Mayor Shenkman called the adjourned regular meeting of the City Council of
the City of.Huntington Beach to order at 7:30 P.M.
ROLL CALL
Present: Thomas, Bailey, Mandic, Siebert, Shenkman
MacAllister (arrived 7:30 P.M.)
Absent: Pattinson
BUDGET PRESENTATION
The City Administrator presented a review of the budget process to date.
A viewgraph showing the Jarvis -Gann budget revenue projections ($27,626,277)
Current Available Revenue ($4,580,,443) and Estimated Revenue From State
Under SB 159 ($2,782,000).
Discussion was held between the Council and the Finance Director regarding
the method used to calculate projected revenues.
FIRE DEPARTMENT
The City Adminstrator reviewed the Fire Department Budget Building.Block I
which showed the budget additions which the Fire Chief would recommend.
CITY SELF-INSURANCE PROGRAM
The City Risk Manager made a presentation on his recommendation that the City's
self-insurance level be raised.
INTERIM BUDGET
Mayor Shenkman recommended that until more information and accurate figures
are available, an interim budget be adopted, and discussion was held. Council-
man Siebert stated the need for information to be made available relative to
departmental spending of budgets.
REVIEW OF CETA PROGRAM
The CETA program was reviewed by the Assistant City Administrator.
A motion was made by Siebert, seconded by Mandic, that the policy of the City be,
barring the unforseen event that CETA is not funded, that the City,
embark on a four year phase out of all current CETA positions which are aug-
mented by -the General Fund and that this phase -out be developed by staff

and submitted to Council sometime before September 30, 1978; that the City continue
to supplement, if need be, all current CETA positions from the General Fund and
that the extension of time beyond four years be invalid other than by City Council
vote.
The motion carried by the following vote:
AYES: MacAllister, Bailey, Mandic, Siebert, Shenkman
NOES: Thomas
ASSENT: Pattinson
STRAW VOTES - DEPARTMENTAL BUILDING BLOCKS
Straw votes were taken by Council on the following Departmental Building Blocks,
which resulted as follows:
Fire Department - Level 3 $735,000
or Level 4 if required in order to obtain State funds
Police Department - Level 3z - $1,642,000
Harbors & Beaches - Level 3 - $2,059,00.0
The Council requested staff to ask Assemblyman Mangers
to urge the State to increase.its parking fees on the
State beaches so that the City could increase accordingly,
and derive a possible $150,000.
Building Department - Level 1 - $151,000
Administration - Level 4/5 - $85,000 + $42,000
If Office of Economic Development is retained
Finance Department - Level 2 - $78,000
City TreasurerZRisk Manager - Level 2+ $17,000/241,000
The City Treasurer was requested by Council to prepare
a report on complaints logged by the County relative to
animal control
Planning Department - Level 1+ - $81,000
Public Works Department - Level 1 + Contracts - $333,600
RECESS - RECONVENE
A recess of Council was called by the Mayor at 10:10 P.M. The meeting was recon-
vened by the Mayor at 10:20.
SENIORS' OUTREACH PROGRAM
The City Administrator suggested that if Council wanted.to retain the Seniors'
Outreach Program they could allocate $100,000 from Revenue Sharing `Funds with the
expectation that if the,County continues to fund it, only $33,000 would need to
be expended from the Revenue Sharing Funds.

RECREATION & PARKS DEPARTMENT - LEVEE 3 - $275 000
MOTION TO RECONSIDER - SIEBERT VS BONFA
A motion was made by Shenkman, seconded MacAllister, to reconsider action
taken June 7, 1978 whereby Council accepted the claim and became party
plaintiff in the case of Siebert vs Bonfa, a taxpayers` class action suit.
The motion carried by the following roll call vote:
AYES: MacAllister, Bailey, Shenkman
NOES: Thomas, Mandic
ABSTAIN: Siebert
ABSENT: Pattinson
A motion was made by Shenkman, seconded MacAllister, that the City not accept
the claim and not be party plaintiff in the case of Siebert vs Bonfa, a tax-
payers` class action lawsuit. Motion carried by the following roll call vote:
AYES: MacAllister, Bailey, Shenkman
NOES: Thomas, Mandic
ABSTAIN: Siebert
ABSENT: Pattinson
ADJOURNMENT
On motion by MacAllister, second Bailey, the adjourned regular meeting of the
City Council of the. City of Huntington Beach adjourned to Wednesday, June
28, 1978 at 7:30 P.M. in the Council Chamber. Motion carried unanimously.
