Applicant: Stephen Davis
To permit construction of a 2,072 square foot office building
located on the south side of Walnut Avenue approximately 50 feet
west of Third Street in a C3, General Business District.
This request is covered by Negative Declaration No. 78-84.
Chairman Eadie opened the public hearing on the negative declara-
tion request. Stephen Davis was present at the meeting.
The Board reviewed the information contained in the negative dec-
laration request form and considered the suggested migitation
measures applicable to the project. There being no one to address
the Board on this matter, the public hearing was closed.

THAT THE PROPOSED PROJECT WILL,NOT HAVE A SIGNIFICANT ADVERSE

Bruce Crosby noted the required alley dedication and the possible
need for a tentative parcel map to legally constitute the parcels
involved in this request and the parcel on the corner of Third
and Walnut. The Board considered the length of time the lots
have existed in their present configuration, and it was the deci-
sion of the majority of the Board that no parcel map should be
required at this time.
Pat Spencer said that the revised plan now conforms with code
requirements except for the provision of part parallel and part
perpendicular parking spaces on the alley.
ON MOTION BY SPENCER AND SECOND BY CROSBY ADMINISTRATIVE REVIEW
NO. 78-66 WAS APPROVED WITH THE FOLLOWING CONDITIONS, BY THE FOL-
LOWING VOTE:
CONDITIONS OF APPROVAL:
A. TO BE COMPLETED PRIOR TO ISSUANCE OF BUILDING PERMITS:
1. The revised conceptual site plan received and dated
August 16, 1978, shall be the approved layout, subject to
the following modifications:
a. Dedication of two and one-half (2/1/2) feet on the
alley shall be shown.
b. Parking spaces shall be shown perpendicular to the
alley for all spaces, with minimum twenty-seven (27)
foot turning radius.
c. A seven (7) foot planter (6 foot inside dimension)
shall be shown in front of the structure for screening
from Walnut Avenue.
The modifications outlined above shall be delineated upon the
plan submitted to the Department of Building and Community
Development upon application for building permits.
In its approval action, the Board of Zoning Adjustments considered
the following issues in relation to the conceptual plan:
• Traffic circulation and drives;
• Parking layout;
• Lot area;
• Lot width and lot depth;
• Type of use and its relation to property and improvements in
the immediate vicinity;

B. GENERAL CONDITIONS:
1. Natural gas shall be stubbed in at the locations of
cooking facilities, water heaters, and central heating
units.
2. Low -volume heads shall be used on all spigots and water
faucets.
3. All building spoils, such as unusable lumber, wire, pipe,
and other surplus or unusable material, shall be disposed
of at an offsite facility equipped to handle them.
4. If outside lighting is included onsite, high-pressure
sodium vapor lamps shall be used to prevent "spillage"
onto adjacent areas and for energy savings.

Mr. Eadie stated that his "no" vote was based upon the belief
that a tentative parcel map should be filed on the total parcel.
ADMINISTRATIVE REVIEW NO. 78-69 (Cont. from 8-9-78)
Applicant: Harbor Engineers & Constructors
To permit construction of a 25,000 square foot industrial build-
ing located on the east side of Bolsa Chica Street approximately
125 feet south of Bolsa Avenue in an M1-A, Restricted Manufactur-
ing District.
This request is covered by EIR 73-16, adopted by the City Council
on March 18, 1974.
Don Penkoff was present at the meeting and submitted a revised
plan for the project which satisfactorily addressed the Board's
previous concerns with some of the parking spaces and the loca-
tion of the overhead doors. He was cautioned that, since there
had been no time to plan check this layout, approval would not
cover any code deficiencies which might come to light when the
plan is checked.
ON MOTION BY CROSBY AND SECOND BY EADIE ADMINISTRATIVE REVIEW NO.
78-69 WAS APPROVED WITH THE FOLLOWING CONDITIONS, BY THE FOLLOW-

2. The following plans shall be submitted to the Secretary
of the Board for review and approval:
a. Landscape and irrigation plan complying with Article
979 of the Huntington Beach Ordinance Code and
landscaping specifications on file in the Department
of Public Works.
b. Rooftop mechanical equipment screening plan compatible
with the structure. Said plan shall indicate screen-
ing of all rooftop mechanical equipment and shall
delineate the type of material proposed to screen said
equipment.
3. A copy of the recorded agreement for the reciprocal drive
access on the southerly side of the subject property shall
be submitted to the Planning Department.

