This request is a Categorical Exemption, Class III, California Environmental Quality Act, 1970. Chairman Eadie opened the public hearing and reported that the ap- plicant has requested a continuance for one week to permit him to submit proof of the original division of the subject property. There being no persons to address the Board on the matter, the public hearing was closed. Board of Zoning Adjustments January 25, 1978 Page 2 ADMINISTRATIVE REVIEW NO. 78-5 Applicant: Don and Carolyn Spargur To permit the establishment of an office use in an existing building, including appurtenant improvements, located on the north side of Pacific Coast Highway approximately 505 feet east of Mariner Drive in a C4, Highway Commercial District. This request is a Categorical Exemption, Class I, California Envir- onmental Quality Act, 1970. Mr. and Mrs. Spargur were present at the meeting and discussed with the Board the proposed layout of the project. The parking space in front of the building was of particular concern because of its potential for causing hazardous vehicle movements and its lack of turning radius from the drive. Alternate methods of landscaping the site to obtain maximum visual impact from Pacific Coast Highway were reviewed, including decora- tive concrete treatment of a portion of the front setback area, in- tensified landscaping with berming or raised planters, and screening of the front parking space. Applicants were directed to address such treatment on their landscaping plan. Slight revisions to the rear parking layout were also discussed. ON MOTION BY EADIE AND SECOND BY CROSBY ADMINISTRATIVE REVIEW NO. 78-5 WAS APPROVED WITH THE FOLLOWING CONDITIONS, BY THE FOLLOWING VOTE: CONDITIONS OF APPROVAL: A. TO BE COMPLETED PRIOR TO ISSUANCE OF BUILDING PERMITS: 1. The site plan received and dated January 12, 1978, shall be the approved layout, subject to the modifications delineated thereon to show: a. Properly dimensioned parking place in front with 6" concrete curbing and radius curves from the driveway. b. Intensified landscaping in front to screen the parking place, with low landscaping provided within the 2'6" overhang. c. A handicapped parking space at the rear of the building. d. Relocation of the other single parking space at the rear to a spot directly behind the new restrooms, with wheel stops as shown. e. Trash bin location. BZA 1-25-78 Page 2 1 Minutes, H.B. The modifications outlined above shall be depicted upon the plan submitted to the Department of Building and Community Development upon application for building permits. In its approval action,the Board of Zoning Adjustments considered the following issues in relation to the conceptual plan: . Traffic circulation and drives; . Parking layout; . Lot area; . Lot width and lot depth; • Type of use and its relation to property and improvements in the immediate vicinity; . Past administrative action regarding this property. 2. A landscaping and irrigation plan shall be submitted to the Secretary of the Board. This plan shall comply with Article 979 of the Huntington Beach Ordinance Code and landscaping specifications on file in the Department of Public Works. AYES: EADIE, CROSBY, SPENCER NOES: NONE ABSENT: NONE ADMINISTRATIVE REVIEW NO. 78-6 Applicant: Art Shapiro Company To permit construction of a subdivision directional and identifi- cation sign and a model home complex and sales office located at 16591 Grimaud Lane at the corner of Admiralty Drive in an R1, Low Density Residential District. This request is covered by EIR 75-1, adopted by the City Council on January 5, 1976. Art Shapiro was present at the meeting. The Board reviewed the proposed sign and model home complex, con- sidering timing of construction, access and parking for the complex, and restrictions on occupancy of units in relation to the directional sign. Applicant requested permission to install the sign during construction of the dwelling units. ON MOTION BY EADIE AND SECOND BY SPENCER ADMINISTRATIVE REVIEW NO. 78-6 WAS APPROVED WITH THE FOLLOWING CONDITIONS, BY THE FOLLOW- ING VOTE: BZA 1-25-78 Page 3 Minutes, H.B. Board of Zoning Adjustments January 25, 1978 Page 4 CONDITIONS OF APPROVAL: A. TO BE COMPLETED PRIOR TO ISSUANCE OF BUILDING PERMITS: 1. The layout and sign plan received and dated January 13, 1978, shall be the approved project, with the proviso that the directional sign may be erected prior to use of the dwelling unit as a model home and sales office. 2. To ensure adequate onstreet parking, Grimaud Lane shall be installed and paved prior to opening of the model home complex. B. GENERAL CONDITIONS: 1. No occupancy other than use as a model home and sales office shall be permitted in any dwelling unit within 200 feet of the directional sign. To permit the realignment of lot lines on three separate parcels of land under the same ownership, located on the cul-de-sac of Escapade Circle approximately 245 feet east of Sundancer Lane in an R1, Low Density Residential District. This request is a Categorical Exemption, Class V, California Envir- onmental Quality Act, 1970. Steve Donnelly, VTN representative, was present at the meeting and indicated receipt of and concurrence with the suggested conditions of approval. The request was reviewed by the Board; it was noted that the land division changes internal boundaries of lots only and does not change the boundary of the total parcel. ON MOTION BY CROSBY AND SECOND BY EADIE TENTATIVE PARCEL MAP NO. 78-5 WAS APPROVED WITH THE FOLLOWING CONDITIONS, BY THE FOLLOWING VOTE: CONDITIONS OF APPROVAL: A. TO BE COMPLETED PRIOR TO USE OR OCCUPANCY OF SAID PARCELS FOR ANY PURPOSE: 1. The tentative parcel map received by the Planning Department BZA 1-25-78 Page 4 Minutes, H.B. A parcel map shall be filed with, and approved by, the Department of Public Works and recorded with the Orange County Recorder. 3. A copy of the recorded parcel map shall be filed with the Planning Department. AYES: EADIE, CROSBY, SPENCER NOES: NONE ABSENT: NONE MISCELLANEOUS AGENDA ITEMS: ADMINISTRATIVE REVIEW NO. 77-218 (Reconsideration of Conditions) Applicant: James Kubilka/Gary Shearn To consider addition of a condition for a previously approved industrial building located at the southeast corner of Mountjoy Drive and Enterprise Lane approximately 800 feet easterly from Gothard Street in an Ml, Light Industrial District. Chairman Eadie informed the Board that a condition requiring sub- mittal of front and rear elevations for this project had been inadvertently omitted from the conditions imposed on January 18, 1978. This requirement had been discussed with the applicant at the prior meeting. ON MOTION BY EADIE AND SECOND BY CROSBY THE BOARD DETERMINED TO RECONSIDER ADMINISTRATIVE REVIEW NO. 77-218 BY THE FOLLOWING VOTE: AYES: EADIE, CROSBY, SPENCER NOES: NONE ABSENT: NONE ON MOTION BY EADIE AND SECOND BY CROSBY THE CONDITIONS OF APPROVAL FOR ADMINISTRATIVE REVIEW NO. 77-218 WERE AMENDED TO INCLUDE THE FOLLOWING, BY THE FOLLOWING VOTE: CONDITION A-5: Front and rear elevation drawings shall be sub- mitted to the Secretary of the Board for review and approval. Said elevations shall show a method of treatment to provide aesthetic relief on the building, said treatment to be carried around the corners of the building. Dave Eadie nominated Bruce Crosby to serve as Board chairman. Motion failed for lack of a second.
