Mayor Shenkman called the Special Meeting of the City Council of the City of
Huntington Beach to order.
ROLL CALL
Present: Pattinson, Thomas, MacAllister, Siebert, Mandic, Bailey, Shenkman
Absent: None
CALL FOR SPECIAL MEETING
The City Clerk read the Call for Special Meeting which had been received and
consented to by a majority of the City Council prior to 7:30 P.M. on Wednesday,
April 19, 1978, for the purpose of considering emergency appointments of Acting
Planning Commissioners until final appointments are made by the City Council
pursuant to Chapter 238, S.54974 of the Maddy Act, and to discuss the current
sanitation strike.

You are hereby notified that a Special Meeting of the City Council of the City of
Huntington Beach, California, is called for and will be in the Council Chamber
of the Civic Center, at the hour of 7:30 P.M. on Thursday, April 20, 1978 for the

PLANNING COMMISSION APPOINTMENTS
Gail Hutton, City Attorney, reported on the procedural aspects of appointing members
to the Planning Commission to enable a quorum of the Commission to meet. She re-
ported at length on the provisions of the Maddy Act and its effect on said appoint-
ments.
Mr. James Palin, Assistant Director of Planning, reported on the forthcoming
Planning Commission agenda items and considerable discussion was held between
the Council and staff.
On motion by Siebert, second Thomas, Council directed that at the May 1, 1978
meeting an appointment to the Planning Commission shall be made by Council, to fill
the vacancy created by the resignation of Roger Slates, thus ensuring a quorum of
the Commission for their May 2, 1978 Council meeting, and further directed that
interviews for the Planning Commission would be conducted with appointments made
at the May 15, 1978 Council meeting. Motion carried by the following roll call
voter
AYES: Pattinson, Thomas, MacAllister, Siebert, Mandic, Bailey, Shenkman
NOES: None
ABSENT: None
SANITATION STRIKE - DISCUSSION
Darrel Cohoon, Administrative Assistant, addressed the Council regarding the
operating hours of the Gothard transfer station - (7:00 A.M. - 4:30 P.M.) and
the availability of the Coyote land fill site from 6 A.M. to 6 P.M.. He stated
that this and other information is being made available to the media and to
community facilities in order to inform the community.
Mr. Phil Hoenstein, representing Rainbow Disposal, reported on the service being
given to hospitals, rest homes, etc., and further discussion was held by Council.

On motion by Shenkman, second Siebert, the Special Meeting of the City Council
of the City of Huntington Beach adjourned. Motion carried unanimously.
