This request is a Categorical Exemption, Class 4(e), California Environmental Quality Act, 1970. Secretary Spencer reported that because of the magnitude of the proposal and certain problems which might be encountered onsite it had been the determination of the Planning Department that this request should be considered by the Planning Commission. Board of Zoning Adjustments August 30, 1978 Page 2 REGULAR AGENDA ITEMS: ADMINISTRATIVE REVIEW NO. 78-73 (Cont. from 8-23-78) Applicant: K. L. Redfern, Inc. To permit modernization of an existing service station located at Pacific Coast Highway and 7th Street in a C3, General Busi- ness District. This request is a Categorical Exemption, Class I, California Environmental Quality Act, 1970. Jack Dailey and Bill Day_ were present to represent the applica- tion. The applicants explained their present operation and the proposed modification to the site, which will consist only of the new canopy and kiosk - islands as shown already exist. The Board dis- cussed the traffic circulation pattern, the size and location of drives and possible traffic conflicts which might result on Pac- ific Coast Highway from patrons turning across traffic to enter the station, and proposed landscaping on the property. Conflicts between the residential properties to the north and the station which would result if this commercial traffic were permitted to use the alley as part of its exiting pattern were discussed, and the consensus was that a report from the Traffic Engineer on this matter would be required. The Board also suggested modifications to the layout as follows: 1) The planter located at the intersection of 7th Street and Pacific Coast Highway should be extended easterly to a point parallel to the center line of the nearest pump island. This planter must be at least three feet in width, and the driveway re- duced and reconstructed as required; 2) The planter shown on the northeast portion of the site should be relocated to the southeast corner in a similar fashion, with the proposed concrete curb ex- tended to the Pacific ':oast Highway property line. The applicants agreed to make the above modifications and also agreed to a con- tinuance of their request to permit Traffic Department input. Foss To permit establishment of a contractor's equipment yard located on the east side of Gothard Street approximately 800 feet north of Talbert Avenue in an Ml-CD, Light Manufacturing District. This request is covered by Negative Declaration No. 78-89. Chairman Eadie opened the public hearing on the negative declara- tion. No one was present at the meeting to speak for or against the proposal and the public hearing was closed. Secretary Spencer reported that the applicant has requested a con- tinuance to permit a conditional exception for landscaping to be filed in conjunction with the administrative review. ON MOTION BY SPENCER AND SECOND BY CROSBY NEGATIVE DECLARATION NO. 78-89 AND ADMINISTRATIVE REVIEW NO. 78-74 WERE TABLED, BY THE FOLLOWING VOTE: AYES: SPENCER, EADIE, CROSBY NOES: NONE ABSENT: NONE ADMINISTRATIVE REVIEW NO. 78-76 Applicant: James Lumber Company To permit establishment of permanent wholesale lumber storage located on the west side of Nichols Street approximately 588 feet north of Slater Avenue in an Ml, Light Industrial District. This request is covered by Negative Declaration No. 78-93. Chairman Eadie opened the public hearinq on the negative declara- tion. No one was present to address the Board, and the public hearing was closed. Secretary Spencer reported that this applicant has requested a week's continuance to permit him to work out an inner circulation pattern with the Fire Department and to submit to the Planning Department an overall plan of the existing and proposed portions of the lumber yard. ON MOTION BY SPENCER AND SECOND BY EADIE ADMINISTRATIVE REVIEW NO. 18-76 AND NEGATIVE DECLARATION No. 78-11 WERE CONTINUED TO THE REGULAR MEETING OF SEPTEMBER 6, 1978, BY THE FOLLOWING VOTE: AYES: SPENCER, EADIE, CROSBY NOES: NONE ABSENT: NONE BZA 8-30-78 Page 3 Minutes, H.B. To permit establishment and use of a model home and sales office complex for a period of one year, located on the south side of Countess Drive within previously approved Tract 8718. This request is covered by EIR 74-6, adopted by the Planning Commission on August 19, 1975. Darrell Rowe was present at the meeting. The Board reviewed the request, specifically considering traffic and parking controls. ON MOTION BY EADIE AND SECOND BY SPENCER ADMINISTRATIVE REVIEW NO. 78-77 WAS APPROVED WITH THE FOLLOWING CONDITIONS, BY THE FOL- LOWING VOTE: CONDITIONS OF APPROVAL: A. TO BE COMPLETED PRIOR TO USE OF THE MODEL HOME COMPLEX: 1. The site plan received and dated August 14, 1978, shall be the approved layout. 2. Parking controls shall be instituted to prevent blocking of access into the model complex and the remainder of the tract. 3. Directional signing for the model complex shall be submitted to the Secretary of the Board for review and approval. B. GENERAL CONDITION: 1. All drives within the tract are fire lanes, and no parking shall be allow-d other than in Narked stalls. These drive3 shall be postE' "No Parking - Tow Away Zone" in accordance with Section 22658 of the California Vehicle Code and Huntington Beach Fire Department standards prior to occupancy of any unit within the tract. In its approval action, the Board of Zoning Adjustments considered the following issues relating to the conceptual plan: . Traffic circulation and drives; . Parking layout; . Type of use and its relation to property and improvements in the immediate vicinity; • Past administrative action regarding this property. To permit specified dwellings within Tract 8636 to be constructed at zero setback on one side of the lot on property located on the south side of Trinidad Lane approximately 1000 feet south of Edinger Avenue in an R1, Low Density Residential District. This request is covered by EIR 74-6, adopted by the Planning Com- mission on August 19, 1975. Darrell Rowe was present at the meeting. Board review found certain problems with the proposal; namely that the required 10 foot opposite side yard is not shown on the plan and no provision has apparently been made for maintenance of the structures at zero property line. After discussion with the appli- cant, it was the determination of the Board that information on the materials to be used on the zero walls and a perspective view of the corridor separating the units should be provided. Dave Eadie cautioned the applicant that no eave overhang could be permitted at the zero property line.
