MINUTES: ON MOTION BY SPENCER AND SECOND BY OTT, THE MINUTES OF
THE REGULAR MEETING OF DECEMBER 6, 1978, WERE APPROVED BY THE
FOLLOWING VOTE:

REGULAR AGENDA ITEMS:
USE PERMIT NO. 78-71 (Continued from 12-20-78)
Applicant: Charles Palmer
To permit the construction of a 4,000 square foot commercial building
located on the west side of Beach Boulevard, approximately 300 feet
north of Clay Avenue. This request is covered by Negative Declaration=77-36.
Mr. Spencer, Secretary and Acting Chairman, opened the public hearing
and since no one present to speak on the project, closed the public
hearing.
Board discussion followed.
ON MOTION BY SPENCER AND SECOND $Y OTT, USE PERMIT NO. 78-71 WAS
APPROVED WITH THE FOLLOWING FINDINGS AND CONDITIONS BY THE FOLLOWING
VOTE:
FINDINGS OF THE BOARD:
1. The establishment, maintenance, and operation of the use will not
be detrimental to:
a. The general welfare of persons residing or working in the
vicinity.
b. Property and improvements in the vicinity of such use or
building.
2. The granting of a Use Permit will not adversely affect the General
Plan of the City of Huntington Beach.
3. The proposal is consistent with the City's General Plan of Land Use.

CONDITIONS OF APPROVAL:
A. TO BE COMPLETED PRIOR TO ISSUANCE OF BUILDING PERMITS:
1. The conceptual plot plan and elevations received December 1,
1978, shall be the approved layout, subject to the modifications
described herein:
a. Trash bin to be relocated.
b. Planter area along the rear of the property to be 6 ft.
minimum.
A plan delineating said modifications shall be submitted to the
Secretary of the Board. If such plan complies with the
modifications outlined by the Board, said plan shall be approved
and mAde a permanent part of the administrative file.
In its approval action, the Board of Zoning Adjustments considered the
following issues relating to the conceptual plan:
Traffic circulation and drives;
Parking layout;
Lot area;
Lot width and lot depth;
Type of use and its relation to property and improvements in the
immediate vicinity;
Past administrative action regarding this proprty.
2. The following plans shall be submitted to the Secretary of the Board:
a. Landscape and irrigation plan complying with Article 979 of
the Huntington Beach Ordinance Code and landscaping specifica-
tions on file in the Department of Public Works.
b. Rooitop mechanical equipment screening plan. Said plan shall
indicate screening of all rooftop mechanical equipment and shall
delineate the.type of material proposed to screen said equipment.
B. GENERAL CONDITION:
t. Water main shall be extended to the north property line on
Beach Boulevard.

To permit construction of a 10,590 square foot industrial building
located on the south side of System.Drive approximately 50 feet
west of Manufacture Lane in an Ml-A, Restricted Manufacturing District.
This request is covered by EIR 73-16, approved, by City Council cn March 18, 1974.

To permit a parking lot sale to be held on January 6, and January 7,
1979, located on property on'the north side of Edinger Avenue,
approximately 2,000 feet west of Beach Boulevard in Huntington Center.
This application is a Class 4,.Categorical Exemption, California
Environmental Quality Act, 1970.
Ross Willhour, representing the applicant, was present as the Board
reviewed the proposal.

1. The plot plan received December 13, 1978, shall be the approved
layout.
2. The applicant shall obtain all necessary electrical permits.
3. An on -site inspection by the Fire Department shall be required
prior to the event.
4. A certificate of insurance form shall be filed in the License
Division of the Finance Department ten (10) days prior to the event.
5. Floor plan of tent to be submitted to the Fire Department prior
to issuance of permits.
G. Parking layout shall be submitted to and approved by the Fire
Department prior to issuance of permits.

Applicant: Charles and Lewis Development
To permit a truck loading door to face a public street located on the
west side of Connector Lane, approximately 260 ft. south of Engineer
Drive.
IN CONJUNCTION WITH:
ADMINISTRATIVE REVIEW NO. 78-120
Applicant: Charles and Lewis Development
To permit the construction of a 12,056 square foot industrial building
on property located on the west side of Connector Lane, approximately
260 ft. south of Engineer Drive.
Both applications are covered by EIR 73-16, approved by the City
Council on March 18, 1974.
The public hearing was opened on Use Permit No. 78-72. There being
no one present to speak on the proposal, the public hearing was
closed.
Board discussion followed.

TENTATIVE PARCEL MAP NO. 78-39 (Reconsideration)
Applicant: Alfonso & Paul Licata
To permit division of one parcel of land into two (2) separate parcels
on property located on the south side of Bolsa Avenue approximately
900 feet east of Bolsa Chica Street in an M1-A, Restricted Manufacturing
District.
The Secretary informed the Board that the previously approved project
was presented to the Board for amendment to the wotding of Conditions
1, 2, and 3.
ON MOTION BY SPENCER AND SECOND BY OTT, TENTATIVE PARCEL MAP NO. 78-39
CONDITIONS WERE AMENDED AS FOLLOWS.BY THE FOLLOWING VOTE:
CONDITIONS OF APPROVAL:
1'. The tentative parcel map received by the Planning Department on
December 12, 1978, shall be the approved layout as amended.
2. A parcel map shall be filed with, and approved by, the Department
of Public Works, and recorded with the Orange County Recorder
prior to final occupancy.

3: A reciprocal easement for parking and a fire lane on the rear of
the parcels must be submitted and approved by the Fire Department
and recorded'with the"Orange County Recorded prior to final occupancy.
4. Copies of the recorded parcel map shall be filed with the Planning
Department and the Department of Public Works.

Applicant: Drs. Flanagan, Suydam, & Yuppa
Pursuant to a condition of approval dated August 26, 1976, the
applicants submitted a request for signs for the subject project
for review and approval action.
