Applicant: Irwin & Associates
This is a request for an additional building at an existing church
located at 6931 Edinger.
Monica Florian addressed the Commission and gave a brief background
of the application.
Commissioner Stern arrived at 7:10 p.m.
The public hearing was opened.
Bob Stowell addressed the Commission and questioned the suggested
condition for a turn around. He stated that he would like to discuss
the condition with the fire department.
Commissioner Slates stated that he felt this condition should be
amended.

ON MOTION BY SLATES AND SECOND BY NEWMAN CONDITIONAL USE PERMIT
NO. 78-01 WAS APPROVED WITH THE FOLLOWING FINDINGS AND CONDITIONS BY
THE FOLLOWING VOTE:
FINDINGS:
1. The proposed use is in substantial conformance with applicable pro-
visions of the Huntington Beach Ordinance Code.
2. The proposed building can be anticipated to fulfill a public need
for this type facility in the general area.
CONDITIONS OF APPROVAL:
1. The site plan dated January 20, 1978, shall be the approved layout.
2. Either a turn -around or a circular drive between the two existing
drives shall be provided and shall be subject to approval by the
Fire and Planning Departments.
3. Natural gas shall be stubbed in at the locations of cooking facilities,
water heaters, and central heating units.
4. Low -volume heads shall be used on all spigots and water faucets.
5. All building spoils, such as unusable lumber, wire, pipe, and other
surplus or unusable material, shall be disposed of at an offsite
facility equipped to handle them.

APPROVED AND THE STAFF WAS DIRECTED TO REVIEW PROPERTY NORTH OF
DUNBAR DRIVE FOR MEDIUM DENSITY TO BE INCLUDED IN THE NEXT GENERAL
PLAN AMENDMENT BY THE FOLLOWING VOTE:

SPECIAL SIGN PERMIT 78-2
Applicant: Heath & Company
Winchell's Donut House
This is a request for installation of an additional monument sign
at Winchell's Donut House located at 5942 Edinger on the southwest
corner of Edinger and Springdale.
Monica Florian addressed the Commission and discussed the application
and the staff's recommendation for denial. She stated that the staff
felt there was adequate sign coverage.
The public hearing was opened.
Mr. E. Briesemeister addressed the Commission in behalf of Heath and
Company and Winchell's Donut House. He stressed how imporant the sign
would be to attract additional business.
A man who worked for Winchell's Donut House and spoke in behalf of
the sign.
The public hearing was closed.

CONDITIONAL EXCEPTION NO. 78-02/NEGATIVE DECLARATION NO. 77-134
Applicant: Michael E. Revnolds
IN CONJUNCTION WITH
TENTATIVE PARCEL MAP 77-51
Applicant: Michael E. Reynolds
Tentative Parcel Map No. 77-51 in conjunction with Conditional
Exception No. 78-02'is a request to allow a 50 foot lot in the Townlot
area to be subdivided into two parcels, each having 25 feet of frontage.
Minimum frontage required by the Townlot Specific Plan is 30 feet.
The property is located at 424 12th Street.
Monica Florian addressed the Commission and discussed briefly the
information contained in the staff report. She stated that the staff
felt no special privileges would be granted to the property owner if
applications were approved.
Commissioner Stern felt that a condition should be added which requires
that no disturbance should occur to neighbors in developing this
property, that all building spoils should be removed, and no activites
permitted on Sundays or after 10 o'clock at night.
Secretary•Selich stated that he felt a condition should be added to
the standard letter of code requirements which would restate critical
sections of the code.
The public hearing was opened.
Theresa Reilly thanked Commissioner Stern for his suggestion concerning
the restriction of noise and activity after 10 o'clock at night and on Sundays. She also
questioned why other developments on 25 foot lots did not require hearings.
The public hearing was closed.

ON MOTION BY NEWMAN AND SECOND BY HOFFMAN NEGATIVE DECLARATION NO. 77-134
WAS APPROVED BY THE FOLLOWING VOTE:

ON MOTION BY NEWMAN AND SECOND BY HOFFMAN CONDITIONAL EXCEPTION
NO. 78-02 WAS APPROVED WITH THE FOLLOWING FINDINGS BY THE FOLLOWING
VOTE:
1. The two -lot division of land and the development of two single-
family dwellings is in keeping with much of the development in
the area.
2. The subdivision of this parcel into two 25 foot lots is creating
parity with what exists in the general area.

