Applicant: Walden & Associates, Inc.
To permit subdivision of one parcel of land into parcels for
future resubdivision by Tracts 10067, 10068, and 10069, on property
located at Palm Avenue, Goldenwest Street, and 38th Street, zoned
R3-0 and R2-PD-O.
Secretary Spencer informed the Board that it is the Department's
intention to process all applications on this property concurrently.

in an R2-PD District.
This request is covered by Negative Declaration No. 76-90,
adopted by the Planning Commission for TT 9580.
Larry Welson was present to represent the application.
The status of the interior streets around the complex was reviewed,
and the applicant outlined on the plan the extent of street work
proposed to be completed in this phase. He noted that the streets
as shown would be to full street width, and the wall would be
under construction, but not necessarily completed upon opening of
the models. Mel Ott and Bruce Crosby concurred with the proposed
improvements; Pat Spencer suggested that an acceleration lane be
added to make the transition from the project safer for motorists.

1. The conceptual site plan received and dated October 4,
1978, shall be the approved layout subject to the following:
a. The design and improvement or the temporary access
streets to the model complex shall be subject to the
review and approval of the Department of Public Works.
b. The identification sign is not a part of this approval
and shall be reviewed by the Department of Building
and Community Development upon application for permits.
In its approval action, the Board of Zoning Adjustments considered
the following issues in relation to the conceptual plan:
. Traffic circulation and drives;
. Parking layout;
. Type of use and its relation to property and improvements in
the immediate vicinity;
. Past administrative action regarding this property.

SPECIAL EVENT NO. 78-10
Applicant: Huntington Harbour Philharmonic
To permit an annual fund-raising cruise in the channels of
Huntington Harbor to take place on December 9, December 10,
and December 13 through 22, 1978.
No one was present to represent the request.
The Board considered the project, taking into consideration the
previous history of the cruises.
ON MOTION BY CROSBY AND SECOND BY EADIE SPECIAL EVENT NO. 78-10
WAS APPROVED WITH THE FOLLOWING CONDITIONS, BY THE FOLLOWING
VOTE:
CONDITIONS OF APPROVAL:
1. The site plan and project description received and dated
September 28, 1978, shall be the approved project.
2. The applicant shall obtain all necessary electrical permits.
3. An onsite inspection of the area by the Fire Department prior
to the event shall be required.
4. If the Committee proposes to rope off any of the parking, a
permit shall be obtained from the City of Huntington Beach
prior to any such blockage to assure that there is sufficient
access remaining for emergency vehicles.
5. A certificate of insurance form shall be filed in the License
Division of the Finance Department ten (10) days prior to
the event.

SPECIAL EVENT NO. 78-11
Applicant: St. Bonaventure Parish
To permit an annual Fall Festival to be held on the weekend of
October 13, 14, and 15, 1978, on property located _on__the northeast
corner of Springdale Street and Heil Avenue in an R1, Low Density -
Residential District.
Luther Williams, this year's chairman for the event, was present
at the meeting.

Chairman Eadie noted that a petition against the festival has
been received from residents of the area, citing problems which
have occurred on the site in past years. Due to the lateness of
the City's receipt of the application, it was necessary to notify
these residents by telephone, and all who could be reached have
been so notified. He also noted that, although the application
does not specifically require a public hearing, all members of
the audience wishing to address the Board will be heard.
Mr. Luther reported that the speaker system formerly used has
been eliminated and security personnel will be hired in an attempt
to meet the complaints of the neighboring areas. He also expressed
willingness to cooperate in any way possible to make the project
less objectionable.
The following people addressed the Board: Virginia Mason, resi-
dent of Orlando Drive; Emery Switzer, 5991 Brassie Circle; Peter
Rossi, 5981 Brassie Circle; and Nicole Poucel. These people
discussed hours of operation, noise impacts from the project,
vandalism, littering, drinking taking place off the church prem-
ises, intrusion of patrons of the festival onto private properties,
and general danger and inconvenience credted by the activities
taking place during the carnival. They also inquired when the
security personnel would be on duty and about the possibility of
barricading streets to keep carnival patrons out of their neigh-
borhoods.
Board discussion ensued, addressing the points raised above and
attempting to find methods to mitigate the adverse effects of
the project as much as possible.

