Mayor Pattinson called the adjourned regular meeting of the City Council of
the City of Huntington Beach to order at 7:00 P.M.

The City Administrator announced that preliminary draft copies of the City's
Planning Code (Division 9) had been distributed and were available for review.
The Acting Planning Director presented background information on the re -write
of the Planning Code. He informed Council that the Subdivision Ordinance and the
environmental procedure would be separate titles and that specifications would be
adopted by resolution rather than ordinance in order to allow any unworkable
specification to be remedied more promptly. Considerable discussion was held
regarding the benefits which would be derived from the re -write
PRE -GRADING CONFERENCE ON KNOWN ARCHAEOLOGICAL SITES
The City Administrator referred to a letter which had been received from Mr. Jack
L. Zahniser, Lecturer, Department of Anthropology, California State University,
Fullerton, concerning the need to examine the archaeology of Tract 9908 located
at the northwest corner of Slater Avenue and Gothard Street, and commenting on the
City's policies relative to properties containing archaeological sites. He stated
that this item had been scheduled on the agenda in order to obtain the input of
Council and developers.
The Acting Planning Director referred to his communication to Council dated
November 15, 1978 setting forth a recommended policy for on -site grading confer-
ences. He commented on the City's present procedure and discussion was held
regarding developing a process by which archaeological sites could be investigated
in a manner agreeable to those with archaeological concerns and the developers.
Councilman Mandic suggested that archaeologists and members of the Environmental
Council be invited to a joint meeting with Council. The Council requested that
staff return with a recommendation relative to establishing a workable archaeolo-
gical procedure and to identify those areas of the City which may be of archaeolo-
gical concern.

DISCUSSION OF DEVELOPMENT PROCESS
The Acting Planning Director, utilizing a wall graph, presented a detailed review
of the City's present development process. He stated the need for developers
to present a preliminary schematic plan to save time and money.
Mr. Frank Mola, Mola Development, presented a review of the planning process under
which his company's present project is proceeding. He gave recommendations which
he believed could streamline the process.
Discussion was held on the possibility of reinstating the process by which a
developer could work through the stages of his project with an assigned staff member.
It was determined that Council would meet with the staff, following which another
meeting would be held between the Council and developers.
EXECUTIVE SESSION CALLED f
Mayor Pattinson called an Executive Session of Council for the purpose of discus-
sion personnel and litigation matters.
RECESS - RECONVENE
A recess of the Council was called at 9:15 P.M. The meeting was reconvened by
the Mayor at 10:55 P.M.

was adjourned by the Mayor to Monday, December 4, 1978 at 6:30 P.M. in Room B-8,
Civic Center.
