Applicant: Ed's Place
To permit a 760 square foot addition to an existing restaurant
located on the north side of Warner approximately 410 feet west
of Beach Boulevard in a C4, Highway Commercial District.
This request is a Categorical Exemption, Class 1, California En-
vironmental Quality Act, 1970.
Chairman Eadie opened the public hearing. L. A. Lemaster was
present at the meeting. There being no persons present to speak
for or against the proposal, the public hearing was closed.
Board review included consideration of parking spaces, drive
width and turning radius, and reciprocal use of the parking be-
tween the subject and adjacent uses. Slightly decreasing the
width of the addition was suggested as an alternative to obtain
adequate driveway width, and Mr. Lemaster said that the prospective
buyers of the property were in agreement with that approach in
prior discussions he had with them.
ON MOTION BY LIPPS AND SECOND BY F.ADIE USE PERMIT NO. 78-44 WAS
APPROVED WITH THE FOLLOWING FINDINGS AND CONDITIONS, BY THE FOL-
LOWING VOTE:
FINDINGS OF THE BOARD:
1. The establishment, maintenance, and operation of the use will
not be detrimental to the general welfare of persons resid-
ing or working in the vicinity or injurious to property and
improvements in the area.
2. The granting of a Use Permit will not adversely affect the
General Plan of the City of Huntington Beach.
3. The proposal is consistent with the City's General Plan of
Land Use.

CONDITIONS OF APPROVAL:
A. TO BE COMPLETED PRIOR TO ISSUANCE OF BUILDING PERMITS:
1. The conceptual site plan received and dated June 19, 1978,
shall be the approved layout, subject to the following:
a. The building addition shall be reduced one (1) foot
in width to accommodate a twenty (20) foot drive free
and clear between the wall of the addition and the
adjacent parking spaces.
b. The existing planter in the southeast corner of the
property shall be widened to an inside dimension of
six (6) feet.
A revised plan reflecting the above modifications shall be
submitted to the Department of Building and Community Devel-
opment upon application for building permits.
In its approval action, the Board of Zoning Adjustments considered
the following issues relating to the conceptual plan:
. Traffic circulation and drives;
. Parking layout;
• Type of use and its relation to property and improvements in
the immediate vicinity;
• Past administrative action regarding this property.
2. A landscaping and irrigation plan complying with Article
979 of the Huntington Beach Ordinance Code and landscap-
ing specifications on file in the Department of Public
Works shall be submitted to the Secretary of the Board
for review and approval.
3. The architecture of the proposed addition shall be the
same as the architectural theme of the existing building.
B. TO BE COMPLETED PRIOR TO FINAL INSPECTION:
1. The driveway adjacent to the new addition shall be posted
"No Parking - Fire Lane" in at least two locations.

To permit a six (6) foot high wall to be constructed five (5)
feet behind a front property line, located on the north side of
Marina Bay Drive approximately 650 feet east of Sharkfin Lane in
an R1, Low Density Residential District.

This request is a Categorical Exemption, Class 5, California En-
vironmental Quality Act, 1970.
Chairman Eadie opened the public hearing; as there was no one
present to represent the application or to speak for or against
the proposal, the public hearing was closed.
The Board reviewed the request, taking into consideration the code -
mandated requirements of hardship and unique circumstances necessary
for granting of conditional exception request applications.
ON MOTION BY LIPPS AND SECOND BY ELLSTROM CONDITIONAL EXCEPTION
NO. 78-40 WAS DENIED FOR THE FOLLOWING REASONS, BY THE FOLLOWING
VOTE:
REASONS FOR DENIAL:
1. Applicant has failed to demonstrate sufficient hardship on the
subject property to justify granting the conditional exception
request.
2. Granting of the conditional exception would constitute a grant
of special privilege inconsistent with other properties in
similar circumstances and identical zone classifications.
3. No unique circumstances of size, shape, topography, or surround-
ings exist upon the subject property which would deprive the
applicant of one or more substantial property rights.

