HomeMy WebLinkAbout1978-02-27MINUTES Room B-8, Civic Center Huntington Beach, California Monday, February 27, 1978 A tape recording of this meeting is on file in the City Clerk's Office Mayor Pattinson called the adjourned regular meeting of the City Council of the City of Huntington Beach to order at 7:00 P.M. ROLL CALL Present: Bartlett, Coen, Siebert, Pattinson, Shenkman (7:10 P.M.) Gibbs (7:15 P.M.) Wieder (8:45 P.M.) Absent: None BUDGET FOR CROSSING GUARDS The Director of Public Works reported on aspects of the budget for crossing guards referring to his report dated February 24, 1978. Viewgraphs were shown by Ralph Leyva, Traffic Engineer, showing costs not included within the report, as well as the results of a school crossing guard survey of other cities. Mr. Leyva reviewed the report with Council. He reported on the inventory of crossings including the crossing guard at the Central Library. Councilman Shenkman suggested that contacts be made to large corporations in the private sector as these companies often donate large sums of money for community projects. In response to Councilman Siebert's question regarding cost increase, it was explained that it was due to the fact that part of the last budget's costs were funded by CETA as well as required hourly wages for the guards. Councilman Coen suggested that a user's fee be charged and also questioned the summer school program. Councilwoman Gibbs spoke regarding the possibility of using school patrol guards and discussion was held. MUNICIPAL PIER MAINTENANCE -- STAFF TO SOLICIT. BIDS AND PREPARE REPORT The Director of Harbors, Beaches and Development presented slides showing the history of the municipal pier maintenance. He stated the need to address the present maintenance needs of the pier stating that the pier is a capital asset. Slides were shown of the condition of the pilings, and related pier facilities. He reported on his discussions with the firm of Charles Pollyea & Associates, consultants, relative to bringing in private enterprise stating that Mr. Pollyea was extremely optomistic. Discussion was held between the Council and the Director of Harbor, Beaches and Development. On motion by Siebert, second Gibbs, Council authorized the Director of Harbor, Beaches and Development to solicit bids to determine the structural integrity of the Municipal Pier, and further to prepare a preliminary report on the potential commercial uses of the pier. Motion carried unanimously. 1 C `a Page #2 - Council Minutes - 2/.27/78 i BOARD AND CARE HOMES - PRESENTATION BY COUNTY REPRESENTATIVES Dr. J. R. El ers, Program Chief, Alcoholism, Drug Abuse and Mental Health Services, Human Services Agency, introduced Nancy Harris, Associate Director, Mental Health Association, Ms. Harris read a communication to the Council and audience which gave a comprehensive outline of the function and scope of the program and the role of the Mental Health Association. Dr. Peter Kimmel, Deputy Director, North Coast Region, Alcoholism, Drug Abuse and Mental Health Services Agency, addressed Council regarding the importance of having such care available in the City of Huntington Beach. He requested that Council contact him if they should ever have any questions regarding the program. Lynn Slaven, Recruiter, Social Services, Human Services Agency, addressed Council regarding their desire to work with City representatives to provide board and care homes. He distributed literature on the matter to Council. Mr. Dennis Carlson, Continuing Care Coordinator, North Coast Region, Alcoholism, Drug Abuse and Mental Health Services, Human Services Agency,addressed Council re- garding the clinical services available to residents, the screening of residents and related matters. Dr. E1 ers, again addressed Council and spore regarding the need for cooperation with the City stating that facilities were needed for Huntington Beach residents. Following the presentation, it was determined that a time would be designated for Councilman Shenkman and Pattinson to meet with the County representatives regarding this matter. RECESS - RECONVENE Mayor Pattinson called a recess of the City Council at 8:00 P.M. The meeting was reconvened in the Council Chamber with Councilwomen Wieder and Gibbs absent. r RATIFICATION OF APPOINTMENT - NLC COMMITTEE ON PUBLIC SAFETY - MAYOR PATTINSON A motion was made by Siebert, second Bartlett to ratify the appointment of Mayor Pattinson by the National League of California Cities to the NLC Committee on Public Safety. Motion carried by unanimous vote. LAW DAY CEREMONIES Councilman Shenkman referred to a letter which had been received from Mr. C. William Carlson, Jr., Attorney at Law, regarding the designation of April 26, 1978 as the day that the cities of Huntington Beach and Fountain Valley will.be.honored at the Law Day Ceremonies at the West Orange County Municipal Court. The City Council determined that City representatives would meet with Mr. Carlson on the matter. PUBLIC HEARING - PUBLIC INPUT FOR 1978-79 MUNICIPAL BUDGET Mayor Pattinson announced that this was the day and hour set for a public hearing for the purpose of soliciting public input for programs, their costs, services to be added, services to be reduced and discussion on costs of government. 