COMMISSIONERS PRESENT: Stern Finley, Slates, Hoffman
COMMISSIONERS ABSENT: Shea, Newman

SCHEDULED ITEMS:
CONDITIONAL USE PERMIT NO. 77-24
Applicant: Church by the Sea
This is a request to establish a Christian pre-school in an existing
church facility located at 715 Lake, on the west side of Lake Street
at Indianapolis.
John Cope stated that he had no information to add to that contained
in the staff report.
The public hearing was opened and closed with no one present to speak
on the application.
Commission discussion ensued.
A MOTION WAS MADE BY STERN TO DENY CONDITIONAL USE PERMIT NO. 77-24
BECAUSE IT IS A NON-RESIDENTIAL USE IN A RESIDENTIAL AREA, BASED ON
THE CITY COUNCIL'S DECISION AT ITS JANUARY 3RD MEETING TO DENY AN
APPLICATION FOR CARE OF NON RELATED IN A RESIDENTIAL AREA FOR THE
SAME REASON.
The motion failed for lack of a second.
ON MOTION BY FINLEY AND SECOND BY SLATES CONDITIONAL USE PERMIT
NO. 77-24 WAS -APPROVED WITH THE FOLLOWING FINDINGS AND CONDITIONS
BY THE FOLLOWING VOTE:
FINDINGS:
1. The proposed use is in substantial conformance with applicable pro-
visions of the Huntington Beach Ordinance Code.
2. The use can be anticipated to fulfill a public need for this type
facility in the general area.

CONDITIONS OF APPROVAL:
1. The site plan dated November 30, 1977, shall be the approved
layout.
2. The pre-school shall have a limited enrollment of not more than
twelve (12) children at any one time.

CONDITIONAL USE PERMIT NO. 77-22/NEGATIVE DECLARATION 77-123
Applicant: Central Baptist Temple
This is a request to construct a 900 seat sanctuary and improve
additional parking on a site that is presently being used as a church
and educational facility and is located at 7661 Warner Avenue.
John Cope addressed the Commission and discussed the suggested
conditions.
The public hearing was opened.
Bob Zinngrabe addressed the Commission and stated that he had reviewed
all the conditions and accepted them. He then complimented the staff
on their suggestions and assistance to him.
The public hearing was closed.
Commission discussion ensued.
ON MOTION BY SLATES AND SECOND BY STERN NEGATIVE DECLARATION 77-123
WAS APPROVED BY THE FOLLOWING VOTE:
AYES: Stern, Finley, Slates, Hoffman
NOES: None
ABSENT: Shea, Newman
ON MOTION BY STERN AND SECOND BY FINLEY CONDITIONAL USE PERMIT
NO. 77-22 WAS APPROVED WITH THE FOLLOWING FINDINGS AND CONDITIONS
BY THE FOLLOWING VOTE:
FINDINGS:
1. The proposed use is compatible with the existing use on the site and
with the surrounding land uses.
2. The proposed facility is in substantial conformance with the
Huntington Beach Ordinance Code.

1. The conceptual plan dated December 22, 1977, shall be the approved
site plan.

COMMISSIONERS' COMMENTS
None
STAFF COMMENTS:
Assistant Planning Director Monica Florian stated that the City
Council would be having a study session in an attempt to determine
criteria for setting policy on where board and care homes could be
located within the City.