TENTATIVE PARCEL MAP NO. 78-27

To permit consolidation of various parcels of land into one (1)
parcel located on the south side of Ellis Avenue between the
vacated section of Huntington Street and the Pacific Electric
Railroad right-of-way.
This request is a Categorical Exemption, Class 5, California En-
vironmental Quality Act, 1970.
Alan Blunt was present at the meeting and indicated his company's
receipt of and concurrence with the suggested conditions of
approval previously forwarded to them.

NO. 78-27 WAS APPROVED WITH THE FOLLOWING CONDITIONS, BY THE

FOR ANY PURPOSE:
1. The tentative parcel map received by the Planning Depart-
ment on June 21, 1978, shall be the approved layout.
2. A parcel map shall be filed with, and approved by, the
Department of Public Works and recorded with the Orange
County Recorder.
3. Ellis Avenue shall be dedicated to City standards at the
time said parcel is developed.
4. Compliance with all applicable City ordinances.
5. The property shall participate in the local drainage
assessment district at the time said parcel is developed.
6. Copies of the recorded parcel map shall be filed with the
Planning Department and the Department of Public: Works.

side of Pipeline Lane at Machine Drive in an M1-A, Restxicted
Manufacturing District.
This request is covered by EIR 73-16, adopted by the City Council
on March 18, 1974.
Gerald Johnson was present at the meeting and indicated his re-
ceipt of and concurrence with the suggested conditions of approval
previously forwarded to him.

Applicant: U-Haul Company of Orange County
To permit outside display of rental equipment on property located
on the southwest corner of Clay Avenue and Beach Boulevard in a
C2, Community Business District.
This request is covered by Negative Declaration No. 77-31, adopted
by the Board of Zoning Adjustments on March 30, 1977.
George Nelson and Steven Harpin were present to represent the
application.
Chairman Eadie reviewed the history of the project on this site
for the Board's information. The Board reviewed the intensified
landscaping proposed along Beach Boulevard, the treatment of the
perimeter wall, and the width of landscaping proposed for Clay
and Owens Avenues and Beach. It was specifically noted that
signing for the project would be subject to separate administra-
tive review in the Department.
ON MOTION BY EADIE AND SECOND BY ELLSTROM ADMINISTRATIVE REVIEW
NO. 78-62 WAS APPROVED WITH THE FOLLOWING CONDITIONS, BY THE FOL-
LOWING VOTE:
CONDITIONS OF APPROVAL:
A. TO BE COMPLETED PRIOR TO ISSUANCE OF PERMITS:
1. The conceptual site plan received and dated June 28, 1978,
shall be the approved layout subject to the modifications
outlined below:
a. The wall fronting on Beach Boulevard shall be a maxi-
mum height of thirty-two (32) inches, increasing to
six (6) feet at a distance of 30 feet back from the
front property line on both Clay and Owens Avenues.
The transition between heights shall be a radius
treatment as typified on the approved plan.
A revised plan shall be submitted delineating the modifications
described above.

2. Intensified landscaping treatment shall be installed
along Beach Boulevard in accordance with standard plans
on file in the Department of Public Works.
In its approval action, the Board of Zoning Adjustments consid-

. Lot area;
. Lot width and lot depth;
• Type of use and its relation to property and improvements in
the immediate vicinity;

The request was reviewed by the Board.
ON MOTION BY EADIE AND SECOND BY LIPPS SPECIAL EVENT NO. 78-6
WAS APPROVED WITH THE FOLLOWING CONDITIONS, BY THE FOLLOWING VOTE:
CONDITIONS OF APPROVAL:
1. The plot plan and description received and dated June 29,
1978, shall be the approved layout.
2. The applicant shall obtain all necessary electrical permits.
3. An onsite inspection by the Fire Department shall be, required
prior to the event.
