COMMISSIONERS PRESENT: Higgins, Russell, Stern, Finley, Cohen, Bazil COMMISSIONERS ABSENT: Paone NOTE: A TAPE RECORDING OF THIS MEETING IS ON FILE IN THE PLANNING DEPARTMENT OFFICE MINUTES: ON MOTION BY RUSSELL AND SECOND BY COHEN THE MINUTES OF AUGUST 1, 1978 WERE APPROVED BY THE FOLLOWING VOTE: AYES: Higgins, Russell, Stern, Cohen NOES: None ABSENT: Paone ABSTAIN: Bazil, Finley The Planning Commission met with representatives from the Southern California Association of Governments (SCAG). Chairman Finley introduced Jack Green, former Councilman and Mayor of Huntington Beach, who intro- duced representatives from SCAG. Present from SCAG were Orange County Supervisor Dietrich, Councilman Henry Wedaa from Yorba Linda. Also present from SCAG staff were Mark Paisano, Executive Director, Bart Meays, Deputy Director, Bill Ackerman, Director of Transportation, Frank Hotchkiss, Director of Comprehensive Planning. Supervisor Dietrich gave a short overview of the development of the SCAG organization and discussed SCAG's organizational framework. Frank Hotchkiss gave an overview of the planning programs conducted by the Comprehensive Planning Division of SCAG. Hotchkiss briefly discussed the development guide to 208 Water Quality Program, Air Quality Management Progra, (AQMP), Housing Irogram, Energy Management Program, and Solid Waste Program. He indicated that 208 areawide plan and the AQMP are scheduled for adoption by SCAG's Executive Committee in February, 1979, and January, 1979, respectively. Bill Ackerman gave an overview of SCAG's Transportation Planning Program. He indicated that the federal government requires consistency between the Regional Transportation Plan and highway projects proposed by county and city governments within the region. Ackerman briefly discussed prioritization of highway projects and indicated that the Pacific Coast Highway widening project is the No. 1 improvement plan 'in the region. Following the presentation by SCAG there was considerable discussion on the various SCAG planning programs between the Planning Commissioners and the SCAG representatives. H.B.
