DISCUSSION OF SEACLIFF IV
Acting Planning Director Jim Palin introduced the special study
session with a review of the history of this project. He stated
that if the project were being filed at this time, he would want
a precise plan of street alignments for 38th Street processed prior
to consideration of the development proposal. Because of the time
this project has been in process, however, he stated it would be
unfair to change direction in the processing schedule. Mr. Palin
informed the Commission that the Department generally feels the
proposed project is a very desirable, well-done development.
Monica Florian presented an introduction to the 114 acre, 533 unit
Seacliff IV,project. She advised the Commission that this project
would come to public hearing in the form of seven separate appli-
cations: a tentative parcel map, three tentative tracts, a con-
ditional use permit, a zone change, and an Environmental Impact
Report.
Mrs. Florian explained that this study session had been requested
by the Subdivision Committee, and its purpose was to familiarize the
Commission with the details of the project and the several issues
generated by the proposed development.
As a guide for further discussion, Mrs. Florian outlined the seven
major areas of concern regarding this project:
1. impact on the Local Coastal Program, 2. feasibility -and accept-
ability of proposed drainage system, 3. sewering alternatives,
4. circulation (38th Street alignment, interior circulation, pro-
vision of adequate parking), 5. park planning, 6. scenic highway
and special landscape treatment, 7. location of Product C, and 8.
the applicant's request for special permits.

Mrs. Florian noted that a letter had been distributed from the
County Environmental Management Agency concluding that the pro-
posed alignment of 38th Street is sufficient to permit a bluff
top linear park. She also called attention to a transmittal from
the Environmental Council summarizing its feelings regarding the
Seacliff IV proposal and EIR.
Appl,icant'A. J. Hall made a brief presentation regarding the
history and concept of the overall project and then introduced
his architects to discuss each Product Area in greater detail.
Ray Salmi indicated that Product A will consist of about 53.6
gross acres containing 147 single-family homes. The zero lot
line homes are laid out in a linear configuration and are oriented
towards the Huntington Seacliff Golf Course. Mr. Salmi responded
to questions regarding the design and elevation of his Product.
Stewart Woodard presented a brief introduction to Product B which
will consist of approximately 41 gross acres containing 190 single
family homes. The site design features a series of circular
nodes interconnected by an interior cul-de-sac system. Mr. Woodard
responded to questions regarding open space design, circulation and
parking in this Product Area.
Paul Fischer summarized the concept of Product Area C which is about
19.4 gross acres containing 196 multiple -family units. This is a
water -oriented, higher density project arranged in clusters around
the site. Mr. Fischer responded to questions regarding density,
access, and parking.
Dave Walden, project engineer, explained the latest drainage pro-
posal calling for retention/siltation basins in the natural water
course and percolation of flood flows. He also addressed the im-
pacts of the system on the Bolsa Chica. Mr. Walden indicated that a
special study had been conducted to analyze the feasibility of this
drainage system and had concluded that the proposed system has three
to four times the needed storage capacity for a 25 year storm over
24 hours. Commissioner Stern requested that copies be made avail-
able to the Commission.
Mr. Walden also outlined two alternative sewer plans, one involving
parallel,lines with the existing city system, the other including
construction of the County trunk line reaches. He noted that a
communication was being sent to the City from the Sanitation District
outlining its position on the feasibility of these proposals.
Mr. Hall distributed a letter outlining seven items for Special
Permit under Sections 9317 and 9367 of the code. Several Commissioner
indicated they saw no problem in reduction of side yards, elimi-
nation of trash enclosures, and reduction of building separations.

Commissioner Bazil voiced concern over waiver of the required
recreation facility in Products A and B. Commissioner Stern
indicated that reduction of required parking would have to be
reviewed carefully. The Commission also discussed waiver of
building bulk provision for Product C.
Recreation and Parks Director Norm Worthy outlined his plans
for provision of parks in the Seacliff vicinity. The Commission
discussed the feasibility of a comprehensive parks plan for
the area.
The Commission concluded that no further study session would be
required on this project prior to public hearing. The Commission
requested, however, that three items be set for its September 12
study session.
1. An analysis of alternative alignments for 38th Street to
prove acceptability of proposed right-of-way in regard to
future planning options.
2. A drainage study indicating ability of the proposed drainage
system to accommodate future drainage from northern developments
and/or the need for a drainage system in 38th Street.
3. A joint meeting with the Recreation and Parks Commission to
discuss park policy, needs, and planning in the Seacliff area.
Chairman Finley also requested that a study session be scheduled
with the Mayor's Committee on the Handicapped at some later time.
The meeting was adjourned at 10:45 p.m.
