HUNTINGTON BEACH PLANNING COMMISSION

DISCUSSION ITEMS:
PUBLIC FACILITIES ELEMENT/CAPITAL IMPROVEMENTS PROGRAM STATUS REPORT
Rich Barnard gave a presentation on the Community Facilities Element
of the General Plan and the Capital Improvements Program. Dis-
cussion centered on an explanation of how the CFE and the CIP would
be integrated to reflect the goals and policies established by the
City Council.
LOCAL COASTAL PROGRAM
Bryan Austin presented an update on the purpose, direction and
progress of the Local Coastal Program. Discussion followed regarding
Commission concern over processing development applications in the
coastal zone that would limit the City's ability to prepare the
Local Coastal Program Land Use Plan prior to its completion. The
Planning Commission directed staff to prepare a transmittal for
the City Council to indicate its concern regarding the processing
of projects that would prejudice the preparation of the Local Coastal
Plan,. asking Council for direction in this matter and suggesting
a possible procedure to be used to evaluate the impact of the
project on the Local Coastal Program effort in advance of the
normal project review.
CONFLICT OF INTEREST CODE
Deputy City Attorney Mark Travis discussed what the Commissioners'
policy should be, stating.that the Conflict of Interest Code is
based on material and financial interests and that disqualification
is a personal matter with each Commissioner.
ROLE OF THE CITY ATTORNEY AND CITY ENGINEER
Deputy City Attorney Mark Travis stated that the City Charter
requires the City Attorney or a representative from that office
to be present at Planning Commission meetings and advise the
Commission on legal matters.

Secretary Selich clarified the fact that the City Attorney or
Deputy City Attorney is to inform the Planning Commission as to
the implications of its actions, but the Planning Department staff
should more properly respond to questions regarding policies.
Mike Zambory, City Engineer,, briefly explained the role of the
City Engineer, stating that a representative from Public Works
is required to attend Planning Commission meetings to explain
the technical aspects of Public Works activities and to serve as
a liaison between the Department of Public Works and Planning
Commission.
GARFIELD AND GOLDENWEST STUDY
Chuck Clark discussed with the Commission the goals and implications
of various general plan and zoning alternatives for the Garfield/
Goldenwest Area. Specifically,resource production, planning
reserve, R2-PD, and R2 (limited density) were discussed.
