONDITIONS, BY THE FOLLOWING
VOTE:
CONDITIONS OF APPROVAL:
A. TO BE COMPLETED PRIOR TO ISSUANCE OF BUILDING PERMITS:
1. The conceptual site plan received and dated December 15,
1977, shall be the approved layout, subject to the modifi-
cations described herein:
a. The plan shall be modified to reflect a fifteen (15)
foot, fully landscaped setback from the ultimate property
line on both Machine Drive and Transistor Lane (10 feet
from the required easement lines).
b. Drive approaches shall be constructed with a radius
curve type design in compliance with standard specifica-
tions on file in the Department of Public Works.
The modifications described above shall be depicted on the plans sub-
mitted to the Department of Building and Community Development upon
application for building permits.

Applicant: Donald F. Simons
To reconsider a previously approved lot consolidation located on
the north side of Engineer Drive approximately 70 feet east of
Pipeline Lane in an Ml-A, Restricted Manufacturing District.
Chairman Eadie explained that this map had been previously approved
by the Board; that approval had, however, been rescinded and the
request continued at the request of the Lusk Company, lending close
of escrow on the property. Escrow has since closed and a letter to
that effect filed by Lusk. -

Applicant: Lee Segal
Revised site plan for two industrial buildings totaling 36,147 square
feet, located on the north side of Argosy Drive approximately 365
feet east of Bolsa Chica Road in an M1-A, Restricted Manufacturing
District.
Lee Segal was present at the meeting.
Bruce Crosby informed the Board that Triton Lane has not yet been
dedicated as a public right-of-way by Kacor (formerly Kaiser -Aetna),
and the building abutting that planned street cannot be constructed
or permits pulled until after such dedication takes place. He also
reviewed the drive locations on the plan, explaining the City's re-
quirement for drive approaches to the applicant. The Board also
discussed building setbacks on the site, and reviewed for the informa-
tion of Mr. Segal the standard code requirements with which the
project must comply. The applicant presented one set of elevations
for the Board's 'review; however, these were not left in the file and
he will submit copies at a later date.
ON MOTION BY EADIE AND SECOND BY CROSBY THE REVISED PLAN FOR ADMIN-
ISTRATIVE REVIEW NO. 77-109 WAS APPROVED WITH THE FOLLOWING CONDI-
TIONS, BY THE FOLLOWING VOTE:

1. The revised conceptual plan received and dated December 19,
1977, shall be the approved layout, subject to the follow-

Building A of two (2) inches unless engineering prin-
ciples make such setback unfeasible, in which case

partment of Public Works.
c. Dimension to centerline of the abutting streets shall
be indicated on the plan.
The modifications outlined above shall be depicted upon the
plans submitted to the Department of Building and Community De-
velopment upon application for building permits.
In its approval action, the Board of Zoning Adjustments considered
the following issues in relation to the conceptual plan:

ing specifications on file in the Department of Public
Works.
b. Rooftop mechanical equipment screening plan. Said plan

B. GENERAL CONDITIONS:
