HUNTINGTON BEACH PLANNING COMMISSION ADJOURNED MEETING

TUESDAY, JUNE 27, 1978 - 7:00 P.M.
COMMISSIONERS PRESENT: Higgins, Russell, Stern, Finley, Cohen, Bazil,
Paone
COMMISSIONERS ABSENT: None

Chairman Finley called the meeting to order.
DISCUSSION ITEMS:
BENCH AD FRANCHISE:
Bill Derrick presented information concerning possible color and
design controls for bus bench advertising. The Commission directed
that the franchise proposal include a prohibition of smoking and
liquor advertisements. It was also recommended that the agreement
specify a review period prior to expiration or renewal of the fran-
chise. The Commissioners agreed that development of a specific ad
review criteria was not necessary at this time but might be needed
in the future when problems had been identified.
WASHINGTON STREET STUDY:
Chuck Clark reviewed the Washington Street Study and discussed options
available for area improvements. Several residents and property owners
in the vicinity presented their views on the problems facing the area
and suggested various alternative actions that might be -acceptable.
Commissioner Bazil requested that Public Works investigate the possi-
bility of an amended right-of-way on Warner Avenue and adjacent streets
to leave more developed property on the lots. The possibility of con-
demnation and resubdivision of lots fronting Warner Avenue was also
discussed.
Commissioner Higgins suggested that alley dedication be equally divided
to increase usable lot size on Warner.
The Commission directed Staff to meet with residents in the area and
identify what the local property owners want. Commissioner Russell
suggested that representatives of the Commission attend such meetings.

GARFIELD GOLDENWEST STUDY:
Chuck Clark presented the findings, alternatives, and conclusions
of this special study.
The Commission discussed the desirability of industrial use in the
area, the feasibility of lot consolidation, alternative street align-
ment impacts, zoning consistency with the general plan, and owner-
ship patterns. The Commission requested that further information on
these subjects as well as possible general plan amendments and initi-
ation of a building moratorium be provided as soon as possible.
COMMUNITY FACILITIES ELEMENT:
This item was deferred to the next study session so adequate time would
be available for full discussion.
