Applicant: James Lumber Company
To permit establishment of permanent wholesale lumber storage on
property located on the west side of Nichols Street approximately
588 feet north of Slater Avenue in an Ml, Light Industrial District.
This request is covered by Negative Declaration No. 78-93.
Mr. Harrington was present at the meeting and submitted a revised
plan for the Board's review; however, it was the consensus that
the plan would have to be checked in the department prior to any
Board action. The applicant noted that he is adding 26 more park-
ing spaces and will plot all aisles and lumber storage locations
to be submitted by Friday of this week. He was informed to make
sure that the plan reflects the required ten (10) foot setback and
shows fencing and entry treatment.

ADMINISTRATIVE REVIEW NO. 78-80 (Cont. from 9-13-78)
Applicant: Mola Development Company
To permit construction of two commercial buildings with a total
of 26,000 squard feet located on the south side of Adams Avenue
approximately 150 feet west of Beach Boulevard in a C2, Commun-
ity Business District.
This request is covered by Negative Declaration No. 78-97.
Jerry Simon was present at the meeting. The staff presented a
revised drive and parking layout for the applicant's consideration
which provided additional parking, improved inner circulation,
and provided a 2-way drive instead of the present one-way drive.
It would also provide a clear space in front of the westerly oil
well unit to permit easier access for maintenance of the well.
Mr. Simon pointed out that the revised parking would require cars
to park up against the buildings which he considered undesirable;
he also noted that the well can be serviced from one side and it
is not necessary to back a pulling unit directly up to the well.
The suggested plan was discussed by the Board. Also reviewed
were the grade of the property, the entrance requirements as out-
lined previously by the Department of Public Works, the existing
easements, and the proposed uses within the project (which the ap-
plicant indicated would be mostly office -professional).
It was the consensus that the application should be continued to
permit applicant to consider the proposed changes in parking layout,
to submit confirmation on the drainage and sewer easement, and to
provide the Board with a letter from the oil operater giving his
approval to the site layout.

Applicant: Dennis Lambert
Minor revision to a previously approved request for zero side
yard setback for 3 garages and a 6-inch reduction in the required
turning radius on property located on the south side of Cypress
Avenue approximately 88 feet west of Elm Street in an R2, Medium
Density Residential District.
Sergio Martinez reported that the applicant now desires to elim-
inate one of the three garages formerly at zero setback and replace
it with an open parking place. This change will result in
increased landscaping on the site, as well as providing an improve-
ment in the elevations. The Board reviewed the method of handling
this revision to a conditional exception, considering that no
opposition had been offered at the previous meeting, that the re-
vision significantly lessens the impact of the project, and that
in the Board's opinion it would result in an improved product.

Chairman Lipps opened the public hearing on the negative declaration
request. No one was present to represent the application or to
address the Eoard on the request, and the public hearing was closed.
The Board reviewed the information contained in the recommendation
from the Environmental Resources Division on the project.

Secretary Spencer noted that review of the revised plan has shown
remaining deficiencies in parking and landscaping; however, these
can be remedied and still accommodate the use. He also pointed out
that retail use is not permitted and if the proponent desires to
include it a subsequent variance request would be required. Another
deficiency on the plan is the first stacking tier, which impedes the
entry turning radius.
Chuck Burney said that the Fire Department will go over the plans
with the applicant for the storage aisles and hydrant requirements.
He said that the locked gate will be permissible only if it is
secured by a chain which the Department can cut through for access.
Mr. Harrington entered the meeting after the discussion and approval
of his request and the Board's action was explained to him.
ON MOTION BY SPENCER AND SECOND BY LIPPS ADMINISTRATIVE REVIEW NO.
78-76 WAS APPROVED WITH THE FOLLOWING CONDITIONS, BY THE FOLLOWING
VOTE:
CONDITIONS OF APPROVAL:
A. TO BE COMPLETED PRIOR TO ISSUANCE OF PERMITS:
1. The revised conceptual plan received and dated September
25, 1978, shall be the approved layout, subject to the fol-
lowing modifications:
a. The "retail use" noted on the plan shall be deleted
therefrom.
b. The landscaping area in front of the parcel shall be
increased to twenty (20) feet (rather than the 10 feet
as shown) to coincide with the parcel to the north.
c. The area behind the lumber storage facility shall be
increased to accommodate 16 additional parking stalls,
and the parking required of the existing building on
the earlier site plan shall be incorporated in the plan.
d. The first material stacking tier at the southerly drive
shall be altered to shorten the length of the tier by
35 or 40 feet to provide a better turning radius and to
increase visibility on the property.
A plan delineating the above modifications shall be submitted
to the Secretary of the Board for review and approval prior to
filing for permits on the site.
In its approval action, the Board of Zoning Adjustments considered
the following issues relating to the conceptual plan:
• Traffic circulation and drives;
. Parking layout;

2. A landscaping and irrigation plan shall be submitted to
the Secretary of the Board for review and approval. Said
plan shall comply with Article 979 of the Huntington Beach
Ordinance Code and landscaping specifications on file in
the Department of Public Works.
3. A Tentative Parcel, Map consolidating the two lots into one
parcel shall be filed with the Planning Department.
B. GENERAL CONDITIONS:
1. All building spoils, such as unusable lumber, wire, pipe,
and other surplus or unusable material, shall be disposed
of at an offsite facility equipped to handle them.
2. If outside lighting is included onsite, high-pressure
sodium vapor lamps shall be used to prevent "spillage" onto
adjacent areas and for energy savings.

