Secretary Spencer reported that a conditional exception has been filed to the Planning Commission to permit reduction in lot size. A negative declaration will be filed on the project prior to the Commission hearing. ON MOTION BY EADIE AND SECOND BY SPENCER TENTATIVE PARCEL 14AP NO. 78-19 WAS REFERRED TO THE PLANNING COMMISSION TO BE HEARD IN CON- JUNCTION WITH CONDITIONAL EXCEPTION NO. 78-07 AND A NEGATIVE DECLARATION REQUEST, BY THE FOLLOWING VOTE: AYES: SPENCER, EADIE, CROSBY NOES: NONE ABSENT: NONE REGULAR AGENDA ITEMS: USE PERMIT NO. 78-27 Applicant: Dollar Rent-A-Car To permit addition of a restroom facility to an existing office located on the east side of Beach Boulevard approximately 35 feet north of Blaylock Place in a C4, Highway Commercial District. This request is a Categorical Exemption, Class l(e), California Environmental Quality Act, 1970. Chairman Eadie opened the public hearing. Steve Boyer and Arthur Hoffpower were present at the meeting. There being no Minutes, H.B. Board discussion included consideration of setbacks, circulation, and parking on the site. ON MOTION BY CROSBY AND SECOND BY SPFNCER USE PERMIT NO. 78-27 WAS APPROVED WITH THE FOLLOWING FINDINGS AND CONDITIONS, BY THE FOLLOWING VOTE: FINDINGS OF THE BOARD: 1. The establishment, maintenance, and operation of the use will not be detrimental to the general welfare of persons residing or working in the vicinity or injurious to property and im- provements in the general area. 2. Granting of the use permit will not adversely affect the Gen- eral Plan of the City of Huntington Beach. 3. The proposal is consistent with the City's General Plan of Land Use. CONDITIONS OF APPROVAL: A. TO BE COMPLETED PRIOR TO ISSUANCE OF BUILDING PERMITS: 1. The conceptual plot plan received and dated April 27, 1978, shall be the approved layout. In its approval action, the Board of Zoning Adjustments considered the following issues in relation to the conceptual plan: . Lot area; . Lot width and lot depth; • Type of use and its relation to property and improvements in the immediate vicinity; . Past administrative action regarding this property. Roofing To permit establishment of a roofing material storage yard located south of the intersection of Manufacture Larie and System Drive in an Ml-A, Restricted Manufacturing District. This project is covered by EIR 73-16, adopted by the City Council on March 18, 1974. BZA 5-17-78 Page 2 Minutes, H.B. Secretary Spencer outlined the following issues of concern on the proposal: 1) question of whether or not the proposed use is a permissible and appropriate use in the Ml-A zoning district, and 2) question of whether or not the present configuration of the land was permitted by the Board only in conjunction with the specific site plan approved at the same time that the lot front- age reduction was allowed. The applicants addressed the Board to explain how their proposed use would operate, discussing height and type of storage on the site and screening of the outside storage from view. They noted that walls and existing or planned buildings will screen the site from all sides, with the only view into the property through its own access strip, which will have a slatted gate across it. They discussed uses on adjacent properties and expressed the view that their use would be compatible with surrounding uses. After further extensive discussion, it was the consensus of the Board to continue the application to allow staff research on the use itself and review of the prior actions on the property. ON MOTION BY EADIE AND SECOND BY SPENCER ADMINISTRATIVE REVIEW NO. 78-43 WAS CONTINUED WITH THE CONCURRENCE OF THE APPLICANTS TO THE MEETING OF MAY 24, 1978, BY THE FOLLOWING VOTE: AYES: SPENCER, EADIE, CROSBY NOES: NONE ABSENT: NONE ADMINISTRATIVE REVIEW NO. 78-44 Applicant: Tom Quintin/Gerald Jackson To permit construction of an 11,580 square foot industrial build- ing located on the east side of Connector Lane approximately 600 yards from Engineer Drive. This request is covered by EIR 73-16, adopted by the City Council on March 18, 1974. Mr. Quintin and Mr. Jackson were present at the meeting. Board review found the plan to be substantially in compliance with code requirements. ON MOTION BY SPENCER AND SECOND BY EADIE ADMINISTRATIVE REVIEW NO. 78-44 WAS APPROVED WITH THE FOLLOWING CONDITIONS, BY THE FOLLOWING VOTE: BZA 5-17-78 Page 3 Minutes, H.B. Board of Zoning Adjustments May 17, 1978 Page 4 CONDITIONS OF APPROVAL: A. TO BE COMPLETED PRIOR TO ISSUANCE OF BUILDING PERMITS: 1. The conceptual plot plan received and dated May 1, 1978, shall be the approved layout. In its approval action, the Board of Zoning Adjustments considered the following issues in relation to the conceptual plan: • Traffic circulation and drives; . Parking layout; . Lot area; . Lot width and lot depth; . Type of use and its relation to property and improvements in the immediate vicinity; . Past administrative action regarding this property. 2. The following plans shall be submitted to the Secretary of the Board: a. Landscape and irrigation plan complying with Article 979 of the Huntington Beach Ordinance Code and land- scaping specifications on file in the Department of Public Works. b. Rooftop mechanical equipment screening plan. Said plan shall indicate screening of all rooftop mechanical equipment and shall delineate the type of material pro- posed to screen said equipment. Said project is to be held in the Ellis Street right-of-way between Edwards and Goldenwest Streets. Board of Zoning Adjustments May 17, 1978 Page 6 TENTATIVE PARCEL MAP NO. 76-67 Applicant: Huntington Beach Company Request for an extension of time for a previously approved five - lot division of land located at the northeast corner of Main Street and Yorktown Avenue in an R5-0-CD, Office -Professional, Oil, Civic District. Said extension is for a one-year period of time to expire June 29, 1979. The Board reviewed the request.
