Applicant: Evan James
To permit truck loading doors within an industrial building to face
a public street, located on the southeast corner of Commercial
Drive and Chemical Lane in an M1-A, Restricted Manufacturing District.
This request is covered by EIR 73-16, adopted by the City Council on
March 18, 1974.
Chairman Eadie opened the public hearing. Evan James was present
at the meeting. Al Geiger again spoke in opposition to the request.
There being no other persons to address the Board on this matter,
the public hearing was closed.
Pat Spencer reported that investigation has shown that this would be
the fifth approval of this type of facility on the street, in his
opinion not a significant number, and that no complaints have been
received on the operation of the prior uses. The Board discussed
methods of assuring as little interference as possible with onstreet
traffic as a result of the use.

FINDINGS OF THE BOARD:

in the vicinity or to property and improvements in the vicin-
ity of such use.
2. The granting of the use permit will not adversely affect the
General Plan of the City of Huntington Beach.
3. The proposal is consistent with the City's General Plan of
Land Use.
CONDITIONS OF APPROVAL:
A. TO BE COMPLETED PRIOR TO ISSUANCE OF BUILDING PERMITS:
1. The conceptual site plan received and dated January 27,
1978, shall be the approved conceptual layout, subject to
the modifications described herein:
a. The truck door shall be relocated to the easterly edge
of the building.
b. The truck door shall be a minimum of twenty-five (25)
feet from the property line on Commercial Drive and
recessed into the building if necessary to achieve that
setback.
c. The drive width and truck door opening may be fourteen
(14) feet in lieu of the original twelve (12) foot
width.
A revised plan delineating the changes outlined above shall be
submitted to the Department of Building and Community Develop-
ment upon application for building permits.
In its approval action, the Board of Zoning Adjustments considered
the following issues in relation to the conceptual plan:
• Traffic circulation and drives;
. Parking layout;
. Lot area;
• Lot width and lot depth;
. Type of use and its relation to property and improvements in the
immediate vicinity;

ADMINISTRATIVE REVIEW NO. 78-4 (Cont. from 2-15-78)
Applicant: Frank M. Cracchiolo
To permit construction of a 6,000 square foot office building,
located on the east side of Main Street approximately 400 feet
south of the Beach Boulevard intersection.
This request is covered by Negative Declaration request No. 78-9.
Chairman Eadie opened the public hearing on the Negative Declara-
tion. Frank Cracchiolo was present at the meeting. The Board re-
viewed the information contained the the negative declaration
request; there being no persons to address the Board in regard to
this application, the public hearing was closed.
Pat Spencer informed the applicant that it is the position of the
Planning Department that a policy determination on the Main Street
corridor is needed; it is therefore the Board's feeling that this
request should be referred to the Planning Commission for its con-
sideration. Mr. Cracchiolo objected to such action, citing the
problems he has encountered with lot configuration and orientation
of the structure; he also noted the time and expense he has al-
ready gone to in attempting to revise his plans to the Board's
satisfaction. Extensive discussion followed, including review of
recently approved but unbuilt projects on Main Street, building
setbacks, parking, and landscaping.

Applicant: Johann Assigal
To permit construction of a 5,500 square foot industrial building,
located on the south side of Talbert Avenue approximately 300 feet
west of Beach Boulevard in an M1-A, Restricted Manufacturing Dis-
trict.
This request is covered by ED 74-169, approved by the Board for
the industrial tract in which the project is located.
Mr. Assigal was present at the meeting.
The applicant was informed of the utility easement and the required
setback from that easement; this will mean loss of a few parking
spaces on the site, but will not otherwise affect the plan. Bruce
Crosby discussed access to the property and instructed the appli-
cant of the need to submit street improvement plans for Talbert
Avenue prior to obtaining building permits.

1. The conceptual site plan received and dated February 6,
1978, shall be the approved layout, subject to the modifi-
cations described herein:
a. The landscaping strip shown adjacent to Redondo Circle
shall be increased to a depth of fifteen (15) feet.
b. Radius curb returns at the new driveway shall be pro-
vided to specifications of the Department of Public
Works.
C. The trash enclosure shall be relocated to the approval
of the Secretary of the Board of Zoning Adjustments.
The modifications described above shall be delineated upon the
plan submitted to the Department of Building and Community De-
velopment upon application for building permits.
In its approval action, the Board of Zoning Adjustments considered

3. A rooftop mechanical equipment plan shall be submitted to
the Secretary of the Board. Said plan shall indicate
screening of all rooftop mechanical equipment and shall
delineate the type of material proposed to screen said
equipment.
4. All applicable fees shall be paid prior to issuance of

TENTATIVE PARCEL MAP NO. 77-42
Applicant: Donald F. Simons
To create a five -parcel division of land located at the end of Hess
Circle cul-de-sac, extending northerly approximately 350 feet and
easterly to Florida Street in an R3, Medium -High Density Residential
District. The area is approximately 300 feet north of Utica Avenue.
This request is covered,by Negative Declaration No. 77-99, adopted
by the Board upon approval of Use Permit 77-75 on September 28, 1977.
Michael Halley and Richard Ozar, engineer, were present to represent
the application. Mr. Halley indicated receipt of and concurrence with
the suggested conditions of approval sent to the applicant.
Bruce Crosby discussed timing of dedication and street improvements
on the parcels, noting that Lots 2, 3, 4, and 5 have already existing
dwellings and would not be required to improve Florida at this time.

Bard Brown (Coldwell Banker) and Ralph Hastings were present to
represent the request and indicated receipt of and concurrence
with the suggested conditions of approval previously forwarded
to the developer.
Bruce Crosby, citing the desire of the City to minimize the num-
ber of drive cuts on Edinger, advised the applicants that the
map would be limited to the access points presently delineated
on the project layout, to which they also concurred.

