Applicant: H.B. Rentals
To permit an industrial structure for a pre -mix concrete facility
to be constructed in excess of the 40-foot height limit to a maxi-
mum height of forty-five (45) feet on property located on the west
side of Nichols Street approximately 350 feet south of Warner
Avenue in an Ml, Light Industrial District.

Applicant: H.B. Rentals
To permit construction of a pre -mix concrete facility located on
the west side of Nichols Street approximately 350 feet south of
Warner Avenue in an Ml, Light Industrial District.
Secretary Spencer reported that a meeting has been held between
the developer and staff; applicant has agreed to a week's continu-
ance of the requests.

Applicant: Winall Stations
To permit modernization of an existing self-service gasoline
station (landscaping, signing, etc.) located on the northeast
corner of Beach Boulevard and Yorktown Avenue in a C4, Highway
Commercial District.
This request is a Categorical Exemption, Class 1, California En-
vironmental Quality Act, 1970.
Allen Gimenez was present to represent the application.
Bruce Crosby reported that the drive openings as shown have been
reviewed by Public Works and found not to constitute a traffic
problem. The Board reviewed signing on the property and suggested
relocation of the sign on Yorktown Avenue.
ON MOTION BY SPENCER AND SECOND BY CROSBY ADMINISTRATIVE REVIEW
NO. 78-31 WAS APPROVED WITH THE FOLLOWING CONDITIONS, BY THE FOLLOW-
ING VOTE:
CONDITIONS OF APPROVAL:
A. TO BE COMPLETED PRIOR TO ISSUANCE OF BUILDING PERMITS:
1. The conceptual site plan received and dated March 14, 1978,
shall be the approved layout, subject to compliance with
Sections 9482.1 and 9482.1.1 of the Huntington Beach Ordin-
ance Code.
In its approval action, the Board of Zoning Adjustments considered
the following issues in relation to the conceptual plan:
• Traffic circulation and drives;
• Parking layout;
• Lot area;
. Lot width and lot depth;
. Type of use and its relation to property and improvements in the
immediate vicinity;
• Past administrative action regarding this property.
2. The elevations shown on the approved plan shall be the
precise elevations for the project.
3. The following plans shall be submitted to the Secretary
of the Board for his review and approval:
a. A landscaping and irrigation plan complying with the
Huntington Beach Ordinance Code and landscaping specifi-
cations on file in the Department of Public Works.
b. Signing plans for the site.

ADMINISTRATIVE REVIEW NO. 78-32
Applicant: Christopher Bates
To permit construction of a 159,622 square foot business park, loc-
ated at the southeast corner of Gothard Street and Heil Avenue in
an Ml, Light Manufacturing District.
This request is covered by Negative Declaration No. 78-32.
Chairman Eadie opened the public hearing on the negative declara-
tion request. Bill Burke was present to represent the application.
The Board reviewed the information contained in the negative dec-
laration request form and considered mitigation measures applicable
to the project. There being no persons to address the environ-
mental aspects of the project, the public hearing was closed.
ON MOTION BY EADIE AND SECOND BY SPENCER THE BOARD, HAVING FOUND
THAT THE PROPOSED PROJECT WILL NOT HAVE A SIGNIFICANT ADVERSE IMPACT
ON THE PHYSICAL ENVIRONMENT, ADOPTED NEGATIVE DECLARATION NO. 78-32
WITH THE MITIGATING MEASURES CONTAINED IN CONDITIONS C1 THROUGH C7
IMPOSED ON THE ADMINISTRATIVE REVIEW, BY THE FOLLOWING VOTE:

The Board reviewed the project with the applicant. The drive widths,
locations, and construction standards for curb radius were dis-
cussed. Mel Ott, noting that the plan under consideration has
been changed from the plan originally reviewed by the Fire Depart-
ment, cautioned the applicant that if the separation walls shown
in Buildings 2 and 4 are left in place the drive width to the north
of those structures will have to be increased to thirty-two (32)
feet or the buildings sprinklered.
Bruce Crosby informed the applicant of the requirement for street
improvements plans to be submitted prior to issuance of building
permits; he also noted that the street improvements are required
to be constructed prior to framing inspection. The developers will
be responsible for any necessary relocation of traffic signals
and/or poles.
Chairman Eadie explained the sewer problem in the area to the
proponent, cautioning that timing of the development is contingent
upon a solution to the presently above -capacity sewer facilities.