WAS APPROVED WITH THE FOLLOWING CONDITIONS, BY THE FOLLOWING

CONDITIONS OF APPROVAL:
1. The conceptual plan received and dated October 5, 1978, shall
be the approved project, subject to all of the following
conditions:
2. Applicant shall supply at his expense either private or City
security personnel between the hours of 7:00 and 10:00 p.m.
to direct traffic onto proper parking areas and to monitor
activities of the project for the prevention of loitering,
vandalism, trespass, etc.
If it is possible for the applicant to arrange with the Police
Department, uniformed patrolmen could be used as security
personnel, with the applicant bearing expense of overtime pay,
equipment, etc.

3. Orlando Drive and Brassie Circle shall be barricaded at
Springdale. Type and installation of the barricades shall
be the responsibility of the Department of Public Works and
all expenses for same shall be borne by the applicant.
4. No machinery of any kind shall be in operation between the
hours of 10:00 p.m. and 7:00 a.m. (This shall include a ban
on moving and/or maintenance work on any of the equipment
used by either the applicant or the operator of the carnival
rides and concessions.)
5.
Appropriate temporary signs for the direction of traffic and
onsite parking shall be provided at the expense of the
applicant.
6.
Applicant shall increase the amount of onsite parking provided,
by the use of all possible areas of the church site itself,
such as the playground areas, etc.
7.
The applicant shall obtain all necessary electrical permits.
8.
An onsite inspection by the Fire Department shall be required
prior to the event.
9.
A certificate of insurance shall be filed in the License
Division of the Finance Department prior to the event.
10.
Within one day of receipt of these conditions of approval (by
Friday, October 13, 1978), the applicant shall submit written
agreements to pay all costs for security personnel and to
reimburse the City for costs incurred by the Department of
Public Works for barricading, as outlined above.
If such agreements have not been filed, this approval shall
become null and void and authorization for the special event
shall be rescinded.

Applicant: Lowell Romberg
To consider modification of a condition of approval previously
imposed on the approval of a coin -operated car wash located on
the west side of Bolsa Chica Street approximately 300 feet north
of Heil Avenue.

Secretary Spencer reported that a letter has been received from
the applicant requesting relief from a condition of approval
which had required installation of a water recycling system in
this car wash facility. Mr. Romberg has justified his request
because the cost of such installation is prohibitive when the
small size of the project is taken into consideration.
The Board considered the request, noting that concurrence to the
deletion has been received from the Environmental Resources
Division of the Planning Department which had originally recom-
mended the system.
ON MOTION BY EADIE AND SECOND BY SPENCER CONDITION NO. 6 WAS
DELETED FROM THE CONDITIONS OF APPROVAL IMPOSED ON USE PERMIT
NO. 78-41, BY THE FOLLOWING VOTE:

USE PERMIT NO. 78-54
Applicant: Anthony Industries, Inc.
To consider modification of a condition of approval previously
imposed on the approval of a drive -through restaurant located on
the northeast corner of Edinger Avenue and Edwards Street in a
C4, Highway Commercial District.
Secretary Spencer reported -that -research of -the file records has
revealed that Division of Land No. 181 was filed on this
property in 1963; therefore, the condition requiring filing of a
parcel map should be removed from this application.
ON MOTION BY SPENCER AND SECOND BY EADIE THE CONDITIONS OF APPROVAL
FOR USE PERMIT NO. 78-54 WERE AMENDED TO DELETE THE REQUIREMENT
FOR FILING AND RECORDING A TENTATIVE PARCEL MAP, BY THE FOLLOWING

USE PERMIT NO. 78-58
Applicant: Don Hartfelder
Request for modification of parking layout for a previously
approved 2,000 square foot retail nursery and flower shop located
on the northwest corner of Beach Boulevard and Liberty Avenue in
a C4, Highway Commercial District.
Dave Eadie informed the Board of the requested change which will
consist of relocating parking bays so that a two -bay is provided

in front of the project, with the one -bay area shifted to the
rear of the lot.
ON MOTION BY EADIE AND SECOND BY SPENCER THE REVISED SITE PLAN
FOR USE PERMIT NO. 78-58 RECEIVED AND DATED OCTOBER 10, 1978,
WAS APPROVED FOR PARKING BAY MODIFICATIONS ONLY, SUBJECT TO ALL
PREVIOUSLY IMPOSED CONDITIONS OF APPROVAL, BY THE FOLLOWING

SPECIAL EVENT NO. 78-12
Applicant: US Life Savings and Loan
Request to permit a 10 kilometer run on streets within Huntington
Beach on October 29, 1978.
Board review disclosed that two separate routes for the run have
been submitted to the Board. Discussion also took place on the
Board's authority to act on a project which requires extensive
street closure. It was the consensus that this request should be
continued to permit the above issues to be resolved.

The request was reviewed by the Board.
