PLOT PLAN AMENDMENT NO. 78-1
Applicant: Robert C. Benson AIA
To permit addition of meeting rooms to a previously approved park-
ing and storage facility located on the west side of Delaware
Street approximately 200 feet south of Main Street in the Pacifica
Community Plan, District 1.
This request is covered by Negative Declaration No. 77-27, adopted
by the Planning Commission on May 17, 1977, upon approval of
Conditional Use Permit 77-9.
Chairman Eadie opened the public hearing. Bobert Benson was present
at the meeting. There being no persons present to speak for or
against the proposal, the public hearing was closed.
Mel Ott discussed the drive widths and the parking control mechan-
ism as they apply to emergency vehicle access; he also noted the
requirement for sprinklering the buildings if the occupancy load is
over 50 persons. The Board reviewed the parking ratios, floor plans,
and elevations for the project.

FINDINGS OF THE BOARD:
1. The proposal meets the criteria established by the Hunting-
ton Beach Ordinance Code for amendments to previously
approved projects, in that the proposal does not constitute
a substantial change, the proposed use of the property remains
the same, and the density on the property has not been in-
creased.
CONDITIONS OF APPROVAL:
A. TO BE COMPLETED PRIOR TO ISSUANCE OF BUILDING PERMITS:
1. The conceptual plot plan received and dated March 6, 1978,
shall be the approved layout, sub]ect to the modification
listed below:
The accessways on Delaware Street shall be increased to
provide minimum clear widths of twelve (12) feet.
The modification described above shall be delineated upon the
plan submitted to the Department of Building and Community
Development upon application for building permits.
2. The elevations and floor plans received and dated March 30,
1978, shall be the approved plans for the project.
In its approval action, the Board of Zoning Adjustments considered
the following issues in relation to the conceptual plan:
. Traffic circulation and drives;
. Parking layout;
. Lot area;
. Lot width and lot depth;
. Type of use and its relation to property and improvements in the
immediate vicinity;
Past administrative action regarding this property.
3. If the occupant load for the second story portion of the
structure is above fifty (50) people, the building shall
be sprinklered.
4. The following plans shall be submitted to the Secretary
of the Board:
a. Landscape and irrigation plan complying with Article
979 of the Huntington Beach Ordinance Code and land-
scaping specifications on file in the Department of
Public Works.
b. Rooftop mechanical equipment screening plan, if appli-
cable. Said plan shall indicate screening of all
rooftop mechanical equipment and shall delineate the
type of material proposed to screen said equipment.

5. The parking control mechanism shall be subject to review
and approval by the Huntington Beach Fire Department.

CONDITIONAL EXCEPTION NO. 78-21
Applicant: Harriet Goban
To permit a direct entry garage to encroach to within ten (10)
feet of a side property line, located on the southeast corner of
Olive Avenue and 13th Street in the Townlot Specific Plan, Area B.
This request is a Categorical Exemption, Class 5, California
Environmental Quality Act, 1970.
Chairman Eadie opened the public hearing. Mrs. Goban was present
at the meeting. She explained the purpose of her request and
submitted a letter from Peter Clentzos, a neighbor, in approval of
the project. There being no other persons to address the Board
on this matter, the public hearing was closed.
Board review ensued, taking into consideration the history of zon-
ing requirements on the property, the existence of many units in
the area at lesser setback than presently required by code, and
the area available to the applicant for on -street parking.
ON MOTION BY CROSBY AND SECOND BY EADIE CONDITIONAL EXCEPTION NO.
78-21 WAS APPROVED WITH THE FOLLOWING FINDINGS AND CONDITONS, BY
THE FOLLOWING VOTE:
FINDINGS OF THE BOARD:
1. The dwellinqs existing on the subject site were constructed
under different code provisions from those existing today in
regard to setbacks, and there are a large number of units in
the immediate vicinity at the same or lesser setback than is
being requested.
2. Since the subject property is a corner lot, there is suffi-
cient parking space on -street to accommodate guest parking.
3. The granting of the conditional exception does not constitute
the granting of special privilege.
4. Granting of the conditional exception willnot be materially
detrimental to the public welfare or injurious to property
in the same zoning classification.
5. Granting of the conditional exception will not adversely affect
the General Plan of the City of Huntington Beach.

CONDITIONS OF APPROVAL:

1978, shall be the approved layout.
In its approval action, the Board of Zoning Adjustments consid-
ered the following issues relating to the conceptual plan:

Past administrative action regarding this property.
2. The new garage doors shall be equipped with electric
automatic garage door openers.