NO. 78-32 WAS APPROVED WITH THE FOLLOWING CONDITIONS, BY THE
FOLLOWING VOTE:
CONDITIONS OF APPROVAL:
A. TO BE COMPLETED PRIOR TO ISSUANCE OF BUILDING PERMITS:
1. The conceptual site plan, building elevations, and floor
plans received and dated March 16, 1978, shall be the
approved layout for industrial uses only, subject to the
following modifications:
a. The northerly drive on Gothard Street shall be realigned
on the plan to a location placing it directly opposite
the approved future drive opening in the development to
the west across Gothard.
b. The westerly drive on Heil Avenue shall be widened to
a dimension of thirty-five (35) feet.
c. Radius type curb returns shall be depicted on all drives
for the -project, in lieu of the standard "X" type
drive approach.
The modifications described above shall be depicted upon the
plans submitted to the Department of Building and Community De-
velopment upon application for building permits.
In its approval action, the Board of Zoning Adjustments considered
the following issues in relation to the conceptual plan:
• Traffic circulation and drives;
• Parking layout;
. Lot area;
. Lot width and lot depth;
• Type of use and its relation to property and improvements in
the immediate vicinity;
. Past administrative action regarding this property.
2. The following plans shall be submitted to the Secretary
of the Board:
a. Landscaping and irrigation plan complying with Article
979 of the Huntington Beach Ordinance Code and landscap-
ing specifications on file in the Department of Public
Works.
Said plan shall include screening of parking spaces along
Gothard Street and Heil Avenue through the use of
intensified landscaping.

b. Rooftop mechanical equipment screening plan. Said plan
shall indicate screening of all rooftop mechanical equip-
ment and shall delineate the type of material proposed
to screen said equipment.
B. TO BE COMPLETED PRIOR TO FINAL INSPECTION:
1. A 6-foot high, 6-inch wide masonry wall shall be constructed
along the easterly property line.
C. GENERAL CONDITIONS:
1. Natural gas shall be stubbed in at the locations of cooking
facilities, water heaters, and central heating units.
2. Low -volume heads shall be used on all spigots and water
faucets.
3. All building spoils, such as unusable lumber, wire, pipe,
and other surplus or unusable material, shall be disposed
of at an offsite facility equipped to handle them.
4. If outside lighting is included on -site, high-pressure
sodium vapor lamps shall be used to prevent "spillage" onto
adjacent areas and for energy savings.
5. If foil -type insulation is to be used, a fire retardant
type shall be installed as approved by the Department of
Building and Community Development.
6. Sewer and drainage facilities shall be installed in accord-
ance with Department of Public Works standards.
7. A detailed soils analysis shall be prepared by a registered
soils engineer. This analysis shall include onsite soil
sampling and laboratory testing of materials to provide
detailed recommendations regarding grading, fill properties,
foundations, retaining walls, streets, and utilities.

This project is covered by Negative Declaration 76-121, adopted
by the Planning Commission on January 4, 1977.
Randy Blanchard was present to represent the application.
The Board reviewed the location within the tract of the proposed
models and the paving, parking, and signing of the complex.

NO. 78-33 WAS APPROVED WITH THE FOLLOWING CONDITIONS, BY THE FOL-
LOWING VOTE:

subject to the approval of the Secretary of the Board,
prior to installation.

in the college's west parking lot and will be from the hours of
6:00 a.m. and 4:00 p.m.

1. The plot plan and description received and dated March 27,
1978, shall be the approved project.
2. The applicant shall obtain all necessary electrical permits.
3. An onsite inspection by the Fire Department shall be required
prior to the event.
4. A certificate of insurance form shall be filed in the License
Division of the Finance Department ten (10) days prior to the
event.

Applicant: Virginia Buccella
Request for an extension of time for a previously approved parcel
map to permit a two -lot division of land located at the northwest
corner of Dunbar Street and Leslie Lane in an R1, Low Density
Residential District.
Secretary Spencer explained the applicant's request for extension
to the Board. It was determined that the allowed extension
would move the expiration date of the map to May 3, 1979.

ONE-YEAR EXTENSION OF TIME TO TENTATIVE PARCEL MAP NO. 76-50,
BY THE FOLLOWING VOTE:

TENTATIVE PARCEL MAP NO. 78-11
Applicant: William Goodman
To permit division of an existing 155 foot lot into two spparate
lots, located on the northwest corner of Lynn Street and Warner
Avenue in an R3 District.
Secretary Spencer informed the Board that it has been determined
that this request cannot meet the square footage per lot require-
ments of the ordinance code. Therefore, the Board's original
approval of this map must be rescinded.

RECONSIDER ITS FORMER APPROVAL, BY THE FOLLOWING VOTE:

Review determined that there is no way the lot can be split to
maintain two lots in conformance with code. It was noted that
denial without prejudice will allow the applicant to proceed to
the next higher decision -making body for possible authorization
of the minimal lot reduction involved.