WAS APPROVED WITH THE FOLLOWING FINDINGS AND CONDITIONS BY THE
FOLLOWING VOTE:
FINDINGS:
This request will not'be detrimental to the public health, safety, and
welfare of the community, as the development proposed upon the two
parcels is proposed at the same intensity as that of surrounding uses.
CONDITIONS OF APPROVAL:
1. The tentative parcel map received by the Planning Department on
November 29, 1977, shall be the approved layout.
2. A parcel map shall be filed with, and approved by, the Department
of Public Works and recorded with the Orange County Recorder.
3. A copy of the recorded parcel map shall be filed with the Planning
Department.
4. Natural gas and 220V electrical shall be stubbed in at the location
of clothes dryers.
5. Natural gas shall be stubbed in at the locations of cooking
facilities, water heaters, and central heating units.
6. Low -volume heads shall be used on all spigots and water faucets.
7. All building spoils, such as unusable lumber, wire, pipe, and other
surplus or unusable material, shall be disposed of at an offsite
facility equippped to handle them.
8. The structures on the subject property, whether attached or
detached, shall be constructed in compliance with the state
acoustical standards set forth for all units that lie within the
60 CNEL contours of the property.
9. A chemical analysis, as well as tests for physical properties
of the soil on the subject property, shall be submitted to the
City for review prior to the issuance of building permits.

USE PERMIT NO. 77-107 (REQUEST FOR PARKING REDUCTION)
Applicant: Robert F. Curtis Development
This is a request for an additional reduction of 9 parking spaces
from the total parking requirements for the existing commercial center
toyestablish a restaurant (15 space reduction was granted at February 22,
1978 meeting). The property is located on the south side of Warner
Avenue, approximately 150 ft. west of Bolsa Chica Street in the C-4,
Highway Commercial, District.
Monica Florian briefly summarized the action previously taken on this
application.

ON MOTION BY STERN AND SECOND BY NEWMAN A REDUCTION OF 9 PARKING SPACES
FOR USE PERMIT NO. 77-107 WAS APPROVED WITH THE FOLLOWING FINDINGS
AND CONDITIONS BY THE FOLLOWING VOTE:
FINDINGS:
1. 'ThQ applicant has demonstrated sufficient justification for the
reduction in -parking spaces; i.e., the restaurant use will
generate its greatest parking need during the nighttime hours
and will not have a significant need for day parking, whereas
the office and retail uses on the site are primarily daytime
operations. Therefore, no substantial impact on the overall
parking within the center will result from this use.
2. The establishment, maintenance, and operation of the use will not
be materially detrimental to property and improvements in the
vicinity of such use, nor have an injurious effect on the general
welfare of persons residing or working in the vicinity.
3. The proposal is consistent with the City's General Plan of Land
Use.
CONDITIONS OF APPROVAL:
TO BE COMPLETED PRIOR TO ISSUANCE OF BUILDING PERMITS:
1. The revised conceptual site plan received and dated February 28,
1978 shall be the approved layout, and the floor plan received
and dated February 16, 1978 shall be the approved layout for the
requested restaurant space.
2. The reduction in parking spaces authorized by this approval shall
be for nine (9) spaces (a total of 24 spaces based upon the
Planning Commission's action on February 22, 1978).

DISCUSSION ITEMS:
PRELIMINARY PLAN FOR DOWNTOWN
This is a request from Redevelopment Commission to initiate formulation
of a Preliminary -Plan for Downtown Redevelopment.
Commission discussion ensued. The staff was directed to define high
rise and multi -story. Also, direction was given to make clear that
mixed uses could be allowed at Goldenwest and Pacific Coast Highway
or 17th and Pacific Coast Highway.

COMMISSIONER ITEMS:
The Commission agreed to meet with the Environmental Council at a
dinner -meeting to be set at a later date.
REVOCATION OF PPSA 70-4, ATLANTA/LAKE - submitted by Commissioner Slates
ON MOTION BY SLATES AND SECOND BY STERN THE STAFF WAS DIRECTED TO
SET PPSA 70-4 FOR PUBLIC HEARING ON REVOKING NORTHERN PORTION AND