Applicant: Cager Properties, Inc.
To permit splitting of an existing parcel into two separate
parcels with 66 foot frontages, located on the north side of
Liberty Street approximately 360 feet west of Beach Boulevard in
an R2, Limited Multiple Family District.
This request is covered by Negative Declaration No. 78-33.
Chairman Eadie opened the public hearing on the negative declara-
tion request. Craig Etchegoyen and Mike Frazier were present at
the meeting. The Board reviewed the information contained in the
negative declaration request form and considered mitigation meas-
ures applicable to the ultimate construction project on the
property. There being no persons to address the environmental
aspects of the project, the public hearing was closed.
ON MOTION BY EADIE AND SECOND BY CROSBY THE BOARD, HAVING FOUND
THAT THE PROPOSED PROJECT WILL NOT HAVE A SIGNIFICANT ADVERSE EFFECT
UPON THE PHYSICAL ENVIRONMENT, ADOPTED NEGATIVE DECLARATION NO.
78-33 WITH THE MITIGATION MEASURES CONTAINED IN CONDITIONS 10
THROUGH 13 IMPOSED ON THE PARCEL MAP, BY THE FOLLOWING VOTE:

The applicants indicated their receipt of and concurrence with

NO. 78-15 WAS APPROVED WITH THE FOLLOWING CONDITIONS, BY THE FOL-
LOWING VOTE:
CONDITIONS OF APPROVAL:
A. TO BE COMPLETED PRIOR TO USE OR OCCUPANCY OF SAID PARCELS FOR
ANY PURPOSE:
1. The tentative parcel map received and dated March 27, 1978,
shall be the approved layout.
2. A parcel map shall be filed with, and approved by, the
Department of Public Works and recorded with the Orange
County Recorder.
3. Liberty Avenue shall be dedicated to City standards at the
time said parcels are developed.
4. Water supply shall be through the City of Huntington Beach
water system at the time said parcels are developed.
5. Sewage disposal shall be through the City of Huntington
Beach sewage system at the time said parcels are developed.
6. All utilities shall be installed underground at the time

ADMINISTRATIVE REVIEW NO. 78-34
Applicant: Morris Brown & Associates
To permit construction of a two-story, 35,000 square foot manu-
facturing and warehousing building located on the south side of
Bolsa Avenue approximately 640 feet west of Graham Street in an
Ml-A, Restricted Manufacturing District.
This request is covered by EIR 73-16, adopted by the City Council
on March 18, 1974.
Morris Brown was present at the meeting.
The Board reviewed drive locations on the site, noting that the
"X" map for the area had required reciprocals between properties
and limited access to Bolsa Avenue. Mel Ott discussed emergency
vehicle access into the property and the need for increased drive
width and turning radius. The landscaping was reviewed and
accepted in concept, and the Board explained to the applicant that
the Ordinance Code restricts uses within the industrial zoning and
advised him to check with the Land Use Division prior to actual
leasing.
ON MOTION BY SPENCER AND SECOND BY EADIE ADMINISTRATIVE REVIEW NO.
78-34 WAS APPROVED WITH THE FOLLOWING CONDITIONS, BY THE FOLLOWING
VOTE:

A. TO BE COMPLETED PRIOR TO ISSUANCE OF BUILDING PERMITS:
1. The conceptual plot plan received and dated April 3, 1978,
shall be the approved conceptual layout, subject to the
following:
a. The access drives shall be to the approval of the
Secretary of the Board, and a revised plan shall be
submitted which will depict the approved drive loca-
tions and dimensions.
b. The westerly drive shall be a minimum width of thirty-
two (32) feet.
C. Radiused landscaping planters shall be provided at the
southwesterly and the southeasterly corners of the
larger industrial building.
d. All planting areas on the interior drives shall be
radiused.
The revised plot plan submitted upon application for building
permits shall delineate the above -noted modifications.

This request is covered by EIR 73-16, adopted by the City Council
on March 18, 1974.
George Seitz was present at the meeting.
Board review found the proposed pro]ect to be substantially in con-
formance with code requirements.

REQUESTED WERE APPROVED FOR A FOUR (4) WEEK PERIOD BEGINNING
APRIL 24, 1978, BY THE FOLLOWING VOTE:

ADMINISTRATIVE REVIEW NO. 78-41
Applicant: Seacliff Village Shopping Center
To permit a special three-day sales promotion event, to include
a Pepsi Challenge, a classic car show, and helicopter rides. Said
event will be held April 20, 21, and 22 from approximately 11:00
a.m. to 5:00 p.m. daily in the parking lot of the Seacliff Shopping
Center, Main Street and Yorktown Avenue.
Secretary Spencer reported that he has discussed this project
with Captain Jenkins and Lieutenant Morrison of the Police Depart-
ment; these officers have reviewed the project and will grant
Police Department approval. The applicants also must obtain the
approval of the FAA. The Board discussed the location for the
helicopter landings and the safety aspects of the proposal.
ON MOTION BY CROSBY AND SECOND BY SPENCER ADMINISTRATIVE REVIEW
NO. 78-41 WAS APPROVED WITH THE FOLLOWING CONDITIONS, BY THE FOL-
LOWING VOTE:
CONDITIONS OF APPROVAL:
1. This approval is predicated upon the applicant's ability to
obtain a permit from the Huntington Beach Police Department,
necessary clearance from the Federal Aviation Authority, and
provision of insurance through Loomis Aircraft Company and/or
Seacliff Shopping Center. Failure to provide any of the above
shall render this approval null and void.
2. The plot plan and request as outlined, received by the Planning
Department on April 17, 1978, shall be the approved layout.
3. An on -site inspection by the Fire Department shall be required
prior to the event.
4. No refueling of the helicopters used during this event shall
be permitted on -site.
5. The applicant shall obtain all necessary electrical permits.
