Tuesday, June 20, 1978
Mayor Shenkman called the adjourned regular meeting of the City Council
of the City of Huntington Beach to order at 4:30 P.M.
ROLL CALL
Present: MacAllister, Bailey, Siebert, Shenkman (Mandic arrived at 5:30 P.M.)
Absent: Pattinson, Thomas
ADMINISTRATION - BUDGET PRESENTATION
The City Administrator presented a re -cap of the budget presentation made
to Council on June 16. The relationship of the City Administrator's office
to all City departments and City functions was discussed.
Councilman MacAllister stated that he believed the office of Economic Develop-
ment was very important to the City. He commented on the possibility of
charging the public for such extensive printing items as budgets. Mayor
Shenkman stated that he did not believe the administrative staff was being
used to its potential. He stated that the number of staff was not excessive
as he believed the number would be doubled in private enterprise.
The Civil Defense Director presented an overview of the operation of his
department. He explained that if the secretarial position were deleted it
would reduce the effectiveness of his office and would result in his inability
to do field work, such as school instruction, etc.
Discussion was held regarding the function of the Office of Economic Develop-
ment.
A motion was made by Mandic, seconded by MacAllister to authorize the City
.Administrator to pursue the contracting of a qualified person to handle the
economic development in the City. The motion carried by the following vote:
AYES: MacAllister, Bailey, Mandic, Siebert, Shenkman
NOES: None

PLANNING DEPARTMENT BUDGET PRESENTATI0N
The Planning Director presented his department's programs and functions.
Several viewgraphs were shown relative to the Current Planning Division,
Land Use Division, Advanced Planning Division and the Secretarial Division.
He then reviewed the proposed reduction for fiscal year 1978-79 stating that
the major reductions would be in Advanced Planning. A viewgraph showing the
rationale and impacts of the recommended budget was presented together with
a detailed chart of the existing and proposed application fees.

RECESS - RECONVENE
The Mayor called a recess of the Council at 7:00 P.M. The meeting was reconvened
at 8:10 P.M. by the Mayor with Councilman Siebert recorded absent.
DEPARTMENT OF BUILDING & COMMUNITY DEVELOPMENT BUDGET PRESENTATION
The Director of Building and Community Development explained the obligations, duties
and functions of his department, and reviewed the organizational chart. Discussion
was held regarding the feasibility of raising fees.
COUNCILMAN SIEBERT RETURNED TO THE COUNCIL MEETING AT 8:40 P.M.
FINANCE DEPARTMENT BUDGET PRESENTATION r
The Finance Director presented a review of the operation of his department and
spoke regarding the economic factors affecting the City. The C.E.T.A. Program,
as it affects the Finance Department was discussed, as well as the data processing
operation. The feasibility of raising the business license fee was discussed
by the Council and Finance Director. r .
PERSONNEL DEPARTMENT - BUDGET PRESENTATION
The Personnel Director presented his departments proposed budget. He reviewed
the unemployment insurance program, the Police and Fire Department Validation
Study and the City's Affirmative Action Progrm.
OFFICE OF THE CITY CLERK - BUDGET PRESENTATION
The City Clerk presented her department's proposed budget and outlined the activi-
ties and duties required by her office, pursuant to the City Charter and State
enacted legislation. ✓
OFFICE OF THE CITY TREASURER - BUDGET PRESENTATION
The City Treasurer presented a chart entitled the Analysis of Reductions from
Service Level to Jarvis Level. The animal licensing program was discussed.
He then reviewed the Risk Man4w* nt Program.
HAMILTON PARCEL ACQUISITION HUNTINGTON CENTRAL PARK
The City Administrator presented a communication from the Director of Recreation,
Parks and Human Services informing Council of a request from the State that the
City amend its grant request relative to the acquisition of the Hamilton Parcel in
Huntington Central Park.
On motion by MacAllister, second Siebert, Council authorized the City Adminis-
trator,to execute the amended SB-174 grant, which changes the requested grant
amount from $54,375 to $81,257 and total estimated project cost from $72,500 to
$108,343 and return same to the State Department of Parks and Recreation no later
than June 26, 1978. Motion carried by the following vote:
AYES: MacAllister, Bailey, Mandic, Siebert, Shenkman

FINDINGS OF FACT CONCLUSIONS OF LAW & DECISION - CLOCEAjSEIU_LOCAL 690
The City Adminstrator informed Council that they had been provided with a
document entitled Findings of Fact, Conclusions .of Law and Decision in the
matter of the appeal of CLOCEA/SEIU Local 690 AFL-CIO petition for modifi-
cation of unit on which action was taken by Council on June 5, 1978 to deny
said appeal.
On motion by Bailey, seconded MacAllister Council adopted the Finding of
Fact, Conclusions of Law and Decision in the matter of CLOCEA/SEIU Local
690 AFL-CIO petition for modification of unit. Motion carried by the fol-
lowing vote:
AYES: MacAllister, Bailey, Mandic, Siebert, Shenkman
NOES: None
ABSENT: Pattinson, Thomas I/
POLICE DEPARTMENT - CONTINUANCE OF BUDGET PRESENTATION
The Police Management Audit was discussed and the possibility of utilizing
the recommendation therein. The Police Chief presented a viewgraph showing
statistics relative to calls for service. He displayed charts showing the
loss of personal property to citizens stating that his department is quite
efficient in the return of property compared to other cities. The drastic
service reductions which would occur under a Jarvis budget was reported on.
The helicopter program and its effectiveness was discussed.
Mayor Shenkman stated that information would be provided by Administration
relative to funding levels and priorities in increments of 85-90-95 percent.
Fees for industrial and commercial users were stated as a possibility for
added revenue. A salary comparison with the private sector and other cities
was requested.
The Mayor announced that a public hearing on the budget was scheduled for
Monday, June 26, 1978.
Councilman Siebert requested that Department Heads inform Council when their
budget becomes out of line with that first presented to Council so that
Council may be aware. He stated that he did not favor wage reductions but
that he did favor a wage freeze and a study of the adminstrative organiza-
tion of departments.

On motion by MacAllister, second Mandic the adjourned regular meeting of
the City Council of the Ciy of Huntington Beach adjourned to Monday, June
26, 1978 at 7:30 P.M. in the Council Chambers. M tion carried unanimously.