This request is covered by Negative Declaration No. 78-86.
Chairman Eadie opened the public hearing on Negative Declaration
78-86. No one was present to represent the applicant or to
address the Board in regard to the request, and the public hear-
ing was closed.
The Board reviewed the information contained in the negative dec-
laration request and considered the suggested mitigation measures
applicable to ultimate construction on the site.

Pat Spencer informed the Board that the applicant has verbally
indicated his receipt of and concurrence with the suggested

NO. 78-33 WAS APPROVED WITH THE FOLLOWING CONDITIONS, BY THE

1. The tentative parcel map received by the Planning Depart-
ment on July 24, 1978, shall be the approved layout.
2. A parcel map shall be filed with, and approved by, the
Department of Public Works and recorded with the Orange
County Recorder.
3. Copies of the recorded parcel map shall be filed with the
Planning Department and the Department of Public Works.

ADMINISTRATIVE REVIEW NO. 78-71
Applicant: Paul Hendifar
To permit construction of a 12,000 square foot commercial shopping
center located on the north side of Bolsa Avenue approximately
150 feet east of Springdale Street in a C2, Community Business
District.
This request is covered by Exemption Declaration No. 73-216,
adopted on January 16, 1974, and by supplemental information there-
to submitted by the applicant.
Paul Hendifar was present at the meeting. Secretary Spencer indi-
cated that the revised plan was substantially in compliance with
code. Bruce Crosby discussed access to the site with the appli-
cant, and Chuck Burney outlined Fire Department requirements.
ON MOTION BY EADIE AND SECOND BY SPENCER ADMINISTRATIVE REVIEW
NO. 78-71 WAS APPROVED WITH THE FOLLOWING CONDITIONS, BY THE FOL-
LOWING VOTE:
CONDITIONS OF APPROVAL:
A. TO BE COMPLETED PRIOR TO ISSUANCE OF BUILDING PERMITS:
1. The revised conceptual plan and front elevations received
and dated August 15, 1978, shall be the approved layout,
subject to the following:
Both entry drives shall be increased to a width of thirty-
five (35) feet with radius type curb returns.
The above modification shall be delineated upon the plan sub-
mitted to the Department of Building and Community Development
upon application for building permits.
In its approval action, the Board of Zoning Adjustments considered
the following issues in relation to the conceptual plan:

NOTE: Applicant is informed that the Fire Department will require

2. The following plans shall be submitted to the Secretary
of the Board for review and approval:
a. Landscape and irrigation plan complying with Article
979 of the Huntington Beach Ordinance Code and land-
scaping specifications --on file in the Department of
Public Works.
Said plan shall depict interior property line trees
as 20" box specimen trees located 30 feet on center.
b. Rooftop mechanical equipment screening plan. Said
plan shall indicate screening of all rooftop mechani-
cal equipment and shall delineate the type of material
proposed to screen said equipment.
c. East and north elevations, depicting special treat-
ment adjacent to the abutting residential properties.

3. A detailed soils and geologic analysis shall be prepared
by a registered soils engineer. This analysis shall
include onsite soil sampling and laboratory testing of
materials to provide detailed recommendations regarding
grading, fill properties, foundations, retaining walls,
streets, and utilities.

USE PERMIT NO. 77-104 (Revised Elevations)
Applicant: Edie Larson
Revised elevations for three 8-unit apartments upon property
exceeding 150 feet from a public street, located on the north
side of MacDonald Street approximately 483 feet west of Beach
Boulevard in an R3 District.
The Board reviewed the revised elevations in comparison to those
previously submitted and approved. It was the consensus that
further detail would be required.

Secretary Spencer informed the Board that the applicant is now
requesting that he be allowed to return to his original 25 foot
setback for overhead doors, which had been modified at his request
on August 9, 1978. The Board considered the request.