The Board reviewed the information contained in the Negative
Declaration request and considered mitigation measures applicable
to the project.
ON MOTION BY EADIE AND SECOND BY CROSBY THE BOARD, HAVING FOUND
THAT THE PROPOSED PROJECT WILL NOT HAVE A SIGNIFICANT ADVERSE
EFFECT UPON THE ENVIRONMENT, ADOPTED NEGATIVE DECLARATION NO. 78-13
WITH THE MITIGATION MEASURES B-1 THROUGH B-5 IMPOSED UPON THE
USE PERMIT, BY THE FOLLOWING VOTE:

Mel Ott requested increased drive width within the interior of the
site and discussed the required fire hydrants with the proponents.
In discussing drive treatment, Bruce Crosby informed the appli-
cants that the easterly drive on Edinger will be an exiting drive
only. He also stated that no standard plans are available for
these one-way drives and the precise treatment will be worked out
in the Public Works Department. He reviewed the street improve-
ments which will be required of the project, noting that the
improvements plan must be filed prior to issuance of building permits.
The Board discussed the effect the increased drive widths will
have on the parking count and determined that, although some spaces
will be lost, sufficient parking will remain. This is due to the
over -supply of parking provided for the Carl's Junior restaurant,
and the Board directed that the record shall state that the calcula-
tions previously used for parking requirements were in fact a
combination of ratios for various uses and are not applicable in
this case. The Board has used a ratio of one parking space for
every 5 restaurant seats as a criterion, resulting in a requirement
of approximately 18 spaces for the restaurant use.
Elevations were reviewed and the applicants instructed to provide
aesthetic relief for the westerly elevation.

2, 1978, shall be the approved layout, subject to the
modifications described herein:
a. The exiting drive directly to the west of the proposed
Carl's restaurant shall be redesigned in a manner
acceptable to the Department of Public Works.
b. The most easterly drive location on Edinger Avenue
shall be posted "Exit Only." Said posting shall be
placed at the easterly boundary just prior to the
drive.
c. The drive directly north of the southerly wing of the
main building and the exiting drive directly west of
the proposed Carl's restaurant shall be increased to
reflect a width of thirty-two (32) feet.
d. The west elevations shall be revised to provide some
type of aesthetically pleasing treatment and shall be
submitted to the Secretary of the Board for approval
prior to issuance of building permits.
The modifications outlined above shall be delineated upon the
plan submitted to the Department of Building and Community
Development upon application for building permits.
In its approval action, the Board of Zoning Adjustments considered
the following issues in relation to the conceptual plan:

plan shall indicate screening of all rooftop mechan-
ical equipment and shall delineate the type of
material proposed to screen said equipment.
3. All applicable fees shall be paid prior to issuance of
building permits.
G. GENERAL CONDITIONS:
1. Natural gas shall be stubbed in at the locations of cook-
ing facilities, water heaters, and central heating units.
2. Low -volume heads shall be used on all spigots and water
faucets.
3. All building spoils, such as unusable lumber, wire, pipe,
and other surplus or unusable material, shall be disposed
of at an offsite facility equipped to handle them.
4. If outside lighting is included on site, high-pressure
sodium vapor lamps shall be used to prevent "spillage"
onto adjacent areas and for energy savings.
5. A detailed soils analysis shall be prepared by a soils
engineer prior to the issuance of building permits. The
analysis should include onsite soil sampling and laboratory
testing of materials to provide detailed recommendations
regarding grading, fill properties, foundations, retaining
walls, streets, and utilities. All measures recommended
in the soils analysis shall be conditions of approval for
the project.

Chairman Eadie opened the public hearing. Elise Lee, attorney,
was present to represent the applicant. There being no persons
to address the Board in regard to this matter, the public hear-
ing was closed.
Board review found the project substantially in compliance with
code requirements.

Applicant: John K. Alstrom (John D. Lusk & Son)
To permit construction of a 50,692 square foot industrial build-
ing located on the northwest corner of Machine Drive and Spring-
dale Street in an M1-A, Restricted Manufacturing District.
This request is covered by EIR 73-16, adopted by the City Council
on March 18, 1974.
Jeri Tarrant was present at the meeting.
Chairman Eadie informed the applicant that the Department of
Public Works has indicated a desire to minimize the number of
curb cuts on Springdale Street into the 9-acre parcel of which
the subject site is a part. The Board discussed the possibility
of approving this project with a condition for two cuts only and
reciprocal accesses; also reviewed was the effect such approval
might have on access for the other parcels in the future.
Ms. Tarrant indicated that if a decision is made which will lock
her company into a condition which will narrow its options on
the remainder of the parcels she would prefer a continuance, so
that the matter can be further reviewed by both the City and the
Lusk Company.

Environmental Quality Act, 1970.
The Board reviewed the request. It was noted that the Finance
Department (License Division) has indicated that no insurance
need be required of this applicant, as the use is located in an
already covered commercial area.

NO. 78-24 WAS APPROVED WITH THE FOLLOWING CONDITIONS, BY THE

1. The conceptual site plan received and dated February 22,
1978, shall be the approved layout.
2. Applicant shall obtain all necessary electrical permits.
3. An onsite inspection by the Fire Department shall be required
prior to the event, to insure that all drives and exits
are maintained free and clear.
4. This approval shall be valid for the use on either Saturday
March 4, 1978, or Saturday, March 11, 1978, from the hours
of 8:00 a.m. to 4:00 p.m., date at the option of the
applicant.