'qe e Page # 3 - Council Minutes - 2/27/78 The City Clerk informed Council that all legal requirements for publication and posting.had been met. Mayor Pattinson declared the hearing open. Jean Carey, city resident, addressed Council regarding the flooding problem on Christy Drive near St. Bonaventure Church. She outlined the problems which it had caused and stated that she believed the situation created a hazard to the community. Mr. Booth, city resident, addressed Council regarding the Christy Drive flood- ing. He stated that it did not seem to be as much of a problem until 1974 when storm drain work was commenced in the area. The Director of Public Works stated that Gas Tax funds may be available for the project which would alleviate the problem. It was requested that the Director of Public Works -prepare a report on the matter and to have relief equipment available in the area at the next occurrence. Mr. Ron Zeski, City resident, addressed Council regarding the problem of flooding on Rogers Drive near Meadowlark Golf Course. Councilwoman Gibbs returned to the Council meeting. Gordon Offstein, City resident, addressed Council and stated that he hoped this year's budget would be in a form that is easier to read and to understand than was last year's budget. He -stated that he believed the request for surfing funds should have been presented to Council at budget time rather than in the middle of the year as he believed it unfair to the people who presented their budgets at budget time. The Mayor explained that the money for the surfing came from the unencumbered monies from the Music and Promotion Fund. CITY GOALS & OBJECTIVES - DISCUSSION The City Administrator presented a viewgraph of the City's Goals and Objectives as adopted January, 1977. COUNCILWOMAN WIEDER ARRIVED AT THE COUNCIL MEETING. Councilman Siebert stated that he would like to see items addressed which prove a constant problem to the City. He cites examples such as the Capital Improvement Program, drainage problems and City structures on sinking land. Councilwoman Wieder stated the need for a commitment of time on the part of local elective officials in setting goals and objectives and a budget. JARVIS AMENDMENT Mayor Pattinson reported on the recent meeting of the tax setting agencies held at City Hall. The City Administrator reported that the County and each City will issue a report to inform citizens of the steps which might have to be taken to cope with the Jarvis ,Initiative and which outline the initiative's consequences. The City Administrator outlined the problems which the City would encounter, particularly in the area of personnel. Discussion was held by the Council and City Administrator. Page #4 - Council. Minutes - 2/27/78 Councilman Shenkman stated that even if the Jarvis Initiative failed he believed the 60% budget should be foot -noted for future reference and possible action. In response to Councilman Shenkman, the City Administrator stated that a list of possible user's fees would be presented should the Jarvis Initiative pass. Mr. Bill Tizzard spoke regarding his understanding of the Jarvis Initiative stating that he believed it would cut the City's budget five million dollars rather than nine million dollars. Erich Matthews, Administrative Assistant, stated that approxi- mately 40% of the General Fund Budget revenue is derived from property tax. He reported on the procedure by which the tax loss to the City is.calculated. WARNER AV BRIDGE REPAIR AUTHORIZED/BANNING AV—- STORM BRAIN PTIMP STp�TTON REPATR AUTHORIZED The City Administrator informed Council that they,had been provided with a com- munication dated 2/23/78 from the Director of Public Works regarding the need for emergency repair of the Warner Avenue bridge at Bolsa Chica Bay together with a communication dated February 24, 1978 regarding the need for a new gear head for one of the pumps at the Banning Avenue Storm Drain Pump Station. A motion was made by Wieder, seconded by Shenkman that Council authorize the Pur- chasing Officer to obtain the required services and materials via Section 3.02.190 of the Municipal Code titled "Exempt and Emergency Procurements" for the repairs to the warner Avenue bridge in an amount not to exceed $25,000; and further approved the expenditure of $17,000 for the purchase of a new gear head for one of the pumps at the Banning Avenue Storm Drain Pump Station. The motion carried by the following roll call vote: AYES: Bartlett, Pattinson, Coen, Gibbs, Siebert, Shenkman, Wieder NOES: None ABSENT: None LETTER TO PROSPECTIVE DEVELOPERS COMMENDED Councilwoman Wieder commended the staff for the preparation of the form letter to prospective developers in the City.