Mr. Simon submitted a revised plan and a letter of agreement from
the operator of the oil wells on the property. He reported that
the utility easement is a public easement, shown on TT 10226 abut-
ting the subject project to the south and developed by the same
applicant.
The Board reviewed the revised plan, considering the plan in regard
to parking layout and access.

1. The revised conceptual plan received and dated September
27, 1978, shall be the approved layout, subject to the
following modifications:
a. The plan shall reflect perpendicular parking both ad-
jacent to the front of the buildings and to the street
right-of-way landscaping.
b. The interior drive shall be a two-way drive.
C. The drive entry shall be an at -grade entry with a 12
to 15 foot radius at each side.
A revised plan reflecting the modifications outlined above
shall be submitted to the Secretary of the Board for review
and approval prior to application for building permits.
In its approval action, the Board of Zoning Adjustments considered
the following issues relating to the conceptual plan:
. Traffic circulation and drives;
• Parking layout;
. Lot area;
• Lot width and lot depth;
• Type of use and its relation to property and improvements in
the immediate vicinity;

2. The following plans shall be submitted to the Secretary of
the Board for review and approval:
a. Landscape and irrigation plan complying with Article
979 of the Huntington Beach Ordinance Code and land-
scaping specifications on file in the Department of
Public Works.
b. Rooftop mechanical equipment screening plan. Said plan
shall indicate screening of all rooftop mechanical
equipment and shall delineate the type of material pro-
posed to screen said equipment.
B. GENERAL CONDITIONS:
1. The project shall comply with all applicable conditions of
Section 968 of the Huntington Beach Ordinance Code.
2. Natural gas shall be stubbed in at the locations of cook-
ing facilities, water heaters, and central heating units.
3. Low -volume heads shall be used on all spigots and water
faucets.
4. All building spoils, such as unusable lumber, wire, pipe,
and other surplus or unusable material, shall be disposed
of at an offsite facility equipped to handle them.
5. If outside lighting is included in parking areas, high-
pressure sodium vapor lamps shall be used. Said lighting
shall be screened to prevent "spillage" onto the adjacent
residential areas to the south.
6. A detailed soils and geologic analysis shall be prepared
by a registered soils engineer. This analysis shall in-
clude on -site soil sampling and laboratory testing of
materials to provide detailed recommendations regarding
grading, fill properties, foundations, retaining walls,
streets, and utilities.
7. Trees (minimum 24" box) shall be planted along the south
property line on 30-foot centers to screen the development
from the view of adjacent residences. The species of trees
as recommended by the Landscape Division of the Department
of Public Works shall be Pinus Canariensis in areas per-
pendicular to the building wall and Eucalyptus in areas
with sight line to the parking lot.

To permit consolidation of three (3) parcels of land into one
parcel, located on the west side of Beach Boulevard approximately
50 feet south of Holt Avenue in a C4, Highway Commercial District.
This request is covered by Negative Declaration No. 78-91 adopted
by the Board on Auqust 23, 1978.
The applicant has verbally indicated agreement with the suggested
conditions of approval forwarded to him and has a letter in the
mail verifying such agreement.

To permit construction of two industrial buildings with a total of
14,520 square feet, located on the east side of Gothard Street ap-
proximately 405 feet north of Mountjoy Drive in an T41, Light Indus-
trial District.
This request is covered by Exemption Declaration No. 74-150, adopted
by the Board for the industrial development in which the property
is located.
Rod Emery and Tom Searles were present at the meeting.
Secretary Spencer informed the Board that the plan is in substantial
compliance with code requirements. The applicants indicated that
there is a tentative parcel map processed on the property, and there
will be a common drive between the two parcels.

The Board reviewed the automotive use proposed for the property,
noting that it is a permitted use in the M1 zone and that the
City has never drawn a distinction between retail and wholesale
use in this situation. No problem was seen by the Board for the
use.

To permit an annual carnival on October 28, 1978, between the
hours of 10:00 a.m. and 3:00 p.m. on school property located at
12051 Yorktown Avenue.
The request was reviewed by the Board.
CONDITIONS OF APPROVAL:
1. The plot plan and project description received and dated Sep-
tember 25, 1978, shall be the approved layout.
